About this file

Amendment 002 is a Request for Information (RFI) document issued by Northern Wasco County People's Utility District (NWCPUD) for the Three Mile Substation Control Enclosure project in The Dalles, Oregon. The amendment addresses four contractor inquiries related to the project, including permit requirements, existing oil containment system details, trench specifications, and system completeness expectations. Key responses clarify that electrical permits must be obtained, the existing oil containment manufacturer is unidentified, the trench must be drivable, and contractors are responsible for ensuring a fully functional system by identifying and addressing any potential omissions in the provided documentation.

The project involves construction modifications to an existing electrical substation, with an estimated budget between $250,000 and $400,000. Contractors must submit bids by May 20, 2025, at 2:00 pm PDT, with an anticipated contract execution by June 15, 2025. Bid evaluation will be based on pricing (100 points) and contractor responsibility (pass/fail), with a 5% bid deposit required. The procurement is conducted under the District's Procurement Policies and Oregon Revised Statutes Chapter 279C, with no specific set-aside designations noted. Successful bidders must provide comprehensive insurance, maintain bid pricing for 75 days, and comply with prevailing wage requirements, drug-testing programs, and affirmative action policies while adhering to electrical and construction standards including NEMA, NESC, UL, and NEC regulations.

Amendment #002 - RFI Responses
RFI NumberQuestionRequest DateResponse
1Is a building permit going to be required?4/8/25Contractor must pull all required electrical permits. The building is under 200sf so we believe this doesn't require a building permit.
2Who are the existing manufacturers for the oil containment.4/8/25The manufacturer of the existing oil containment system could not be identified at this time. Attached to this amendment is Amendment 002, Exhibit A that contains two record drawings with details of the existing oil containment system.
3Does the trench need to be drivable?4/8/25Yes. Please reference the specifications included in the bid package.
4Please see note #2 on sheet E125. Can you clarify how we're expected to identify any additional equipment needed for a fully functional system if it's not shown in the provided documents?5/6/25The intent of the note is to ensure the system is fully operational upon completion. While the drawings and specifications are intended to be comprehensive, it is the contractor's responsibility to review all contract documents in their entirety and identify any apparent omissions or conflicts that would prevent the system from being complete and functional.

If there are specific components or aspects of the system that appear to be missing or unclear, please note it in your bid with a cost breakdown for the adder. We appreciate your diligence in helping ensure the system is delivered as intended.
