DRAFT STATEMENT OF WORK
PROVIDED FOR REFERENCE RELATED
TO QUSETION 51
Ohmsett Severe Storm Preparation 2021-2022
1. PROJECT OVERVIEW
This Task Order will fund additional effort, outside the related Operation and Maintenance requirements in Task Order No. E17PD00117, needed to prepare Ohmsett for imminent severe weather and return the facility to full operation after a storm-threat has passed.
As this Task Order is put in place prior to any known storm, it may only be implemented by the contractor at the direction of the Contracting Officer (CO) or Contracting Officer’s
Representative (COR).
2. BACKGROUND
The Bureau of Safety and Environmental Enforcement’s (BSEE) Oil Spill Preparedness Division
(OSPD) manages Ohmsett, the National Oil Spill Response Research and Renewable Energy
Test Facility located in Leonardo, New Jersey. BSEE has contracted with Applied Research
Associates (ARA) to operate and maintain Ohmsett through Indefinite Delivery Indefinite
Quantity (IDIQ) contract no. E17PC00014.
Per sections C.4.6, C. 4.14, and C.4.19 of IDIQ Contract no. E17PC00014, the Contractor is required to respond to all emergency situations at Ohmsett. As severe storms may pose a threat to Ohmsett with only a few days’ notice, this Task Order is put in place to allow Ohmsett to be rapidly secured in advance of a storm.
While Ohmsett is to be secured nightly, additional precautions are prudent in advance of a major storm. This includes moving oil and vulnerable equipment from regularly stored locations to better secured and protected locations, to include relocating oil in the tank farm, Warehouse R-41 and other staging points to a safe inland location.
An emergency is defined as any urgent situation requiring immediate resolution or countermeasure to restore a condition of safety or to restore operational performance at the
Ohmsett facility.
As stated in IDIQ Contract Section C.4.6, the Contractor response for most emergencies shall fall under the Operation and Maintenance task order (E17PD00117). However, if an emergency requires outside contractor support (e.g., the movement of oil, equipment repair) over $2500, then that part of the emergency response is considered a “major” emergency and the Contractor shall notify BSEE immediately, and when authorized, use this task order to perform pre-storm preparations and follow the task order procedures in C.7, for any post-storm related repairs.
As stated in IDIQ Contract section C.4.19, a task order will be issued during each period of performance with a specific dollar amount ceiling that is available to be used in the event that there is a significant emergency requiring immediate intervention and a separate and specific task order cannot be provided in advance. The Contractor shall have relationships in place to ensure that all emergencies are executed timely. Once the emergency use task order is issued, only the BSEE Contracting Officer and/or the BSEE Contracting Officer’s Technical
Representative can authorize a draw-down of the funding not-to-exceed the task order ceiling or the CO/COR direction ceiling, if less.
3. SCOPE/REQUIREMENTS
The scope of this effort is to secure Ohmsett in advance of a major storm and return the facility to operational after the threat has passed. While this Task Order is put in place prior to any known storm, it may only be implemented by the contractor at the direction of the Contracting
Officer (CO) or Contracting Officer’s Representative (COR).
3.1 As each storm is unique, the activities needed during a severe storm may include more or less of the following tasks:
• Move and/or storm-secure equipment stored on-site that is vulnerable to damage;
• Request quotations for up to ten (10) 7,000 gallon tanker trucks to evacuate the Ohmsett tank farm oils to higher ground, including clean out fees;
• Select trucking firm and schedule tankers for timely arrival;
• Request quotations for the rental of up to two (2) terminal tractors for relocating Ohmsett trailers, in order to move facility equipment, material, 300-gallon oil totes offsite;
• Do routine training on terminal tractor and trailer equipment;
• Research potential Emergency Preparedness consultants to prepare an analysis on best preparedness practices, to include an evaluation of anchoring or strapping conex boxes and other storage containers at site for long term solutions in lieu of movement;
• Request quotations for the rental of up three (3) tractor trailers to move facility equipment, vehicles, and 300-gallon oil totes offsite.
• Coordinate with NWS Earle to temporarily store oil at a safe inland location;
• Ohmsett test oils are usually re-used; determine if it is more cost effective to move the used oil or dispose of it and procure new oil to replace disposed oil;
• Transfer oil in Ohmsett’s tank farm into tanker-trucks;
• Transfer oil totes and other materials onto trucks and move to a safer location as appropriate;
• Assist trucking firm with staging oil and equipment in a safe inland location;
• Assist trucking firm with returning oil and equipment to Ohmsett once the threat has passed;
• Transfer oil from the tank-trucks into Ohmsett’s tank farm;
• Transfer oil totes from trucks and replace in R-41 and other proper staging areas;
• Procure new oil to replace disposed of oil;
• Re-stage equipment back to its proper on-site location.
3.2 When a severe storm is imminent, Contractor shall notify the COR first, and if not available, the CO, about the storm and provide an estimate for that storm preparations based on the prices included in this order. When possible, the Contractor shall seek competition for all subcontractors and recommend the Contractor that provides the best value. Once the CO or COR authorize the Contractor to move forward with the storm preparations, the Contractor can expend funds up to the ceiling amount provided by the CO or COR.
4. DELIVERABLE DOCUMENTATION
The Contractor shall maintain accurate and complete files documenting all work performed.
Documentation shall include all calculations, assumptions and interpretations of regulations, sources of information, work papers and other data that may be present. All information developed or collected under this order is Government property, and shall be available for
Government inspection upon request. These records shall be maintained until the contract is completed, at which time all records shall be transferred to the BSEE immediately.
1. Monthly Status Report - Task Order current and planned activities, major expenditures, purchases, schedule, documentation and milestones will be included in the monthly status report deliverable submitted to BSEE.
2. Quality Control Documentation - Designated Ohmsett personnel will monitor quality control of the storm preparation services and process invoices for payment.
3. All invoices related to the storm preparations shall be submitted with the invoice to BSEE and kept on file at the facility.
5. PERIOD OF PERFORMANCE
BSEE anticipates that the task order period of performance will be 12 months, from September
1, 2021 to August 31, 2022.
6. TASK ORDER TYPE
BSEE is unable to predict the number of storms that may require severe storm preparations or what those preparations entail as all storms are different, therefore, BSEE anticipates this task order will be on a Time and Materials, Not to Exceed basis.
