About this file

This is Addendum #3 to Bid Invitation 3068-26 issued by the State of New Hampshire Division of Procurement and Support Services for a Fuel Supply and Delivery contract covering biodiesel, diesel, and gasoline via tractor trailer. The addendum, dated September 25, 2025, clarifies specifications and pricing methodologies for fuel products to be delivered across ten counties with primary focus on Coos County. The bid closing date is October 2, 2025, at 9:00 AM Eastern Time. The contract term runs from December 1, 2025, through November 30, 2028, with potential two-year extension options. The state estimates annual usage volumes ranging from 75,000 to 548,000 gallons per county for various state agencies including the Department of Transportation and Department of Safety.

The addendum provides critical clarifications on fuel specifications and OPIS pricing indices through seven detailed question-and-answer exchanges. The state clarifies that conventional diesel (ULS Diesel) may contain up to 5% biomass-based renewable diesel meeting ASTM D975 standards, with biodiesel portions meeting ASTM D6751 standards and pricing based on the OPIS Daily Price Sheet ULS Diesel column for Portsmouth, NH. Biodiesel comprises less than 5% of total volume, while conventional gasoline pricing is based on the Unbranded Ethanol Gasoline section under the Unleaded Regular 87 Octane Column. Premium additive ultra-low sulfur diesel is specified on the bid excel sheet. Bidders must submit responses acknowledging receipt of all addendums with their bids. The purchasing agent is C. Ryan Fuller (NH.Purchasing@das.nh.gov), and complete bid documents and addendums are available on the New Hampshire Department of Administrative Services website.
