About this file

This document is an Invitation to Bid (ITB) Amendment No. 001 issued by Northern Wasco County People's Utility District (PUD) for the Three Mile Substation Control Enclosure project. The amendment clarifies two key modifications to the original bid documents: first, the addition of Exhibit A - Public Improvement Requirements, which provides detailed terms and conditions for the project, and second, a correction to the pre-bid meeting and site walk date, which is now confirmed for April 8, 2025, instead of the previously listed April 1 date. Bidders are required to acknowledge receipt of this amendment in their bid response, with failure to do so potentially resulting in bid rejection.

The amendment's Exhibit A outlines comprehensive prevailing wage and public works requirements, including mandates for wage rate compliance, overtime compensation, certified payroll reporting, and public works bonding for both contractors and subcontractors. Contractors must ensure workers are paid Oregon 2025 prevailing wages for The Dalles, maintain detailed payroll records for three years, and comply with various labor regulations. The document emphasizes strict enforcement, with potential penalties including payment withholding, contract termination, and disqualification from future public works projects for non-compliance. Wage rates are to be based on 2025 Oregon rates specific to The Dalles, and contractors must post applicable wage rates prominently at the job site.
