About this file

This document contains questions and answers related to solicitation number 140P2022R0023 for rehabilitating the unsafe and failing electrical system at Kalaupapa National Historical Park. Key details include that the opportunity is a small business set-aside for Phase I, with bond and SF1442 requirements only applying in Phase II. Completed past performance evaluations from CPARS may be submitted in lieu of past performance questionnaires. Resumes should be included for personnel including a civil/water engineer, senior and mid-level electrical engineers, utility coordinator, permitting subject matter expert, and natural, cultural and historical subject matter expert. The utility coordinator will assist with operational agreements and communications between technical staff and park staff. No web folder will be provided by NPS for contractor submissions in Phase II. Existing environmental surveys may be leveraged but a subject matter expert is still required on the contractor team.

KALA-217676 Rehabilitate Unsafe Electrical System
QuestionsAnswersAmendment
1
1It calls for a bid bond or offer guarantee, on page 54 of 58, it appears to be only submitted/required in Phase II - is that correct assumption?Yes, that is correct.1
2As this is a small business set aside - do you want a letter from our bonding company showing our ability to bond a project of this size?No price-related information is required as part of Phase 1. In Phase 2, you will submit bond information. See response to question above.1
3SF1442 - Do we submit and SF1442 in Phase I including Section K to show that we are a small business? No, for Phase 1 per pages 51 and 56 of the solicitation, the contractor needs to submit a technical proposal only that addresses Factors 1-3. An SF- 1442 is not required for Phase 1. Section K only needs to be submitted if the offeror does not have an active registration in SAM. We will check your SAM registration for small business size status.1
4In the Experience of the General Contractor, it asks for SF330 forms, I noted that there are several examples on the internet, is there a specific format that the NPS wants? The SF 330 is included in the attachments of the solicitation titled, “B08_SF330-21.pdf”. Please use that form.1
5Under Factor 3, many Federal agencies do not provide Past Performance Questionnaires. Can we submit our CPARS for our project examples?Yes, the solicitation allows offerors to submit completed evaluations from the Contract Performance Assessment Reporting System (CPARS) in lieu of the Past Performance Questionnaire, if available. Reference Factor 3 and submittal process on Page 52 of the solicitation for more information.1
6I know this effort is for Phase I only, but under subcontractor percentage work sheets, in Phase II - would this be considered a construction services contract? 2) General construction. 85% maximum may be subcontracted to non-similary situated SubcontractorsYes.1
7What is the Utility Coordinator – we can’t find anything specific on what this individual should look like, and how this person is to support NPS Program requirements.

At a minimum, resumes for the following personnel will be included in the standard form 330:

• Civil/Water Engineer

• Sr. Electrical Engineer (Lead)

• Mid-level Electrical Engineer (support)

• Utility Coordinator (Support NPS Program requirements)

• Permitting SME

• Natural, Cultural, and Historical SME

• Mechanical Engineer

• Project Engineer

• Project Manager

• Job-Site Superintendent

• Quality Control Manager

• Safety ManagerThe Utility Coordinator's responsibility is to help with tracking topics and action items related to O&M service agreements and business transfer with the goal of HECO owning and operating the system after construction and also to support the technical designers with communication to Park Superintendent and Park staff to guide decision making.1
8On Phase II there are a lot of submittals, pay apps, meeting agendas, etc. Will the NPS have a web file folder set up like Army Corp of Engineers RMS program or is that something NPS would like the contractor to set up.No, please do not include any costs related to this in your proposal.1
9Given that a NEPA/HEPA EAs are being already prepared by NPS (via its compliance contractor), it seems like natural, cultural and historical surveys have or will shortly be prepared (by qualified SMEs) to support those documents. If this is the case, these surveys would likely be utilized to support our work on the preparation and processing of the conservation district use permit application (CDUA). As such, we were wondering if a natural, cultural and historical SME would really be needed as part of our team? Any clarification you can provide on this question would be much appreciated. The Park differs from other national park system units in that nearly all the land, marine areas, and improvements within its authorized boundary are not federally owned and are instead managed through cooperative agreements between the National Park Service (NPS) and other parties. The SME requirement is to improve team initiation and team building, foster positive relationship with agencies for quick resolution to unknowns, and communicate differences with technical expertise (all disciplines) between stakeholders related to discussions in Zones 2 and Zones 3, Key Focus Zone 3B .1
