About this file
This addendum modifies the bid documents for the Dunn's Creek Boat Ramp civil work project issued by the Putnam County Board of County Commissioners in Florida. The addendum provides clarifications and modifications to the original bid specifications for the comprehensive civil construction project located at the intersection of Dunn's Creek Road and Payne Road on approximately 2.88 acres. The scope of work includes construction of a gravel parking lot, concrete walkways and sidewalks, a double concrete boat ramp, docks, aluminum gangways, floating docks, and asphalt aprons connecting to existing roadway. A mandatory pre-bid meeting was conducted on November 25, 2025, at 11:00 a.m. Sealed bids were due by 2:00 p.m. EST on January 6, 2026, with the public bid opening occurring immediately thereafter. The Notice of Intended Award was anticipated for January 12, 2026, followed by a protest period from January 12-15, 2026. The project requires 240 calendar days to reach Substantial Completion and 255 calendar days to Final Completion from the Notice to Proceed.
Bidders must submit one original hard copy, one duplicate copy, and one USB drive with documentation in PDF format, along with a bid bond equal to 5% of the total bid amount. Performance and payment bonds, each equal to 100% of the contract price, are required. Qualified contractors must be properly licensed under Florida law, possess a minimum of three successfully completed projects of equal or greater scope within the past five years, and have operated under the same company name for at least three years. The prime contractor must perform a minimum of 40% of the work and provide proof of insurance with minimum limits of $1,000,000 combined single limit for general and auto liability. Construction documents are available from CRG Architects/Palatka, Inc. at no cost via email, $20 per flash drive, or $120 per paper set. The project involves comprehensive environmental permitting coordination with the St. Johns River Water Management District and Florida Department of Environmental Protection.
