1. GENERAL INFORMATION
A. BASIS FOR AWARD
The Government intends to award a single Firm-Fixed-Priced construction contract from this solicitation to the lowest priced and technically acceptable responsible prospective contractor. A "responsible prospective contractor", in accordance with FAR 2.101, is one that meets the standards listed in FAR 9.104.
The Contracting Officer will begin the evaluation process by conducting a quote compliance review for all timely-received quotes for determination of basic quote adequacy prior to providing any further evaluation. Failure to provide a complete quote may result in the quote being removed from further consideration for award. Failure to address any evaluation factor shall be grounds for elimination from evaluation and consideration for award.
ENFORCEABILITY OF QUOTE: The quote must set forth full, accurate and complete information as required by this solicitation. By submission of the offer, the Offeror agrees that all items quote (if applicable e.g., key personnel, subcontractors, etc.) will be utilized for the duration of the contract and any substitutions shall require prior Contracting Officer's approval.
B. EVALUATION FACTORS & APPROACH
The quote evaluation process will be conducted in accordance with FAR Subpart 13.106-2(b)(4)(ii), Evaluation of Quotations or Offers. Offers will be evaluated using price and past performance, both of which are approximately equally important to one another. Noncompliance with the RFQ requirements may raise serious questions regarding an offeror's technical ability, past performance and/or pricing and may be grounds to eliminate the quote from consideration for contract award. Failure to include all information requested may adversely affect the evaluation. A quote that merely reiterates or promises to accomplish the requirements of the RFQ will be considered unacceptable. A quote that is orderly and sufficiently documented will be easy for the Government to understand and will enable the Government to perform a thorough and fair evaluation.
