About this file

Summary

This is a Request for Bid (RFB #3068-26) issued by the New Hampshire Department of Administrative Services, Division of Procurement and Support Services, for fuel supply and delivery services across ten counties in New Hampshire. The procurement seeks vendors to supply biodiesel (B5 and B20 blends), diesel, and gasoline via tractor trailer to various state agencies, including the Department of Transportation's Bureau of Fuel Distribution and the Department of Safety. Estimated annual usage ranges from approximately 75,000 to 548,000 gallons per county, with delivery locations specified in Attachment 2. The contract will commence on December 1, 2025, and extend through November 30, 2028 (three years), with options for two additional one-year extensions by mutual agreement. Questions must be submitted by September 23, 2025, with state responses provided by September 26, 2025. Bids are due on October 2, 2025, at 9:00 AM Eastern Time, with bid opening conducted via Microsoft Teams. The bid solicitation was distributed on or by September 5, 2025.

Vendors may submit pricing using either an index-based bid format tied to regional price indices (OPIS Oil Price Daily for diesel and gasoline; OPIS Gross Wholesale B5 SME Biodiesel Prices for biodiesel) with fixed mark-ups remaining constant throughout the contract term, or a locked fixed-price format with performance bonds required at 25 percent of the guaranteed volume. The state guarantees 85 percent of estimated annual quantities; mark-ups and fixed prices must be quoted to four decimal places and include all taxes, fees, delivery costs, and other charges. All bid prices are F.O.B. Destination, with deliveries required within 48 hours of order receipt, including weekends and holidays. Successful vendors must maintain adequate inventory, comply with detailed product specifications including ASTM standards for fuel quality and seasonal cloud point requirements, dip tanks before and after each delivery, and provide monthly consumption reports and quarterly/annual usage reports. Vendors must obtain comprehensive general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation insurance, and proof of New Hampshire vendor registration and Secretary of State registration (if applicable). No specific set-asides, incumbent information, or funding sources are identified in the procurement documents.
