About this file
This document is a specifications manual for the Knife River Elbee Bend Bank Stabilization project (KNRI 257081), a federal construction contract for site restoration work along the Knife River.
The project encompasses Division 31 (Earthwork) and Division 32 (Exterior Improvements) work including site clearing, grubbing, topsoil stripping and stockpiling, temporary access roads, earthwork excavation and fill, dewatering, erosion and sedimentation control, riprap and bedding installation, aggregate surfacing, topsoil placement, and seeding. Key specifications require removal of vegetation and debris within project limits while protecting designated trees and vegetation to remain; stripping and stockpiling topsoil at specified locations per design; excavation classified as unclassified, muck, or rock excavation with all excess material retained as government property; embankment fill compacted to 95% Maximum Standard Proctor Density in six-inch lifts; temporary and permanent access roads with specific material gradations; riprap materials conforming to NDDOT Grade II specifications with rigorous quality testing requirements; and comprehensive erosion and sedimentation controls throughout construction. Topsoil placement requires materials meeting ASTM D5268 standards with specific chemical attributes, gradation percentages, and nutrient content levels. Seeding specifications detail temporary and permanent seed mixes sourced from regional sources, with establishment periods between April 15 and September 15, and contractor responsibility for one-year warranty maintenance including mowing, watering, and weed control. All imported soil and materials must be tested for contaminants below North Dakota Ecological Screening Values and be free of non-native plant species. Final section includes a comprehensive ecological screening values table for soil contamination limits.
