ATTACHMENT 7: STATEMENT OF WORK

FOR

OHMSETT MAINTENANCE, REPAIR, AND OPERATIONS (MRO)

1. Maintain, repair, and operate (MRO) Ohmsett to achieve mission readiness for hosting and conducting Test and Evaluation (T&E) events via separate Task Orders; report activity status and provide CDRL B001 with CDRLs B001A through B001E as attachments.

1.1. Obtain all existing documentation and revise key personnel and contact information; maintain files thereafter.

1.2. Perform cyclical maintenance planning and author one annual report, provide CDRL A009. Identify activities at the work-order level including the number of personnel, man-hours by task, other direct costs such as travel, materials, and specialized services, and budget. Include one master schedule of all maintenance events with approximate start dates and durations; provide CDRL A005.

1.3. Utilize the Computerized Maintenance-Management System (CMMS) to plan and track actual maintenance activities then summarize progress and trends in one monthly report, provide CDRL B005.

1.3.1. Create and maintain CMMS user accounts for select Contractor personnel and Government personnel.

1.3.2. CMMS user accounts shall be able to initiate work order requests, whereas non-CMMS users may submit an email or hardcopy notice for input by a CMMS user.

1.3.3. The Contractor must acknowledge receipt by the following business day, then, determine bonafide need with service level priority and perform work order assignment including single point-of-contact and estimated completion date. Notify the submitter not later than two business days from receipt and routinely report the status until complete.

1.3.4. Work order acceptance and fulfillment remain contingent upon available funding and service level priorities such as emergency (immediate), urgent (within two business days), routine (within thirty calendar days), and convenience (within ninety calendar days).

1.4. Perform physical security (PSEC) planning and author one annual report, provide CDRL A009. Implement the PSEC Plan to achieve site security daily for denial or deterrence of unauthorized personnel likely attempting to pilfer or vandalize the Ohmsett Facility.

1.5. Perform corrosion prevention and control (CPC) planning and provide one annual report, CDRL A009. Implement the CPC Plan to preclude material loss or limit loss to a level suitable for operations.

1.6. Perform spill prevention control and countermeasures (SPCC) planning and provide one annual report, CDRL A009. Consider aspects in manning, equipment, and training. Implement the SPC Plan to preclude hazardous material release or limit release and initiate response actions. Coordinate and obtain approval from Naval Weapons Station (NWS) Earle.

1.7. Perform health and safety planning (HASP) and provide one annual report, CDRL A009. Consider aspects in manning, equipment, and training; for details see OSHA Publication 3885. Implement HASP to notify others of potential physical and chemical hazards, life-safety items, locations throughout Ohmsett Facility, and use of the property.

1.7.1. Contractor personnel must obtain HAZWOPR 40-hour training certification and refresher thereafter, whereas the contractor must coordinate with the appropriate BSEE program manager/COR for all other visiting personnel before participating in on-site test and evaluation activities on if they must obtain 24-hour training certification or if any other training is required prior to arriving.

1.7.2. Same-day visitors are exempt from this requirement but require a local safety briefing upon arrival at Ohmsett.

1.8. Develop a safety training course for two target audiences: staff and visitors.

1.8.1. Staff course content requires subject-matter depth and tailoring for health and safety items unique to operations and test and evaluation events. Develop and provide briefing material, CDRL A003.

1.8.2. Visitor course content requires subject-matter breadth relevant to their intended purpose and duration at Ohmsett Facility. Provide verbal briefing at a minimum, CDRL A002. For example, researchers operating in and on the Facility R-26TANK for an extended period versus distinguished visitors on a general tour for two hours.

1.9. Develop the existing Accident Prevention Plan (APP) by reviewing and revising content for each labor category, job hazard, supporting analyses, safety factors, and necessary precautions. Provide one initial revision and annual update thereafter, CDRL B008.

1.10. Develop the existing Operations Manuals and Standard Operating Procedures (SOPs) for collateral equipment (major systems) and provide one reaffirmation after the first year and a update prior to the final year of performance, CDRL A009.

1.10.1. Operations Manuals describe the technical end-user routine and advanced operation, calibration, and expert-level troubleshooting of most likely errors within a specified system. Revisions occur when substantive changes in inputs, outputs, or workflow are apparent. Examples follow.

1.10.2. Main Bridge Operations Manual

1.10.3. Wave Generation and Beach Operations Manual

1.10.4. Liquid Transfer Operations Manual

1.10.5. Oil Conditioning Manual

1.10.6. Filtration Operations Manual

1.10.9. Manuals should be consolidated into one overarching Operation Ohmsett Manual

1.11. SOPs shall describe to the end user routine operation, calibration, and troubleshooting of most likely errors within the specified system. Revisions occur when substantive changes in inputs, outputs, or workflow are apparent.

1.12. Perform architecture, engineering, and construction (AEC) coordination for Ohmsett in the alteration and conversion of existing facilities via separate Task Orders to achieve mission readiness for hosting and conducting events for Test and Evaluation (T&E).

1.12.1. Identify and prioritize projects by most likely technical, cost, and schedule requirements. Each candidate project must result in a complete and usable facility or improvement.

1.12.2. Provide one project list annually, CDRL A009, for Government review and obtain technical guidance. Order of precedence is life-health-safety (LHS), quantitative enhancements for science and engineering, then all other operational needs.

1.12.3. Provide unsolicited Task Order Proposals, CDRL B002, based on the above including revisions to technical, cost, and schedule products to substantiate possible Task Order Award.

1.13. Perform Quality Control (QC) throughout Ohmsett by direct observation, sampling, and analysis to achieve code compliance, uphold warranties, and achieve mission readiness for hosting and conducting events for Test and Evaluation (T&E).

1.13.1. Identify and authorize one Quality Assurance (QA) Manager within the corporation but external to the staff and “chain-of-command” at Ohmsett.

1.13.2. Develop from the IDIQ QASP supplemental QC procedures and documentation plan for records retention and provide one annual report, CDRL A009 and CDRL B004.

1.13.3. QC plan contents require technical and administrative data gathering and procedures to ascertain acceptable quality levels for performance. Examples include water and oil quality determination before and after a test event, pre-, and post-test event customer experience, or any other measurable parameter and associated workflow.

1.13.4. Perform a minimum of two non-consecutive on-site inspections; one annual (announced) and one ad hoc (unannounced) and for each inspection provide one audit report, CDRL A009.

1.14. Obtain and maintain Naval utility service accounts with Naval Weapons Station (NWS) Earle.

1.14.1. Example Naval services include potable water, stormwater, sewer, telephone, and specialties such as hazardous waste removal or recycling.

1.14.2. Verify and validate services furnished to the Ohmsett Facility and advise BSEE to substantiate Interagency Agreement payments to NWS Earle.

1.15. Obtain and maintain Commercial utility service accounts with service providers having jurisdiction aboard NWS Earle such as Comcast (“Xfinity”) and Jersey Central Power and Light Company (JCP&L) – First Energy Corporation, and others.

1.15.1. Examples of commercial services include custodial, sanitation (bulk trash collection), electrical, natural gas, and specialties such as hazardous waste removal or recycling.

1.15.2. Verify and validate services furnished to the Ohmsett Facility and make payment in full for the service period.

1.16. Obtain and maintain environmental permits, perform hazardous waste management and reporting, and achieve full regulatory compliance with the Authority Having Jurisdiction (AHJ).

1.16.1. Example AHJs include NWS Earle (multiple departments), Township of Middletown Sewerage Authority (TOMSA), New Jersey Department of Environmental Protection (NJDEP), Environmental Protection Agency (EPA), and others regarding multimodal transportation.

1.16.2. Achieve permitting within 90 calendar days of the Award.

1.16.3. Host routine and ad hoc inspections by others, immediately report significant findings to BSEE and implement corrective actions based on notices for deficiencies and violations; provide CDRL A002.

1.16.4. Maintain the Facility R-26TANK water filter system Diatomaceous Earth (DE) quality as less than 3% oil content resulting in non-hazardous waste classification for solid waste disposal per AHJ.

1.16.5. Analyze and record physical and chemical water quality before and during direct discharge events to the TOMSA water system or Sandy Hook Bay.

1.16.5.1. Example characteristics include oil content, suspended solids, dissolved solids, acidity (pH), flow rate, and others specified within the applicable permit.

1.16.5.2. Furnish one water quality report per quarter to TOMSA.

1.17. Implement oil recycling or disposal by cost-benefit analysis for environmentally friendly but least expensive means.

1.18. Perform analysis laboratory management including chemical storage and inventory, use, generation, and disposal of chemicals or by-products from oil characterization and water quality tests. Example products include chlorinated hydrocarbons and derivatives, carbon tetrachloride, toluene, and others.

1.19. Perform bulk oil management including crude and refined oil long-term storage and inventory, use, oil characterization, and disposal of obsolete or deteriorated products. Example products are itemized in Attachment H representing existing oil inventory types and volumes.

1.20. Research, compile, and maintain the Safety Data Sheets (SDS’) for all hazardous materials at Ohmsett Facility, provide CDRL B009.

1.20.1. Make available one electronic library and one hardcopy master file within the laboratory and achieve compliance with the Occupational Safety and Health Administration (OSHA) “Right-to-Know” employee standard.

1.20.2. Complete this SDS library within 90 calendar days of the Award.

1.21. Develop and implement facility conservation practices and recommend engineering enhancements for consideration in future projects; together this is termed “Greening Initiative”.

1.21.1. Utilize the goals from Executive Order 13693 “Planning For Federal Sustainability In The Next Decade” of March 2015, as clarified by “Implementing Instructions for Executive Order 13693 - Planning for Federal Sustainability in the Next Decade” of June 2015.

1.21.2. Measure and assess operational controls in actual use at Ohmsett Facility to conserve water, reduce energy consumption, and minimize the burden on other natural resources; perform waste and pollution prevention, and recycling.

1.21.3. Research and conceptualize for planning purposes environmentally friendly but technologically mature products, materials, and construction methods likely resulting in a complete and useable facility or improvement.

1.21.4. Author and provide bi-annual “Greening Reports”, CDRL A009, itemizing facility conservation practices with actual values and trends such as item types, pounds, or pieces of each, and final disposition method.

1.22. Lease and operate vehicles for official use according to most likely demand patterns.

1.22.1. Examples of vehicle types include passenger cars or vans, trucks (cargo-utility), freight trucks (flatbed or “box”), and weight- and material-handling equipment (WHE and MHE, respectively).

1.22.2. Obtain and maintain permits and compliance with NWS Earle Transportation requirements for WHE and MHE.

1.23. Obtain and maintain liability insurance for hazardous material incidents such as oil spills.

1.23.1. The Government recommends a total valuation of $10 million, accidental insurance of $1 million per person, and $3 million per incident.

1.23.2. Furnish the entire policy and supporting information to BSEE upon endorsement, renewal, or substantive amendment, provide CDRL A009.

1.24. Inspect, test, and evaluate major systems, itemized below, and provide one Systems Evaluation Report (SER), CDRL A009. Annotate existing deficiencies that are beyond routine maintenance and notify the Government including corrective action recommendations.

1.24.1. Bridges including Main, Auxiliary, and Vacuum

1.24.2. Bridge Cabling (Tow) System,

1.24.3. Oil Distribution System,

1.24.4. Oil Recovery System,

1.24.5. Oil Conditions System,

1.24.6. Wave Generator System

1.24.7. Passive Beach System,

1.24.8. Storage Tanks and Pipelines

1.24.9. Analysis Laboratory Instrumentation

1.25. Immediately respond to emergencies from natural or man-made threats to mitigate damages to people, property, and the environment. Note, the Government will establish a separate Task Order for Storm Preparedness during the hurricane season.

1.25.1. Designate three key contractor personnel with an order of precedence and authorization to declare an emergency and implement response actions.

1.25.2. Notify BSEE key personnel as soon as an emergency declaration is made in order of precedence as the BSEE Ohmsett Liaison for on-site coordination and assistance, BSEE Ohmsett Manager, and BSEE Emergency Manager for off-site coordination and assistance.

1.25.3. Response procedures are generally:

1.25.3.1. Personnel health and safety issues to life, limb, or eyesight for anyone within the Ohmsett Facility boundary likely require contacting Naval Weapons Station Earle emergency services for assistance, then, ad hoc controls to preclude further injuries to others.

1.25.3.2. Hazardous materials release requires control and countermeasures per a separate plan.

1.25.3.3. Naval Weapons Station Earle performs audible notifications indicating “Real-World…” and “This is not an exercise!”. This requires everyone within the Ohmsett Facility boundary to follow specific and life-saving instructions per the notification.

1.25.4. Immediately respond to emergencies from equipment or structural failure that interrupts the Ohmsett Facility and activities at the time of occurrence. This likely requires urgent repairs or replacement of affected components to mitigate, delay, or otherwise terminate events.

1.25.4.1. The emergency response threshold is $10,000 or less but allows Contractor-initiated response actions since “time is of the essence”. The vendor shall maintain a record of all invoices, receipts, and any other related documentation for Contractor-initiated responses.

1.25.4.2. If response actions are greater than $10,000, the Contractor must provide a separate Task Order Proposal including use of full and open competition for one-time specialized subcontractor services or sole-source services substantiating technical AND pricing justification. However, Award remains subject to availability of Government funding.

1.26. Immediately respond to emergencies from cyber threats against existing Government-furnished equipment for data acquisition and control monitoring or automation (non-BSEENet systems) to mitigate damages to people, intellectual property, and reputation. This requires Government notification for any known or perceived data breach, spillage (unauthorized release of Controlled Unclassified Information), and upon discovery of a computer system vulnerability.

2. Perform Test and Evaluation (T&E) event scoping with potential customers and co-author Task Order Proposals (TOP) with the Operations Manager in paragraph 4; provide CDRL B002.

2.1. Scoping activities must be minimal yet effective and result in essential technical objectives and schedule at a reasonable but most likely cost estimate so the Government may issue a Bill for Collection to the customer.

2.2. Else, the customer benefits from an initial TOP for REQUIREMENTS DEVELOPMENT, then a subsequent TOP for their T&E event.

3. Perform Logistics Management Services (LMS) for Ohmsett property; report activity status within CDRL B006.

3.1.1. Conduct initial inventory of all property not later than 30 calendar days after Award to ascertain the type and status of existing items on-hand; reconcile findings to prior reports and provide CDRLs B001B and B001C.

3.1.1.1. Develop and maintain an itemized list of property with a value exceeding $2,500, excluding consumable items.

3.1.1.2. Identify and recommend for Government approval any abandoned, excess, or obsolete property and, if authorized in writing by the Property Official or designee, conduct the final disposition.

3.1.2. Perform quarterly inventory with cycle counting method and provide CDRL B001C.

3.1.3. Analyze inventory and determine consumption rates, patterns, and forecasts into the next contract year, author one annual presentation, and provide CDRL A003.

3.1.4. Obtain and maintain bulk quantities of petroleum, oils, and lubricants (POL) as operational stock (OPSTOCK) for MRO and T&E events for the current contract year.

3.1.4.1. Existing OPTOCK is Hydrocal 300 and Calsol 8240, but subject to change in coordination with the Government.

3.1.4.2. Alternatively, diesel fuel procurement may occur as required due to its significantly shorter shelf life and generally infrequent demand.

3.1.4.3. Perform a “rolling forecast” for bulk quantities of POL as one calendar year from “today” (the current date).

3.1.4.4. Track and manage the use of POL and fuels. Log and compile status monthly, provide CDRL B001C.

4. Perform Operations Management (OM) for Ohmsett including review and reconciliation of existing processes and products to ascertain and implement timely revisions and efficiencies; report activity and status within CDRL B001.

4.1. Contract Orientation for Contractor Technical Personnel. Host one meeting (“town hall”) not later than 30 calendar days after the Award with scientist, engineering, and technical personnel and the Government Contracting Officer’s Representative (COR) to read, review, and achieve a general understanding or manage expectations of contractual requirements such as the Government Statement of Objectives (SOO), Contract Data Requirements List (CDRLs) with associated Data Item Descriptions (DIDs), Contractor Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP). Discrepancies or interpretations require Contracting Officer (CO) notification in writing and adjudication.

4.2. Reporting.

4.2.1. Provide monthly status report (MSR) including technical, cost, and schedule estimates to completion by subtotal, running total, and grand total, provide CDRL B001A. Include labor categories, fully burdened labor rates, and charts depicting actual utilization patterns. Separately identify Task Order Proposals from Task Order Awards for ease of reference by keyword search. Provide upon request supporting information such as spreadsheets or other electronic items to substantiate MSR contents.

4.2.2. Provide semi-annual status report (SSR) with high-level summary for the previous six months, provide CDRL B001. Emphasize significant performance progress or issues including recommendations for implementation in the next six months. The SSR shall not repeat MSR content but rather consolidate and clarify prior observations and patterns for ease of reference.

4.2.3. Provide annual status report (ASR) with high-level summary for the previous twelve months, provide CDRL B001. The same content requirements for SSR above apply, however, are meant to substantiate Service Level Agreements (SLAs).

4.2.4. Provide Accident Reports, CDRL B010, within one business day of the occurrence. Contents shall comply with the HASP. Occupational Health and Safety Administration (OSHA) 29 Code of Federal Regulations (CDR) Part 1904 details work-related reportable accidents and conditions.

4.3. Meetings.

4.3.1. Host and participate in one post-Award kick-off (PAK) meeting per contract year including administrative and technical staff; this event must occur not later than 30 calendar days from Award. This requires live and virtual conferencing for off-site participants. Provide agenda, CDRL A001, and briefing materials, CDRL A003 not later than five business days before PAK start date, then, provide meeting minutes and action items list per CDRL A002 not later than five business days after PAK end date and track status through completion.

4.3.2. Host and participate in the “Ohmsett Operations Weekly Update”. Perform scheduling and participant management, set up and host the live and virtual space, provide agenda per CDRL A001 the morning of the event with significant updates to 1) facility MRO projects, 2) contract issues, 3) training, and research schedule; provide meeting minutes, CDRL A002 not later than the next business day.

4.3.3. Participate in preconstruction- and construction-status events to streamline coordination of MRO activities with the external host; they provide the agenda and meeting minutes including action items. Assign Contractor personnel as subject-matter experts to participate when necessary in technical discussions. This occurs when the Government utilizes Naval Facilities Engineering Systems Command Mid-Atlantic (NAVFACMIDLANT; Public Works Department Earle), Department of the Interior (DOI), General Services Administration (GSA), or other sources and contracts for Ohmsett projects. Action items normally include providing as-built facility records, site walk-through for existing conditions, review of design drawings and specifications for comment, and reconciling the Ohmsett schedule with construction schedules to mitigate risk for all concerned.

4.4. Transition. The Government will anticipate one Task Order Award unique to transition services for purposes of continuity of operations if the Government does not Award a subsequent contract year to the incumbent. General requirements include collaborative, timely, and orderly activities such as planning and scheduling events with incoming personnel, coordination of work-in-process (WIP), records management for desensitizing and transferring files, account and license transfers, and summary reports of technical, administrative, and financial content.

5. Perform Marketing Implementation Services (MIS) for Ohmsett to directly promote its availability and capability resulting in a favorable impression to recruit customers for T&E events and retain them thereafter; report activity and status within CDRL B001.

5.1. Develop and maintain standard electronic file templates for Ohmsett and use them in all communications. Examples are MS Word, Excel, PowerPoint, and Publisher.

5.2. Author one standard advertisement slide for use in all presentations to highlight Ohmsett including contact information and briefer notes to assist with delivering a clear and concise message to the audience.

5.3. Author one social media post of not less than 75 words including two or more photos, or videos when permissible, per T&E event; provide for Government review and acceptance, then post within 30 calendar days to official forums such as LinkedIn or equivalent.

5.4. Review personnel requests for unofficial photos or video captures taken on personal electronic devices (PEDs) with the intent to post on social media sites and “tag” the Ohmsett official account. Determine relevancy, and suitability, and obtain Government approval in writing.

5.5. Obtain professional multimedia services (photo and video) to record live-action events throughout the contract year. Provide multimedia products and compile them into one year-ending showcase for use online and in promotional events to demonstrate activities. Coordination with COR through the contract year may be required for input on quality of multimedia products.

B.5.1 Detailed below is the pricing structure for the Sample Task Order (See Attachment 7).

SAMPLE TASK ORDER CLIN 0010 – Services being acquired under this CLIN: The Contractor shall, in accordance with the terms and conditions of this order, provide the personnel, equipment, materials, supplies, and services, (except as may be furnished by the Government) and otherwise do all things necessary for, or incident to, providing its best efforts to effectively, efficiently, and safely transition from the incumbent contract to the new contract. The initial transition period of 30 days for the task order will be on a firm-fixed price basis and may be executed as a separate task order from the all the other CLINs under the MRO task order.

SAMPLE TASK ORDER CLINs 00011, 01011, 02011, 03011, and 04011 – Services being acquired under these CLINs: The Contractor shall, in accordance with the terms and conditions of this order, provide the personnel, equipment, materials, supplies, and services (except as may be furnished by the Government) and otherwise do all things necessary to perform general operation and facility maintenance tasks to ensure the Ohmsett facility is fully operational and capable of performing routine testing and training on a year round basis at the prices specified in this contract.
