About this file
This is a Request for Bid (RFB) document issued by the New Hampshire Department of Administrative Services, Division of Procurement and Support Services, for B-20 and B-5 biodiesel fuel supply and delivery services to the State of New Hampshire. The procurement seeks a vendor to supply and deliver biodiesel fuel via tractor-trailer to state agencies, with the primary delivery location identified as the NHDOT Fuel Distribution center at UNH Campus in Durham, New Hampshire. The contract term commences September 1, 2026, through August 31, 2028, with an option to extend for an additional two years under the same terms and conditions, subject to mutual agreement and Governor and Executive Council approval. The bid due date is June 9, 2026, at 9:00 AM Eastern Time. The State reserves the right to add or delete locations and equipment throughout the contract term. Questions must be submitted by May 29, 2026, with the State's responses due by June 5, 2026. Bidders are required to submit pricing information in the designated "Offer" section, complete vendor contact information, and sign the transmittal letter.
Pricing shall be submitted using either an index-based bid format tied to OPIS Biodiesel Racks postings with a fixed mark-up per gallon, or a locked fixed-price format at the State's discretion. The index-based format requires bidders to add a fixed mark-up to the published OPIS price on the delivery date, with mark-ups remaining firm for the entire contract term and any extensions. Under the fixed-price format, the State may elect to lock pricing for estimated annual volumes, requiring a performance bond equal to 25 percent of the guaranteed volume. All bid prices must be in U.S. dollars, include delivery and all other costs, and shall not exceed four decimal places. Prices shall include all taxes, fees, and charges with no additional surcharges permitted. The estimated annual usage is provided for informational purposes only and does not represent minimum or guaranteed quantities. Deliveries must be completed within 48 hours of order receipt, including weekends and holidays. All fuel must comply with ASTM specifications for B-20 and B-5 biodiesel blends, with seasonal cloud point requirements ranging from +20°F to -5°F depending on the time of year. The State requires monthly consumption reports, quarterly and annual usage reports by agency, and comprehensive documentation of all deliveries including dip stick readings, bills of lading, and tank identification information.
