Requirements:

2. Format: The chart shall be in contractor’s format.
3. Content.
3.1 Project planning chart. It shall depict actual and schedules progress for each subdivision using horizontal lines and symbols. Actual progress will be noted by a percentage of the completion figure.
3.2 Progress of work. Subsequent additions to the work breakdown shall be made as they occur in contract work performance. Items shall not be deleted even though work may be cancelled or stopped before completion.
3.3 Description. Description entry on the chart will be by task. Tasks are divided into

Data Item Description

Description/Purpose Provides minimum scanning recommendations for responsible conversion and to achieve an acceptable level of image quality. The document addresses these formats: text, photographs, and graphic materials. As a rule, the key to quality scanning is to scan at the resolution that matches the information content of the original, not necessarily at the highest resolution possible. The scanning shall be provided to ensure a consistent and high quality image and decrease the likelihood of re-scanning.
Application/Interrelationship This Data Item Description (DID) contains the format and preparation instructions for scanning documentation.
Requirements:
1. Format.
1.1 Use the original or first generation be used to achieve the best quality image.
1.2 Types of Scanning:
1.2.1 Bitonal - One pixel representing black and white. Bitonal scanning is best suited to high-contrast documents such as printed text.
1.2.2 Grayscale - Multiple bits per pixel representing shades of gray. Grayscale is suited to continuous tone documents such as black and white photographs.
1.2.3 Color - Multiple bits per pixel representing color. Color scanning is suited to documents with color information.
1.3 These three modes of scanning require some subjective decisions. Documents, including black and white test with color makes manuscripts, older printer matter, might be scanned in color to bring out special meaning or information identified through the color notation and markings. Although bitonal scanning is often used for type scanning as continuous tone in grayscale or color to being out the shade and conditions of the paper and the marks inscribed on it.
2. Material formats. The following defines the minimum standards based on the following format types, text, photographs, maps, graphic material and three-dimensional material represented in two-dimensional format.
2.1 Tonal depth: Bitonal
Format: TIFF Compression: Uncompressed Spatial Resolution: 600dpi
2.2 For handwritten or manuscripts that are difficult to read, consider providing a transcript of text using an Optical Character Reader (OCR). Consideration must be give to the cost of keying the transcription.
2.3 Portable Document Format (PDF) shall be used as the format for creating and displaying text-based files on the web. The Adobe Acrobat viewer can be downloaded at no charge to view the documents.
2.4 Since many digitization projects are undertaken to increase access, the digital image as a preservation copy is a natural by product.

2.5 Consider current and future user needs, as well as the unique requirements of specific types of materials and collections.
2.6 Scan at the highest resolution appropriate to the content of the original.
2.7 Scan at a resolution level to avoid re-scanning in the future.
2.8 Create and store master image, allowing for production of derivative images for current and future use.
2.9 Create appropriate backup files and store media in an appropriate environment.
2.10 Consider grayscale over bitonal, color over grayscale.
2.11 Use objective measurements to determine scanner settings. Do NOT attempt to make the image look good on a particular monitor or use image processing to correct color.
2.12 Do not compress digital masters, unless a lossless compression is used.
3. Quality Control. A quality control program shall be conducted throughout all phases of the digital conversion process. Inspections of final digital image files should be incorporated into the project workflow. Typically, master image files are inspected via CD batch or online for a variety of defects. Depending on the project, the project can inspect 100% of the master images, or inspect a random selection of the files. A 10% sample is generally used. It is recommended that quality control procedures be implemented and documented and that specific defects found unacceptable in the image be defined. Images should be inspected while viewing at 1:1 pixel ratio or at 100% magnification or higher.
3.1 Quality is evaluated both subjectively by project staff through visual inspection and objectively in the imaging software. The viewing environment for visual inspection of images is also important. Evaluation criteria for the visual inspection may include:
3.1.1 Image is not the correct size
3.1.2 Image is not the correct resolution
3.1.3 File name is incorrect
3.1.4 File format is incorrect
3.1.5 Image is in incorrect mode, i.e. color image has been scaled as grayscale
3.1.6 Loss of detail in highlights or shadows
3.1.7 Excessive noise especially in dark areas of shadows
3.1.8 Overall too light or too dark
3.1.9 Uneven tonal values or flare
3.1.10 Lack of sharpness/Excessive sharpening

Use/Relationship: The Lesson Strategy Report describes the instructional strategies, subject matter content, instructional materials formats, and other guidance for authoring and producing the training materials for each lesson. It is used to guide the design of lessons and to prepare the Instructor Planning Document and the Student Guide.
a. This Data Item Description (DID) is applicable to all contracts requiring courseware development. It is used in conjunction with DI-MISC-81458, Instructor Planning Document;
DI-MISC-81456, Student Guide; DI-MISC-81459, Syllabus; and DI-ILSS-80569, Objectives and Media Analysis Report.
b. This DID contains the format, content, and intended use information for the data deliverable resulting from the work task described in the contract.
c. DI-MISC-81457A supersedes DI-MISC-81457.
1. Reference documents. The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as cited in the contract.
2. Format. The Lesson Strategy Report shall be in the contractor’s format.
3. Content. The Lesson Strategy Report shall include the following sections:
3.1 Introduction section. This section shall provide a brief description of the purpose and expected application of the Lesson Strategy Report.
3.2 Description of the lesson strategies. This section describes the lesson strategies for all instruction included in the course syllabus. Lesson strategies should ensure traceability to the training requirements. Air Force Manual (AFMAN) 36-2234 should be used for guidance.
Each lesson strategy shall include:

a. Cover sheet. This page shall include the title, classification, signatures of the author and approving authority, and date.
b. Lesson strategy organization and format. This section shall describe the organization and format of the lesson and segment strategies. It shall list the headers or section designators that are used, explain what each one means, and describe the type of information that is found under each. A key shall be used to explain the symbology. This explanation shall be supported with one or more illustrative examples. The lesson strategy shall exhibit traceability to the courseware development process and shall include:
(1) Lesson reference number. The lesson strategy shall consist of a reference number, a unit, and lesson number referenced item from the syllabus.
(2) Lesson title. The lesson strategy shall have a short title description of the subject to be covered that is taken from the syllabus lesson title.
(3) Lesson media. The medium or media shall be identified for each lesson. For lessons with multiple media, objectives for each medium shall be indicated.
(4) Lesson overview. A brief overview of the content of the lesson shall be provided for lesson authors, subject matter experts (SMEs), and students. Included should be an explanation of why the lesson is required, how it is related to previous lessons, and how it fits into the total program.
c. Learning objectives. This section shall describe the type of learning required for each lesson objective and learning event. A strategy for each lesson, learning event, activity, and testing procedure shall be provided. Each objective should have two numbers assigned: (1) a sequence number to indicate its order of presentation and (2) an identification number to indicate its rank in the objectives hierarchy.
d. Unit and lesson maps. The unit map shall contain a short flow diagram showing the sequences and relationships among lessons in the instructional unit. The lesson map shall include a short flow diagram showing the hierarchical relationships among lesson objectives.
e. Lesson design strategy. This section shall describe decision making processes and strategies to be used in designing and implementing the presentation of material and testing student mastery of subject matter. Specific strategies shall include methods of interaction, testing, and remediation. Segments to be tested shall be identified and the method of testing defined. Specific emphasis shall be placed on the design strategy for developing and implementing the interactive courseware (ICW) into the training program and equipment.
Training, learning and branching strategies shall also be included, when required. A section parts used shall be appropriately labeled and sequenced under the section part title, e.g., percentage of drill and practice, demonstration, and simulation. The lesson design strategy shall identify the conventional techniques, practices, principles, or procedures to be used throughout the design and development of the ICW module and lesson. (1) Type of behavior. A statement of what the student must do in order to show mastery of the objective, e.g., remember, use aided, or use unaided.
(2) Generalities. This section shall include the facts to be memorized, the critical attributes of a concept, the steps to follow in applying a rule or procedure, or the cause and effect relationship of a principle. Aids shall be included in the instructional content to help the student remember and use the generality. This section shall list the most commonly made student errors when learning the generality or test items.
(3) Instance production. A description of each type of scenario that is to be included in the examples, practice, and test items shall be provided. A table shall be provided listing the total number of examples, practice, and test items that the lesson author must product for each type of instance.
f. Test items. This section shall include the type of test and the approach for feedback and remediation based on the lesson design strategy. A list of the test items to be used in measuring the student’s knowledge of the generality shall be provided and include a statement of the minimum acceptable passing criteria for the lesson or segment. A list of examples and practice exercises to be used in support of the instruction of the generality shall also be provided.
g. Lesson format guide. This section shall contain explanations of how each section of the lesson and segment specifications shall be used during lesson authoring. Special instructions or additional information shall be provided to ensure accurate communication of the content for authors and artists. It shall contain a description on the following items:
(1) Text and graphic layout conventions.
(2) Interpretation of lesson strategy sections.
(3) Data sources for expansion of lesson strategy sections.
(4) Learning strategy guidelines.
(5) Use of symbology.
(6) Titling information
(7) Figure numbering.
(8) Referencing conventions.
(9) Page numbering.
h. Prototype lesson. This section shall consist of a prototype lesson to demonstrate how the format guide is to be used in conjunction with a lesson strategy to produce authored lessons. A complete lesson strategy and resulting prototype lesson shall conform to the lesson format guide.
i. Resource requirements. The section shall contain a summary of resource requirements. Included in this discussion shall be a description of the types of personnel and their respective roles and responsibilities for lesson strategy development.

b. Outline of Instruction. The outline shall utilize a format that helps the instructor keep in mind what the students gain from each activity in the lesson in terms of progress toward terminal and enabling objectives. The outline shall contain detail either to support stand-up instruction or to be used as the instructor’s primary reference document for computer-based courseware. The outline shall also provide guidance on pre-brief and out-brief techniques for each lesson. At each key teaching point, the outline shall list an instructor aid (e.g., a reference to sources of more in-depth coverage of the point).

3.3 Outline sheet. The outline sheet shall provide the student with an outline of the topic’s major teaching points. Outline sheets shall allow students to follow the progress of a topic, to take notes as desired, and to retain topic information for future reference. Outline sheets shall consist of:

The Status Report documents the status of contractor effort towards achieving contract objectives. It identifies accomplishments to date and difficulties encountered, and compare the status achieved to planned goals and the resources expended. It is used by the Government to monitor and evaluate contractor performance.
This Data Item Description (DID) contains format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.
It is not intended that all requirements herein should be applied to every program.
Portions of the DID are subject to tailoring by deletion depending on the specific status reporting requirements of the project.
