ESTEEM Industry Day Questions and Answers

Q: Do you still plan on releasing the BAA with the Continuing Resolution?

A: Yes the Continuing Resolution will not hinder us from releasing the BAA as planned.

Q: Are the IDARP Slides Available? I only received the ESTEEM slides.

A: Yes they are on FBO. We only provided the links to the program of interest when registering.

Q: Is EW technology radar warning receiver work or are there other components?

A: No we evaluate both receive and transmit. We look at the totality of RF EW including jammers, components, mixers, tuners. (transmit and receive EW related systems and components)

Q: When we’re talking about methodologies, are we talking about the things around that too?

A: The focus is on the methodologies necessary to evaluate R&D systems, sub-systems and also components.

Q: Can you address domains you’re interested in? Air, Space?

A: Simulations are not restricted to a specific domain. Wherever RF can or does exist, or what it’s doing, we want to include that.

Q: When you say most of the work will be done on base, I anticipate that is desired.

A: That’s correct.

Q: What level of site support do you foresee?

A: It’s not support, rather on site R&D work. That said, it depends on the specific tasks we have going on.

Q: Any thoughts on evaluation criteria?

A: They are anticipated to be similar to past/recent efforts: (1) Unique and innovative approach proposed to accomplish the technical objectives. New and creative solutions and/or advances in knowledge, understanding, technology, and the state of the art. (2) The offeror’s understanding of the scope of the technical effort. (3) Soundness of the offeror’s technical approach. (4)

Availability of qualified technical personnel and their experience with the applicable technologies. (5) The potential for AFRL to transition the research and development deliverables to future Government needs. Any proposed restriction on technical data or computer software will be considered. (6) Availability of properly cleared personnel and facilities.

Q: Will there be two Task Orders we will need to propose on?

BAA-AFRL-RQKS-2016-0003

A: Yes we are anticipating two task orders. To be considered for an IDIQ award you need to propose on the Basic and each task order.

Q: Is February a pretty firm BAA release date?

A: Yes we are really working toward that date.
