About this file
This is a Questions and Answers (Q&A) document for a federal construction contract opportunity (KNRI 257081) at Knife River Indian Village National Historic Site, issued under solicitation 140P2026R0086 Amendment 05, dated August 13, 2026.
The project involves construction work at a National Historic Site with significant environmental and permitting considerations. Key requirements include: contractors must obtain all necessary permits (NDPDES General Permit for Temporary Dewatering, NPDES/NDPDES Construction Stormwater Permit, Mercer County Road Approach Permit, and Mercer County Utility Permit); survey work must be performed by a licensed North Dakota Land Surveyor; a Stormwater Pollution Prevention Plan (SWPPP) must be submitted prior to the preconstruction conference; and a construction phasing and sequencing plan is required. Work near or in water should avoid April 15–June 1 for seasonal fish movement, though portadam systems may allow work to proceed with DWR coordination. The contract requires phasing and includes water operations near a river crossing, with riprap volume and temporary crossing specifications detailed in the contract documents. The proposal due date is August 20, 2026, with an offer guarantee required per SF 1442. The NPS subcontracting plan establishes a 42% small business goal (not a requirement for small business prime contractors); CPARs or Past Performance Questionnaires may be submitted for past performance evaluation. Staffing must include separate individuals for Superintendent, QC Manager, and Safety Manager positions. A metered hydrant water source is available approximately one mile from the job site at the Visitor Center back ranger parking lot for grading operations.

140P2026R0086 / Amendment 05/
08.13.2026
KNRI 257081, Knife River Indian Village National Historic Site
Question No. Sheet or Reference Question Response
Previous Q&As that were provided with the project documents mention work near or in the water should avoid April 15 - June 1 to allow for seasonal fish movement. If contractor plans to utilize portadam systems to allow water movement in half of the river, while the other half / work area is drained, would contractors be allowed to work in the other half of the waterway during this period?
NDGF does not have the jurisdiction to determine how the project is built but only correspond with the permitting agency. You will need to Coordinate with DWR to see if your request is permitted under their permit. With that being said, if the crossing is constructed to DWR’s standards we would not have an issue with the crossing remaining in place for that time period as long as addition in-water work is not being conducted."
2 Asked in previous Q&As but not answered previously, would contractors be able to utilize CPARs for past performance?
Yes, CPARS or PPQ may be used for Past Performance.
NPS subcontracting plan is showing 42% Small Business goals. If general contracting is self-performing the majority of the work on this project, will NPS be understanding of significantly reducing SB participations?
The 42% is not a requirement. Please see updated attachment (B08_Section J_Attachment 09_Solit_PSP_Vol_II_SubKPlan).
4 Would NPS be willing to extend the proposal due date? Yes. Proposals are now due August 20, 2026.
On Plan Sheet 2 of 21, Construction Sequence Note 2 calls for work sections to be completed/stabilize in a single day. If contractor is working behind portadam systems where the work area is separated from river flows, can the same day completion/stabilization requirement be eliminated?
Yes this requirement can be waived if protected from riverflows by the portadam. However, good project housekeeping/orderliness will still apply.

Does the riprap volume on Sheet 2 include the riprap volume necessary for the underwater fill section required for embankment construction?
Yes the void filled riprap volume accounts for underwater fill. The underwater fill is comprised of 50% void fill and 50% native material.
If project does not generate enough material to fill permanent stockpile area to grades as shown, will contractor be liable for importing material to fill to grade lines? Or will the permanent stockpile area be limited to the excess materials generated from the project?
The stockpile area will be limited to the excess materials generated from the project. However, it should end up somewhat close to anticipated grades as Stantec did all the calculations.
Question No. Sheet or Reference Question Response
Upon removal of the temporary river crossing, would contractors be allowed to utilize the riprap for reinstallation at the embankment stabilization work area? Or would this riprap need to be removed from the project?
Yes; assuming the riprap is of similar size/color of what utilized/approved on the embankment stabilization portion of the project. Additionally, grading profile should be properly accounted for this additional rip that we assume would be installed near the end of the project timeline.
SF1442 Box 13 indicates that an offer guarantee is not required, but Section L lists a bid bond/offer guarantee as a requirement in Volume II. Is an offer guarantee required for this proposal?
Yes , an offer guanantee is required. See revised SF1442 attached to Amendment 02.
10 Can Final CPAR Evaluations be submitted in lieu of obtaining new Past Performance Questionnaires?
Yes.
11 Can previously completed Past Performance Questionnaires (PPQs) be submitted in lieu of obtaining new PPQs?
Yes as long as it pertains to the same type of work.
12 Can one person triple hat as Superintendent, QC Manager and Safety Manager? No, dual hatted positions are not allowed.
13 Are third party inspections required? as per specifications
14 Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
Yes, each position shall have a separate individual assigned
Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
The start of actual “boots on the ground” work is anticipated to be in the mid/late spring of 2027;
therefore, there should be ample time to organize and plan for material/equipment lead times over the fall 2026/winter/early spring 2027 timeframe.
16 Please provide the site visit attendee sign in sheet. See attached B08_Section J_Attachment 16_KNRI 257081_Precon_SignIn
Does this project require phasing? Yes. The Contract Documents require the Contractor to develop and implement a construction phasing and sequencing plan. The Contractor shall prepare the phasing and sequencing to support the Construction Schedule and to comply with erosion and sediment control, stormwater permitting, and other Contract requirements. The phasing plan shall be submitted for review in accordance with the Contract Documents.
Is this project tax exempt? No, per FAR 52.229-3 Federal, State, and Local Taxes -
(b) (1) The contract price includes all applicable Federal, State, and local taxes and duties, except as provided in subparagraph (b)(2)(i) of this clause.
(2) Taxes imposed under 26 U.S.C. 5000 C may not be-
(i) Included in the contract price; nor
(ii) Reimbursed.
When do you anticipate on site work starting? The Contract Documents do not establish a specific anticipated date for commencement of on-site construction activities. Field work may begin following issuance of the Notice to Proceed and after the Contractor has satisfied the required preconstruction submittals. The commencement of on-site work will be established by the NPS through the Notice to Proceed.
Is permitting required? The Contractor is responsible for obtaining all permits required to legally perform the work that are associated with the Contractor's chosen means and methods.
Potential Contractor-required permits identified in Specification Section 01 31 00 include:
NDPDES General Permit for Temporary Dewatering (if applicable) NPDES/NDPDES Construction Stormwater Permit Mercer County Road Approach Permit (if applicable) Mercer County Utility Permit (if applicable)
This list is not intended to be exhaustive. The Contractor is responsible for determining and obtaining all permits required to legally conduct the work.
Government-furnished permits are included in the Contract Documents, and the Contractor shall comply with their conditions.
Is survey required? Yes. The Contract Documents require the Contractor to provide all construction surveying and staking necessary to construct the project, including stream and structure layout and an as-built survey. Construction surveying shall be performed by a licensed North Dakota Land Surveyor in accordance with Specification Section 01 71 23 and General Note 22 of the Drawings.
Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in close proximity?
There is a metered hydrant in the back ranger parking lot at the Visitor Center, approximately 1 mile from the job site.
Please provide staking data points for the project. Attached are the project control points provided by the surveyor in CSV format for contractor use. (file KNIFE RIVER CONTROL.csv)
In addition, the attached site survey sheet includes benchmark information, datum references, and survey notes necessary for establishing project control and staking. Please review the survey notes carefully, as they provide important information regarding horizontal and vertical datums and other survey requirements.
If additional staking or layout support is needed during construction, please notify the project team so we can coordinate accordingly.
Are red, yellow, and blue tops required? Electrical service is not available from park facilities.
Contractors may use generators for temporary power needs. If temporary utility service is desired, NPS recommends contacting Roughrider Electric (800-748- 5533) regarding potential temporary service options.
Please note that any temporary utility installation may require additional environmental or compliance review if ground disturbance is involved.
Is an SWPPP Required? Yes. A Stormwater Pollution Prevention Plan (SWPPP) is required for this project. A project-specific SWPPP framework is included in the Contract Drawings and Specifications. The Contractor shall complete, supplement, implement, and maintain the SWPPP to satisfy applicable Federal and State NDPDES permit requirements. The Contractor shall incorporate Contractor-specific information, including personnel, chain of responsibility, training documentation, inspection records, sequencing, and any additional Best Management Practices (BMPs) necessary to comply with the permit. The completed SWPPP shall be submitted prior to the preconstruction conference and maintained on-site throughout construction.
The solicitation includes "B08_Section_J_Attachment_11_CLIN_Price_Sheet_-_Services," which appears to be for a Contract Specialist Support Service with a base year and option years and does not appear to align with this construction solicitation. Can you please confirm whether this attachment is applicable to this procurement and, if so, provide instructions on how it should be completed?
See attached updated Section_J_Attachment_11_CLIN_Price_Sheet
The answer to Question 3 in Amendment 002 has me confused. The amendment states that the 42% goal is not a requirement. Could you please confirm the intent of the 42% small business goal referenced in the subcontracting plan?
My understanding is as follows:
• If the project is bid by a small business firm, the 42% small business goal is waived, and a subcontracting plan is not required.
• If the project is bid by a large business, the 42% goal applies, and the contractor must either meet the 42% goal or demonstrate good-faith efforts to achieve it.
Please confirm whether this understanding is correct.
the 42% is not a requirement. Please see updated attachment (B08_Section J_Attachment 09_Solit_PSP_Vol_II_SubKPlan). This was a mistake in the solicitation. If a small business bids then no subcontracting plan is required.
28 is the complete Volume 1 – Non-Price Proposal required as part of our bid submission yes, all volumes are required
29 Regarding Question 12, can the QC Manager also serve as the Safety Manager on this project?
no, positions can not be dual-hatted
Amendment 3 dated 07/07/2026 refers to an updated version of the SF 1442 (Amendment 02_SF 1442_140P2026R0086_0002). This version of SF 1442 states the bid date as 08/06/2026 in block 13. This conflicts with the date provided in Amendment 2 Q&A question 4 which states proposals are due August 20, 2026. Please confirm which date offers are due?
Proposals are due August 20, 2026. See updated document "Attach 22_Amend 05_SF 1442".
31 Please provide corrected SF 1442 if the offer date is August 20, 2026. See updated document "Attach 22_Amend 05_SF 1442"
32 Amendment 02_SF 1442_140P2026R0086_0002 block 10 part f appears to be missing information. Please provide a continuation sheet with the missing information.
