Project Description and Scope of Work

The work associated with the Project is located in or near the town of The Dalles within Wasco County, Oregon.

This project involves construction modifications to the existing Northern Wasco County PUD Three Mile

Substation to replace existing relays, controls, and circuitry, and construct a CMU Control Building with all new building devices and ancillary equipment to be housed in the new substation Control Building.

The estimated cost for this project is $250,000-$400,000. There is no high or medium voltage construction required as part of this project and the existing substation site contains an area free of equipment for construction of the new control building and its foundation.

The required work includes the necessary site work for the new building foundation, a new precast trench to extend from the building to the central yard area, and new conduit installations from the trench to all yard equipment. Existing circuitry is to be removed and all new circuitry is to be installed.

The work is to be performed within a substation with all equipment de-energized. However, the substation has two primary circuit transmission interconnections at dead-end structures which may be connected to energized sources. There are open disconnect switches at each dead-end structure. When the CONTRACTOR is ready to begin work the OWNER will take the substation out-of-service so that the work can be accomplished with all on-site equipment de-energized.

The CONTRACTOR is responsible for any safety watch requirements and any temporary grounding determined necessary to secure a safe worksite. A more detailed description of the work is included in the General Requirements Technical Specifications, Section 01001.

Bidding Documents may be examined at the office of Northern Wasco County PUD, 2345 River Road, The Dalles, OR, 97058 or at the ENGINEER's office, Stoddard Power Systems, 1600 Valley River Drive, Suite 380, Eugene, Oregon 97401. Bidding Documents may be obtained from the OWNER upon satisfactory completion and acceptance of the qualifying Bidder’s Experience Form.

All Bids shall be submitted on the prescribed form and accompanied by a Bid deposit in cash, certified check, cashier’s check or surety bond in the amount equal to five percent (5%) of the amount of such bid. Should the successful bidder fail to enter into such contract and furnish satisfactory Performance

Bond within the time stated in the Specifications, the Bid deposit shall be forfeited to the OWNER.

Prices quoted in the Bid shall remain firm for a period of 75 days after the date stated for opening of bids. The Successful Bidder will be required to furnish the necessary additional Bond(s) for the faithful performance of the Work, as prescribed in the Bidding Documents.
