Question NumberSection ReferenceQuestion/CommentResponse
1File Name: B08_-_140E0123R0006_Full_RFP; Section B; Attachment 5, Tab IDIQ Labor Fill-InThe position of Logistician is referenced differently in the RFP and Attachment 5, Tab IDIQ Labor Fill-In. Will the Government please confirm the appropriate key personnel title that offerors should use in their submission?Logistician
2File Name: B08_-_140E0123R0006_Full_RFP; Section B; Attachment 5 and Attachment 7The Government has identified CLIN 00010 as the IDIQ Ordering Period 1 in the Section B of the RFP. Separately, the Government has identified CLIN 00010 and the transition period in both Attachment 5, Tab-MRO Task Order and Attachment 7, Sample Task Order. Further, Attachment 7, Page 10 indicates "the initial transition period of 30 days for the task order will be on a firm fixed price basis and may be executed as a separate task order." Would the Government please review those Solicitation references and confirm that all costs for the transition period should be proposed as a separate CLIN or if they should all be proposed under CLIN 00010?Transition is now listed as CLIN 00009 to alleviate confusion
3File Name: B08_-_140E0123R0006_Full_RFP; Section B; Attachment 5 and Attachment 7In Attachment 7, B.5.1: The Government indicates the base year is 12 months, with four options years, however in B.3 of the RFP, and also Attachment 5, the Government indicates the base year is 24 months with three 1 year option periods. Would the Government please confirm and provide the final period of performance structure? The IDIQ contract has an ordering period that shall include a one 24 month base period (with rates for Contract Year 1 and Contract Year 2 within this 24 month period) and three (3) option years of one (1) year each, if exercised.

The sample task order will have a period of performance of the base year (12 months) and four option years (12 months each year).

4File Name: B08_-_140E0123R0006_Full_RFP; Section B.3 and Attachment 5In Section B.3, the Government references Option Year 5, however, Attachment 5, Tab IDIQ Labor Fill-In only lists up to Option Year 3. Would the Government please review and confirm the period of performance structure?B.3 corrected to say Option Year 3
5File Name: Attachment 5, MRO Task Order Fill-InThe Government identifies a different period of performance structure for the MRO then for the IDIQ. Did the Government intend to structure those facets of the contract differently? For the MRO, there is a 1 year base, and four option periods, but for the IDIQ there is a 24 month base period and three option periods.Yes. See response to question 3.
6File Name: Attachment 5, General Notes TabThe Government indicates in #3 of this tab that, "The Engineering Technician degree is NOT a substitute for the Engineering degree." Will the Government please clarify this statement and what it references?Revised to say "Engineering Technology degree" instead of Engineering Technician.

This statement is not made as a particular reference of a labor category or requirement but rather providing insight to industry that the degrees are viewed as different.

7File Name: B08_-_140E0123R0006_Full_RFP; Section B; Attachment 5 and Attachment 7In Section L.9.6.2 of the RFP, the Government indicates there is a transition period, base period and four option periods. However, in Section B of the RFP, the Government indicates one 24 month base period and three option year periods. Would the Government please confirm? This is correct as it is referring to the Sample Task Order. See response to question 3.
8File Name: B08_-_140E0123R0006_Full_RFP; Section H.14Will the Government please confirm that Juneteenth should be included in the list of holidays observed by Government personnel?Revised to include Juneteenth.
9File Name: B08_-_140E0123R0006_Full_RFP; Section L.5Will the Government please review and confirm the RFP number identified in Section L.5? It appears to be different than the remaining Solicitation documents.Revised to correct RFP number
10File Name: B08_-_140E0123R0006_Full_RFP; Section L.7Will the Government please identify any incoming size limitations for e-mails? It is anticipated that several of the offeror’s documents, specifically the supporting documentation for L.9 Business/Price Proposal may be large documents. If there are incoming size restrictions, does BSEE have an alternate electronic platform where files can be uploaded and/or transmitted?25MB, multiple email submissions may be submitted and if so Offeror's are encouraged to submit with "(File 1 of X)" in the subject line.
11File Name: B08_-_140E0123R0006_Full_RFP; Section L.9.6.3 and Attachment 7The RFP indicates, the "offeror shall provide a cost breakdown of materials, equipment, and other direct costs associated with performance of the Sample Task Order." The present Sample Task Order lacks sufficient detail for a non-incumbent to adequately estimate additional ODCs required for successful MRO performance. Additionally, requiring offerors to propose and substantiate ODCs with the level of detail and supporting documentation required in RFP Section L.9.6.3 is a highly burdensome administrative requirement and does not align with the Government's SAM.gov announcement indicating there would be "an attempt to reduce the burden on what industry will need to provide in their proposal response." Would the Government please consider providing a NTE figure for all ODCs for the Sample Task Order? This change would encourage more competition and create an opportunity for a fair cost proposal evaluation from offerors who are not presently operating the Ohmsett facility.A NTE ODC CLIN has been included on Attachment 5 listed as "XXX12 MRO (All other ODCs such as consumable goods and incidental subcontractor services; examples are salt, personal protective equipment, logic control repair, etc.)"

Otherwise, the ODCs requested to be proposed and substantiated are select ODCs such as 5 Emergency Services Repairs, Permit Costs, Commercial Internet Services, Network (Switch) Hardware, CADD) and any costs unique to your technical approach for providing the services described in the Sample Task Order.

12 File Name: B08_-_140E0123R0006_Full_RFP; Section B.7; Attachment_5_Price_Template MRO Task Order Fill-In Would the Government please confirm that the offeror should propose contractor indirect burdens and fee for any ODCs associated with CLIN 0010 (now 00009) (Transition)? L.9.6 provides instructions specific to the Sample Task Order Business/Price Proposal.

If an offeror wants to include indirect burdens and fees within their firm fixed price proposal that is at their discretion.

13 File Name: B08_-_140E0123R0006_Full_RFP; Section B.7; Attachment_5_Price_Template MRO Task Order Fill-In Would the Government please confirm that the offeror should propose contractor indirect burdens and fee for any ODCs associated with CLIN XXX11 (MRO)? L.9.6 provides instructions specific to the Sample Task Order Business/Price Proposal.

If an offeror wants to include indirect burdens and fees within their firm fixed price proposal that is at their discretion.

14File Name: B08_-_140E0123R0006_Full_RFP; Section B.7; Attachment_5_Price_Template MRO Task Order Fill-InThe Government has provided a NTE ODC amount for CLIN XXX12 (MRO). Would the Government please confirm that offerors propose the RFP stated NTE ODC amount, and that this amount is inclusive of any contractor indirect burdens that we would apply in execution? Additionally, would the Government please confirm if fee is allowable on this CLIN in execution?L.9.6.5 has been revised to include a statement that if vendors intend to apply rates and fee that that information shall be included in their proposal submission.

16File Name: B08_-_140E0123R0006_Full_RFP; Section B.7; Attachment_5_Price_Template MRO Task Order Fill-InThe Government has provided a NTE ODC amount for CLIN XXX41 (Travel). Would the Government please confirm that offerors propose the RFP stated NTE ODC amount, and that this amount is inclusive of any contractor indirect burdens that we would apply in execution? Additionally, would the Government please confirm if fee is allowable on this CLIN in execution?L.9.6.5 has been revised to include a statement that if vendors intend to apply rates that that information shall be included in their proposal submission. Fee is not be allowable on travel.
17File Name: B08_-_140E0123R0006_Full_RFP, Section C 4.12The Government references multiple requirements for information for orders at the value of $7,500.00. Would the Government please confirm if these references should be $10,000.00 as identified in B.4?4.12 revised

Are the Prime goals the percentage of Prime awards DOI projects to make by small business category? Are the Subcontractor goals the percentages DOI project Primes will award to lower-tier subcontractors?Chart in Section L removed and replaced with the one from M.
19File Name: B08_-_140E0123R0006_Full_RFP, Section M.4, Factor DWould the Government provide clarification on the goals in the chart? Is column "DOI goal", the percentages DOI projects Primes will award to lower-tier subcontractors? These figures match the FY22 sub goals in Section L.12.Section L chart removed and matches the one from section M to alleviate confusion of 2 conflicting tables.

20File Name: B08_-_140E0123R0006_Full_RFP, Section M.4, Factor DIs the column labeled, "most recent prior year subcontractor performance " the percentages achieved by the current incumbent? No not current contract, at the BSEE level.
21File Name: B08_-_RFP_Attachment_5_Price_Template_-_03MAY2023; General Notes TabThe Government indicates, "All education, licensure, and certifications must be from an accredited organization and in possession at time of proposal." Since the Government is not requiring key personnel and has indicated in the RFP, no resumes are required, would the Government please modify this statement?Updated to state "All education, licensure, and certifications must be from an accredited organization and in possession of an individual beginning their performance under a task order unless otherwise stated."
22File Name: B08_-_RFP_Attachment_5_Price_Template_-_03MAY2023; General Notes TabThe Government indicates, "All personnel must obtain and maintain OSHA HAZWOPR 40HR certification." Will the Government please clarify if this applies to all positions an offeror proposes, or is this just a requirement for the key positions?Statement updated to state: "Contractor personnel must obtain HAZWOPER 40-hour training certification and refresher thereafter. Contractor personnel who have no direct involvement in test or training activities may be exempted from this requirement upon approval from the BSEE contracting officer, or may be required to take a lesser certification, such as the 24 hour HAZWOPER certification. The contractor must coordinate with the appropriate BSEE program manager/COR for all other visiting personnel before participating in on-site test and evaluation activities on if they must obtain 24-hour training certification or if any other training is required prior to arriving."

In general, exemptions are not granted for HAZWOPER 40-hour training to positions who would handle crude or for those that would require regular access to the tank.

23File Name: B08_-_140E0123R0006_Full_RFP; Section L.8.3 Past PerformanceWould the Government please clarify whether specific information for each Past Performance Reference should be included in the allocated 3 pages of the proposal? (Examples: (1) a detailed explanation demonstrating the similarity of the contracts to the requirements of this solicitation; (2) a detailed description of the work performed for the contract; (3) the role performed, including whether the Offeror acted as a prime Contractor or a Subcontractor) Or is the Offeror allowed any narrative within the 3 pages to discuss recency and relevancy per Section M.3?Offeror is allowed any narrative within the page limitation of this section to discuss recency and relevancy as they choose. The Section L proposal instructions address the Offerors’ proposal preparation.
24N/AWhen the Government issues an amendment to the Solicitation, will the Government please provide a fully conformed copy of both the RFP and supporting attachments? For only documents that have been revised.
25File Name: B08_-_RFP_Attachment_7_-_Task_Order_SOW_03May2023, Section B.5.1; Attachment_5_Price_Template MRO Task Order Fill-InIn Attachment 5, the MRO Task Order (Fill in) indicates CLIN XXX12 MRO ODC are a T&M contract type. In Attachment 7 Section B.5.1.1, CLIN 00012, 01012, 02012, 03012, 04012 are Cost Not-to Exceed. 29Section L.8.2.2Is a redacted copy of the IDIQ Labor (Fill-in) tab from the Attachment 5 Price Template to be provided as an appendix to the technical proposal, or is it included in 4 page limit for Factor B (Labor Categories)? As an appendix (excluded from the page count). If an offeror does not include it in their technical volume, then the Government Contracting Officer may redact the pricing information and provide it to the evaluation team.
30Section L.8.3Please clarify whether or not offerors are to complete page 3 of the PPQ form and, if so, that this page is excluded from the page count:
Section L, Paragraph L.8.3.2 states that offerors are to "complete their part of the PPQ on pages 1 and 3 […] Offerors shall provide a copy of the first page of the PPQ they send to their references in their past performance volume. (This is not included in the page count). Please ensure the company/agency name of the reference on page 1 matches the company/agency name on page 3 of the PPQ." The heading on page 3 of the PPQ states "TO BE COMPLETED BY THE OFFEROR’S (CONTRACTOR’S) REFERENCE."Either the offeror or the reference can complete this part. Statement removed from PPQ on page 3 and moved to page 4 for the rating section. Any version of the PPQ attachment may be used in response to this solicitation
31B08_-_RFP_Attachment_6_PPQInstructions for Offeror's Reference states "If your office enters its CPARs into PPIRS, please email the VaCA contact below and do not complete this Questionnaire. In your email, tell the VaCA which agency and office you are from so that person may retrieve your latest CPAR."
In order to be mindful of References' time, may offeror's submit a copy of their most recently completed CPAR as an appendix to the technical proposal in lieu of submitting the PPQ form to its customers?A CPAR may be provided as an appendix in lieu of the PPQ however, the contracting officer may verify the record provided matches that in the CPARS system.
32Final RFP Section H.13Will access to the facility be possible outside of normal duty hours?Yes.
33Final RFP Attachment 5/ price templatePlease remove, "and in possession at time of proposal" from general note 1, as only LCATs are being proposed.See response to Question 21.
34Final RFP, Section L.8.3.3In Section L.8.3.3 the Government states, "Offerors shall propose past performance references, which shall include two references for the Offeror regarding contracts it performed (as either a prime contractor or a subcontractor)."

In the context of this sentence is the "offeror" defined as the team or the singular prime entity? The singular prime entity that is submitting the offer.

However, L.8.3.3. has been updated to remove this statement.

35 Final RFP Attachment 5, Price Template - MRO task order (fill in) tab XX31 Attachment 5 Price Template, MRO Task Order (fill in) tab, line 8 says, "XXX31 Unknown\Emergency Repairs (SOO 1.25.4)." The SOO was changed to a SOW in the Final RFP for both the IDIQ and the Task Order. It is unclear which reference this SOO 1.25.4 is referring to. The TO SOW has a Section 1.25.4 describing Emergencies and threshold amounts and a Section B.5.3 with pricing structure information for Emergency Repair CLINS. The IDIQ SOW has a Section C.1.3 describing Unplanned Maintenance and Emergency Repair.

Can the Government please clarify which Final RFP document the reference SOO 1.25.4 is directing offerors to?Revised to state Sample Task Order SOW 1.25.4
36Final RFP Attachment 7 Task Order SOW; Final RFP Attachment 4 - 5 Attachment HCan the government provide a list of CDRLs to include their due dates, numbers, and titles? No
37Final RFP Section M.6 - Adjectival RatingIn Section M.6, within the Adjectival Ratings table, the definition for "Excellent" states, "Proposal demonstrates an excellent understanding of requirements and

approach that significantly exceeds performance or capability standards." The solicitation does not provide a definition of these standards.

Will the Government please define performance and capability standards in adjectival ratings?“Performance” and “capability standards” refer to the Offeror’s understanding of, approach to, and ability to carry out the requirements of the IDIQ and Task Order SOWs, as addressed by the Offeror’s IDIQ Technical Approach, Task Order-Specific Technical Approach, Transition Plan, and Labor Categories submission.
38Final RFP Section M.6 - Adjectival RatingIn Sectin M.6, within the Adjectival Ratings table, the definition for "Excellent" states, "Significantly exceeds the goals and/or has no significant weaknesses indicated." The solicitation does not provide a definition for "Goals" other than within the description of the utilization rate. However, it is unclear if the goal is 80% or 65% utilization.

Question 1: Does the word "goals" refer to the 80% or 65% utilitilization requirement? If not, please define.

Question 2: Are there additional "goals" required to score an "Excellent" rating in Factor A and B?Reference to goals removed for factor A and B under definitions for Excellent and Good.
39Final RFP Section M.4, Factor D, Small Business Participation and Subcontracting PlanIn Section M.4, the Government states, "Small business Offerors selfcertified in SAM.gov will receive the maximum credit for this evaluation factor and do not need to submit any documentation supporting this evaluation factor."

However, the evaluation criteria goes on to say offerors will be evaluated based on, "M.4.3. The extent to which Offerors demonstrate substantive commitment to small business firms, such as, letters of commitment, Joint Ventures, mentor/protégé agreements, or other demonstrations of commitment (i.e., binding commitments will become enforceable/contractual requirements)"

Additionally, the evaluation criteria at M.4.7 states, "Offers submitted by a small business prime Offeror will also be evaluated and will receive the maximum score for this evaluation criteria."

It is unclear as to whether or not Small Business offerors need to provide teaming and/or JV agreements to show how we are teamed to achieve Small Business status. It is also unclear as to what exactly will be "evaluated" as stated in M.4.7 to achieve the maximum score.

Will the Government clarify if there are any specific agreements or plans required for Small Business Offerors to receive an "Excellent" rating under Factor D or simply a statement of Small Business size status for the offering entity?Under Factor D, simply a statement of Small Business size status of the prime offering entity. M.4.7 has been revised.
40Final RFP Section C.4.1In Section C.4.1 Ohmsett Facility Utilization, the solicitation identifies 260 as the working days per contract year. However, the historical utilization information provided in the draft documents identified 240 working days per contract year. It is unclear as to whether the facility will be required to be available during all Federal Holidays.
We request the Government reduce the number of usable days to reflect all Federal Holidays or provide details on how the number of 260 working days was derived.Revised to state 240.
41Final RFP Section C.4.2/ Final RFP Attachment 7 Section B.5.2In the Task Order SOW, Section C, the utilization language refers to utilitzation of Faciltiy R-24 analysis Laboratory OR its "high bay", OR R-26 TANK, but the incentive language in Attachment 7 is only tied to the R-26 TANK.
Will the Government please include the other facilites in the definition of utilitzation in Attachment 7?Attachment 7 update to reflect adding the "high bay" or R-26 TANK.
42Final RFP Section L.8.1In Section L.8.1 the Government requestes information for a Technical Approach to 9 identified areas.

#1 is Routine Maintenance and Repair #4 is Planned and Unplanned Maintenance and Emergency Repairs The defined task under Routine Maintenance at Section C 1.1.2 states, "Perform planned (Cyclical) or preventive maintenance work activities...". There is not a section in the SOW that provides a different description of "Planned" maintenance.

Will the Government please define the difference between Routine Maintenance and Planned Maintenance?L.8.1 and M.4.1 revised. The word "planned" has been removed from #4
43Final RFP Attachment 7, Task Order SOW 5.0Will the cost associated with performance of 5.5 "Professional Media Services" be included in the MRO Task Order, or will they be procurred under a separate Task Order?
If yes, what level of quality of multimedia products should be priced?Yes, 5.5 should be included. Mid to high level quality multimedia products should be provided to directly promote Ohmsetts availability and capability resulting in a favorable impression to recruit customers for T&E events and retain them. Also, separate Task Orders may be issued for additional Marketing Services as needed.
44Final RFP, Section L.8.3.2
RFP Attachment 6 PPQIn Section L.8.3.2 Past Performance Questionnaire, the Government requests the offeror to, "email it to your references as soon as possible…". However in the PPQ, Attachment 6, on the top of Page 2, number 3 states to mail the PPQ no later than 01 May 2023. The solicitation was not issued until 03 May 2023.
Can the Government clarify when PPQs are due back to the Government?Revised in Amendment 0001. PPQ to be provided on or before proposal due date.
45Final RFP, Section L.8.3.2
RFP Attachment 6 PPQIn Section L.8.3.2 Past Performance Questionnaire, the Government requests the offeror to, "complete their part of the PPQ on pages 1 and 3...". However in the Attachment 6 PPQ, the instructions on page 3 state, "to be completed by the offeror's (contractor's) reference".
Can the Government clarify if offerors are to complete the information on page 3?See response to Question 30.
46Final RFP, Section L.8.3.2;
Final RFP Attachment 6 PPQIn Attachment 6 PPQ, under "Instructions for Offeror's Reference", the information asks references to not complete the PPQ if information for CPARs is located in PPIRS.
Can the Government update language in Section L.8.3.2 to state that offerors do not need to send a PPQ to references if they have a completed CPAR and to include a note that a completed CPAR is available in PPIRS for review? This would provide a streamlined way to provide the information without having to have a third party provide the data.Yes, L.8.3.2 revised.
47Final RFP Section L Instructions; Final RFP Section M Evaluation CritieriaIn Section M, the Government breaks the evaluation areas down by Factor and Subfactor. However, in Section L, there are not any references to Factor and Subfactor.
Can the Government clarify how the offeror should outline their proposal? i.e. Does the Government want the offeror to follow the structure and wording in Section L.8.1, IDIQ Technical Approach, or by Section M defined as Factor A Technical Approach, further section L provides numbering of 1 through 9 and Section M defines Subfactors 1 through 10?Section L and M slightly revised; however it is up to Offerors on how to structure their proposal. The Section L proposal instructions address the Offerors’ proposal preparation.
48Final RFP Section C.1.3
Rinal RFP Attachment 7, Section 1.25.4 - 1.25.4.2Final RFP Section C.1.3

1.3. Unplanned Maintenance and Emergency Repair. The Contractor shall only perform unplanned or emergency work orders with cost estimates equal to or below $10,000 and resulting in a complete and useable facility or improvement. Else, the unplanned or emergency work order requires a separate Task Order or Contract Change Proposal (CCP) to a preexisting Task Order.

Final RFP Attachment 7, Section 1.25.4 - 1.25.4.2

1.25.4. Immediately respond to emergencies from equipment or structural failure that interrupts the Ohmsett Facility and activities at the time of occurrence. This likely requires urgent repairs or replacement of affected components to mitigate, delay, or otherwise terminate events.

1.25.4.1. The emergency response threshold is $10,000 or less but allows Contractor-initiated response actions since “time is of the essence”. The vendor shall maintain a record of all invoices, receipts, and any other related documentation for Contractor-initiated responses.

1.25.4.2. If response actions are greater than $10,000, the Contractor must provide a separate Task Order Proposal including use of full and open competition for one-time specialized subcontractor services or sole-source services substantiating technical AND pricing justification. However, Award remains subject to availability of Government funding.

In the cited sections within the final RFP, references are made to the value of $10,000. Please clarify if the threshold for the contractor's liability is either: 1) only the amount exceeding $10,000, or 2) the total value of the emergency repair if it is anticipated to exceed $10,000. If an emergency repair is required, the contractor can initiate a response within the MRO FFP CLIN, however, it is only limited to $10,000 per instance. If the repair results in being in excess of $10,000 then the a task oder proposal would need to be submitted for performance of the requirements needed in excess of the $10,000. However, the vendor could initiate and perform work under $10,000.

To answer the question, the contractor's liability is the amount exceeding $10,000.00 as the vendor is requested to price in 5 emergency repairs into XXX11. The term "contractor's liability" is used loosely as BSEE will not expect the vendor to complete the emergency repair in excess $10,000.00 without a funded task order in place.

49 Final RFP Section L.8.3 In Section L.8.3 Past Performance, the solicitation does not provide any language as to the use of predecessor companies or sister subsidiaries/affiliate companies.

Will the Government consider adding language to allow use of the offeror's parent and/or sister subsidiaries/affiliates?

Sample language:

"If applicable, Offerors may provide the experience or past performance of a parent, sister/affiliate, or predecessor company to an Offeror (including Joint Venture prime partner companies and/or a parent/affiliated company being otherwise proposed as a subcontractor on this effort) where the firm’s proposal demonstrates the resources of the parent, affiliate/sister, or predecessor will affect the performance of the Offeror."

Please reference:

-Matter of IAP World Services, Inc., B-407917.2 (July 10, 2013). An agency may properly consider the experience and past performance of an offeror’s parent and sister subsidiaries, and attribute such experience to the offeror, where the offeror’s proposal demonstrates that the resources of the parent and sister subsidiaries are relevant to the instant acquisition.

-FAR 15.305(a)(2)(iii). According to the Government Accountability Office (GAO), the “relevant consideration is whether the resources of the parent or affiliated company—its workforce, management, facilities, or other resources—will be provided or relied upon for contract performance, such that the parent or affiliate will have meaningful involvement in contract performance.” Matter of Bering Straits Technical Services, LLC, B-401560.3 (Oct. 7, 2009).A variation of this has been added as L.8.3.7
50Is the computer system up to date and compliant with the DOI Computerized Maintenance Management System (CMMS)? How will those systems and access to those systems be transferred to the GB team? (These may not be the right words, but it was a major issue to get the computer system compliant.)The question is not understood due to the way it is stated. The following information is being provided as it may be helpful:

Ohmsett systems are independent of all Government Systems and will remain that way. No Contractor Personnel will have access to Financial and Business Management System which includes the property management.

The Government will sponsor IT accounts for GFE laptops to select contractor personnel for website content management.

51 1.2.2.5 Who are the contracts with for the logistics needed to move oil and equipment to respond to respond to emergencies from natural or manmade threats? And can we reach out to them to determine evaluate the risks? The Government is unsure of the reference (1.2.2.5) provided but provides the following information as it may be helpful as a response:

For emergencies from natural and manmade threats, BSEE sends a task order proposal request to the IDIQ vendor so they can propose inline with their own strategy. The contractor must comply with federal, state and Dept of Navy standards and requirements for the treatment, storage, transportation and relocation of any hazmat at the site. In the event of natural or manmade threat or emergency, plans for safekeeping, relocating or securing of such must be coordinated with the Dept of the Navy and BSEE prior to approval.

While the subcontracts information cannot be provided at this time, a draft task order statement of work for the "Ohmsett Severe Storm Preparation 2021-2022" for task order 140E0121F0094 for the IDIQ E17PC00014 is being provided for references purposes only to help offeror's evaluate risks.

52Final RFP Section L.8.3Past Performance references for an unpopulated JV offeror are undefined in the solicitation. Please clarify how the “Prime” is defined in the following excerpt, as applied to an unpopulated joint venture entity: “At least one of the three past performance references shall be of the prime.”In the case of a JV offeror, the JV or one of the partners within the JV may be used as a prime reference. It is unclear what the phrase “unpopulated” means in this question and this response generally applies to Offerors proposing as joint ventures.
53Final RFP Section L.8Solicitation reference L.8 Technical Proposal, includes defined page limitations in total and per section. May offerors reallocate the number of pages between sections if the total 35 pages is not exceeded?
