Location This project is located at Kalaupapa National Historical Park (NHP), located on Molokai, Hawaii.

Background Kalaupapa NHP, managed by the NPS, operates, and maintains the electrical power distribution system for the remotely located peninsula on which the park is located. Hawaii Department of Health (HDOH) has asserted ownership and has been approved by the Hawaii Deputy Attorney General. Easement request letters are in process with Department of Hawaiian Homelands (DHHL) and State of Hawaii Department of Land and Natural Resources (DLNR). HDOH is in the process to present a business case to Maui Electric Company (MECO)/Hawaiian Electric Company (HECO) to transfer ownership of the Kalaupapa NHP electrical power distribution system after completion of this project.

The condition of the Kalaupapa NHP electrical system is substandard, inadequate, and may become a shock or fire hazard to the general public, park personnel, or structures. Kalaupapa NHP has frequent power outages caused by distribution equipment failures within the settlement, as well as electrical power surges or outages from MECO/HECO’s system, which is exterior to the park but adversely impacts the park’s antiquated electrical equipment. Corroded and aging pad-mounted and pole-top distribution transformers, worn and frayed distribution lines, rotting poles, corroded pole-line hardware, and insulator failures are the primary sources of failure for the Kalaupapa NHP electrical distribution system.

A Water Treatment Facility, which is the only source of water in the Kalaupapa NHP, is located remote to the settlement and operates from diesel-fueled generators. The diesel fuel must be barged onto the island, off-loaded, trucked to the remote Water Treatment Facility location, and transferred into a large fuel storage tank at the pump house annually. Barge access is limited to 1 month per year because of the open sea surf conditions, tides, and only one barge identified in the Hawaiian Islands is small enough to navigate the Kalaupapa NHP cove. This project will convert the Water Treatment Facility pump house from diesel-fueled generators to grid-connected electricity to provide long-term reliable water service for the settlement. In addition, connecting the pump house to the electrical grid will greatly reduce the hazards associated with onsite refueling, long-term fuel storage, and continuous fuel usage above the regional Molokai aquifer.

An aboveground reroute of the power distribution system along Airport Road is also required to remove aboveground equipment and poles currently located through archeological and cultural sites (including a large Hawaiian temple/sacred site, or heiau). This includes a realignment of the existing single-phase overhead distribution line to the airport and further on to the lighthouse to a new route along the roadside, to make distribution lines easier to access. Replaced distribution poles will be demolished and cut down at grade (soil or rock). The height and spacing of new poles shall match the existing settlement distribution system.

The goal of this project is to upgrade and replace the electrical system as required to meet the current MECO/HECO, National Electric Code (NEC), National Electrical Safety Code (NESC), Rural Utilities Service (RUS) National Electrical Testing Association (NETA), and National Electric Manufacturers Association (NEMA) industry standards, improve reliability, perform deferred maintenance, reduce future maintenance, and remove risks to employee and public safety.

Description The electrical system upgrade described in this section and throughout the RFP is based on the completed Schematic Design (SD) from March 2020. Since the completion of SD, a topographic survey and additional archaeology survey have been completed. The DB Contractor shall evaluate this additional information and advise on any construction alternatives that the NPS should consider that would result in reduction in cost, schedule, and/or risk. In particular the alignment of the underground conduit to the Water Treatment Facility shall be evaluated.

Based on the SD deliverables, the upgrade to the existing Kalaupapa NHP electrical system to current industry standards will include:

· Replacing existing power poles that have significant deterioration.

· Upgrading wooden power poles from single phase to three phase.

· Removing and upgrading insulators and hardware for all power poles.

· Replacing and upgrading overhead wire as needed.

· Replacing pad mounted and pole mounted transformers.

· Relocating poles along Airport Road to reduce potential impacts on cultural resources and documented archaeological sites, as well as to facilitate access to the poles for maintenance.

To connect the Water Treatment Facility and backup generator to the electrical distribution system, this project will:

· Provide new poles with cross arms, insulators, and hardware in existing pole locations near the east end of the settlement.

· Bury conduit and conductors underground starting at the east end of the settlement adjacent to existing water line utility trench within the road corridor. The DB contractor shall evaluate this method for connecting the Water Treatment Facility to the electrical distribution system.

· Provide handholes at intervals of approximately 250 ft for cable access.

· Remove the existing two generators that currently reside within the existing Generator Building and replace with a single new generator.

· Replace the existing small fuel storage tank that currently resides within the existing Generator Building with a new fuel storage tank that has a maximum capacity of 660 gallons.

· Demolish the large fuel storage tank that is housed inside the existing Fuel Storage Building directly south of the existing Generator Building.

· Demolish the existing Storage Building (shed) that is appended to the existing Generator Building.

· Provide a new modular enclosure/building to house the new electrical equipment needed to power the existing water pump and treatment equipment.

· Creation of a loop-configured network in the central core of the settlement to enhance system reliability, fault isolation, and backfeed capability. To create this network, upgrades to existing distribution structures and lines will be necessary. In addition, new poles and lines will be constructed following established electrical system corridors.

· Realignment of the existing single-phase overhead distribution line from the airport to the lighthouse to a new route along the roadside. Replaced distribution poles will be demolished and cut down at grade. New poles height and spacing shall match the existing settlement distribution system.

· Provision of guys and anchors at points where the overhead line changes direction.

· Provision of new underground primary distribution line from the settlement, along the existing road, to the Water Treatment Facility.

· Provision of a new 150-kilovolt-amp (kVA) pad-mounted transformer, 100-kilowatt (kW) engine generator, and 400-ampere (amp), 480-volt-alternating-current automatic transfer switch at the Water Treatment Facility. The sizes shall be verified by the DB Contractor during the design.

During the Construction phase, four (4) onsite meetings are anticipated. The DB Contractor’s PM, Superintendent, Quality Manager and Safety Manager shall attend all onsite meetings during construction.

Project Schedule The onsite construction phase shall begin no later than September 2024.

Major components for construction shall be on the barge transport scheduled for Summer 2024. Due to open sea surf conditions the barge can only access the dock during the summer months and is generally scheduled for August annually. The annual NPS-KALA barge will not be able to transport this project’s construction materials, supplies, and equipment. The DB Contractor is to secure a separate barge to meet the design and construction requirements. To fit within the constraints of the current berth at the Kalaupapa port, the barge shall have a maximum length of 226 ft, beam 58 ft and depth of 13 ft.

The DB Contractor must ensure construction materials, supplies and equipment are procured with sufficient time to start construction without delay. Major components with procurement lead times shall be identified to ensure Park operations and planning have all relevant information to include, but not limited to, quantities of material, size of shipping containers, number of construction vehicles, number of barges required to transport goods, and alternate transport plan to deliver the procurement of major components.

Procurement of major components are required to be available and staged 30 days prior to barge transportation date for an accurate inventory and inspection for invasive species prior to transport. The DB Contractor shall submit their biosecurity standard operating procedure to NPS for review at least 60 days prior to the items being transported to KALA. The DB Contractor shall be responsible to procure and secure construction materials, supplies and equipment. The NPS anticipates limited staging duration at the port prior to the loading date and time.

CO issues DB Start Work Notice Purpose:

Project schedule ensures adequate planning, coordinating, scheduling, and reporting of DB Contractor’s design and construction activities. Project schedule will assist DB Contractor and CO to monitor work progress, evaluate proposed changes, and process DB Contractor's monthly progress payment requests.

Software:

Latest version of Microsoft Project, Primavera Project Planner, SureTrak, or approved equal.

Schedule Development:

Project schedule shall cover the entire contract period. Late finish date is same as contract’s established completion date.

DB Contractor shall use Critical Path Method (CPM) with limited use of lead or lag durations between schedule activities. DB Contractor's project schedule shall consist of procurement activities (including mobilization, submittal, and fabrication and delivery of key and long-lead procurement items) and construction activities.

DB Contractor's project schedule shall consist of, but not be limited to, the following for each activity:

Identify activities and numbers numerically (maximum 5-digit). Number activities in increments of 10.

Concisely describe work represented by activity (maximum 48 characters). Avoid using non-standard abbreviations. Limit work related to each activity to one work trade.

Activity duration shall be in whole working days with maximum duration 15 work days each, unless otherwise approved by CO, except for non-construction activities including mobilization, shop drawing and sample submittals, fabrication of materials, delivery of materials and equipment, and concrete curing.

DB Contractor shall ensure project schedule includes own work and Subcontractor work.

Project schedule shall show sequence and interdependence of activities required for complete performance of work and shall be cost and resource loaded. DB Contractor shall ensure work sequences are logical and project schedule shows a coordinated work plan. Proposed durations assigned to each activity shall be DB Contractor's best estimate of time required to complete activity, considering scope and resources planned. Resource loading of each activity shall list personnel by labor category and equipment type, and capacity proposed to complete activity in duration shown. Include permit requirements and constraints. Consider and include seasonal weather conditions in planning and scheduling of work influenced by high or low ambient temperatures and wind and/or precipitation, to ensure completion of work within contract time.

Project Schedule Updates Monthly updates:

Monthly updates of project schedule shall be an integral part and basic element of estimate upon which progress payments shall be made under this contract. If, in judgment of CO, DB Contractor fails or refuses to provide schedule of values and complete schedule update or revision as specified hereinafter, DB Contractor shall be deemed to have not provided required information upon which progress payment may be made and shall be subject to retainage of a portion of the payment.

Narrative:

Include in report:

Brief description actual progress made during update period.

Actual and potential delaying activities.

Impediments to progress.

Issues related to inclement weather.

Progress toward established milestones.

Project float.

Brief description of work anticipated to be performed in next month.

Identify minor revisions to schedule for evaluation and accepted or rejected.

As work progresses, indicate Actual Completion percentage for each activity. If schedule update shows late finish date after contract completion date, at a minimum, include the following in narrative with submission:

Known delays.

Actions taken to get back on schedule.

Pending modifications.

Impediments or constraints affecting progress.

Progress Payments:

Update currently accepted construction schedule monthly. If DB Contractor fails to provide monthly updates or revisions to currently accepted construction schedule, a portion of monthly payment may be retained until updates/revisions made.

Time Impact Analysis for Contract Modifications, Changes, Delays, and Contractor Requests Requirements:

When contract modifications or changes are initiated, delays are experienced, or DB Contractor revises project schedule, DB Contractor shall submit to CO a written time impact analysis illustrating influence of each modification, change, delay, or DB Contractor’s request on the contract time.

Time Extensions: Activity delays shall not automatically mean an extension of contract time is warranted or due to DB Contractor. It is possible that modification, change, or delay will not affect existing critical activities or cause non-critical activities to become critical. A modification, change, or delay may result in only absorbing a part of available total float that may exist within an activity chain of the project schedule, thereby not effecting the contract time. Time extensions will be granted according with terms of contract.

Float: Float is not for exclusive use or benefit for NPS or DB Contractor. Extension of contract time is granted only to extent the equitable time adjustments to activity or activities affected by modification, change, or delay exceeds total (positive or zero) float available on a particular activity.
