About this file

This is Addendum #1 to Bid Invitation 3130-26 issued by the New Hampshire Department of Administrative Services, Division of Procurement and Support Services, for B-20 and B-5 biodiesel fuel supply and delivery services. The addendum addresses nine clarification questions submitted by potential bidders regarding the solicitation. Key clarifications include confirmation that estimated annual usage is 30,000 gallons total for the two-year contract term, the storage tank at 213 Main Street in Durham is underground, and the vendor offer sheet has been posted. The State reserves the right to purchase either B-20 or B-5 fuel depending on cost and RSA requirements. The bid closing date is June 9, 2026, at 9:00 AM Eastern Time. No site visits or bidder's conferences are mentioned in this addendum. The contract term runs from September 1, 2026, through August 31, 2028, with a two-year extension option subject to mutual agreement and Governor and Executive Council approval.

The addendum clarifies that there is no fixed price document example to provide, though bidders may submit fixed-price proposals; termination for convenience provisions remain available and are not overridden by fixed-price agreements. P-Card payments may be utilized by agencies for purchases up to $2,500 (unless waived), with all amounts subject to RSA compliance and agency policies. The State will consume up to the maximum percentage listed in Sections 40.5 and 40.6 of the bid documents, and no unwinding or recovery fees are available for liquidation of unused hedged fuel positions under termination for convenience scenarios. All changes noted in this addendum supersede previously submitted documents and must be submitted with the bid. Respondents are directed to the New Hampshire Statewide Bids and Proposals website for complete bid documents and additional addendums.

STATE OF NEW HAMPSHIRE

ADDENDUM # 1 TO BID INVITATION 3130-26

DATE AND TIME OF BID CLOSING: 6/9/2026 9:00 AM

FOR: B-20 with B-5 Option Biodiesel Fuel Supply and Delivery

Question 1: Could you please clarify how many gallons the State intends to use for the two-year contract term for both B20 and B5?

State Response: Estimated annual usage is 30,000 gallons total. The State reserves the right to purchase either fuel type depending on cost and RSA requirements.

Question 2: Are the two tanks on 213 Main St, Durham, above ground or below ground?

State Response: The storage tank at 213 Main Street in Durham is underground.

Question 3: Could you also please provide the previous bid tabulations?

State Response: Previous bid tabulations and awards can be found on our Statewide Bids and Proposals website.

Question 4: There is a fixed price agreement reference in the bid documents - could you please provide an example of that document for our review?

State Response: There is no fixed price document to provide.

Question 5: If pricing is locked under the fixed price agreement, does that override or limit any termination for convenience provisions?

State Response: No.

Question 6: If termination for convenience is still allowed, are there any unwinding or recovery fees available to cover costs (Liquidation of unused hedged positions for fuel)?

State Response: Per Sections 40.5 and 40.6 of the bid, the State would consume up to the maximum percentage listed.

Question 7: Can you clarify the expectations and requirements around P-cards for this opportunity? Is this payment method currently utilized or intend to be utilized for this contract?

State Response: P-Card may be utilized by agencies as a payment form so long as ordered amounts abide by all current RSAs and agency policies and procedures. Contract purchases for P-Card are typically maxed at $2,500, but limits may be raised through approved waiver methods.

Question 8: Is the “Offer Sheet” a form document to be provided by New Hampshire, or is it a document to be created by the bidder and attached to the Transmittal Letter that is provided on page 25 of 25 of the Request for Bid (“RFB”)? If the former, it is not provided: Per Section 43.1 of the Request for Bid (“RFB”), “Attachment 1: Vendor Offer Sheet” is supposed to be included, but I do not see it. The Transmittal Letter references a “written bid submitted herewith” which I assume is a completed Offer Sheet. Indeed, Section 38.2 of the RFB provides that “OFFER https://apps.das.nh.gov/NHProcurement/Bid

SHEET WILL BE ATTACHMENT 1 (SEPARATE FROM THIS DOCUMENT). So where is it? I checked the website listed in Sections 6.1, 11.2 and 25 (Statewide Bids and Proposals | Procurement and Support Services | NH Department of Administrative Services), but there are no additional documents provided in connection with this bid other than RFB itself. Could any additional documentation be included within the “Vendor Resource Page” referenced in the attached Vendor Outreach Letter? If so, one has to be registered in order to access any additional information.

State Response: Vendor offer sheet has been posted.

Question 9: What are the estimated volumes of B-20 and b-15 to be supplied? Section 1 of the RFB states that the product list and requirements are indicated in the Scope of Work (§ 31) and Offer (§ 38) sections of the RFB, and Section 19.1 further references “[t]he quantities indicated in the offer section of this bid invitation,” but no estimated quantities are provided in the referenced sections. All I can find is the chart in Section 30.5 that identifies two delivery locations and lists the tank size and fuel type for each location.

State Response: See answer to Question 1.
