Performance Work Statement (PWS) Solid Waste & Recycling Services Big Horn Canyon National Recreation Area – North District A. Objective This is a requirement for solid waste and recycling services within Big Horn Canyon National Recreation Area (BICA), located in Big Horn County, MT. Contractor shall provide timely collection and removal of solid waste and recycling services within the North District boundaries of BICA. These services shall include the subsequent disposal (e.g., at an off-site and state approved/licensed sanitary landfill or recycling center location) at no additional cost to the government.
Contractor shall ensure that visitors to BICA can quickly recognize the commitment of stewardship to BICA by way of the contractor’s careful attention to detail and dependable/high quality services. At all times the contractor and all contractor personnel and or subcontractors shall treat National Park Service staff and visitors with respect and courtesy.

*Options are not guaranteed and shall only be exercised at the Governments discretion.
Work shall be performed between the hours of 6:00 am and 6:00 pm, Mountain Time, unless otherwise approved in advance by the Government. Unless otherwise approved in advance, holidays will be handled as follows:
a) If a holiday falls on a Monday, pick-ups shall move to Tuesday.
b) If the holiday falls on a Tuesday, Wednesday, Thursday, or Friday, pick-ups shall move to the day before the holiday.
Holiday services that are approved in advance shall be at no additional cost to the Government. Government federal holidays can be found at Federal Holidays (opm.gov).

D. Requirements/Qualifications:
a. Requirements:
1. Dumpsters:
a) Contractor shall provide 12, three (3) or four (4) cubic yard dumpsters.
b) Contractor shall provide 4, 4-cubic yard dumpsters.
c) Contractor shall provide 3, 30 cubic yard roll off dumpsters.
i. One of which shall be for carboard recycling.
d) All Dumpsters shall be:
i. Bear proof
ii. Constructed for commercial use.
iii. The 3 & 4 cubic yard dumpsters shall have two lids for ease of opening/closing.
iv. The 30 cubic yard roll off dumpsters shall be roll-off dumpsters with full length lids for opening/closing.
v. Be able to withstand access by wildlife.
vi. Withstand wind from blowing them open.
vii. Be odor & pest resistant.
b. Qualifications/Standards:
1. Contractor shall provide adequate and qualified personnel to perform waste & recycling services in accordance with the PWS.
2. Contractor shall perform solid waste & recycling services; along with transportation and disposal, in accordance with applicable laws, regulations, standards, instructions, commercial practices, and as described in the PWS.
3. Contractor shall furnish all labor, equipment (fully operational), supervision, transportation, operating supplies, materials, and incidentals necessary to complete the work.
4. Contractor shall conform to all terms and conditions of PWS.
5. Contractor shall conform to all safety, sanitation, bear-proof operations, and customer services ensure all aspects of constituents are delivered to the Government.
6. Contractor is expected and encouraged to use innovative approaches to accomplish the services effectively and efficiently at a reasonable cost.
7. Contractor shall ensure that visitors to BICA can quickly recognize the commitment of stewardship to BICA by way of the contractor’s careful attention to detail and dependable/high quality services.
8. Contractor and contractor employees shall work as quietly and inconspicuously as possible while performing services.

a. Seasonal Adjustments:
1. Services include weekly collection and removal of refuse during the summer and winter visitor seasons and occasional (e.g., call when needed) service.
b. Changes in Collection Schedule:
1. The Government reserves the right to change the designated day of the week that collections are to be made.
2. Unless otherwise approved in advance, holidays will be handled as follows:
a) If a holiday falls on a Monday, pick-ups shall move to Tuesday.
b) If the holiday falls on a Tuesday, Wednesday, Thursday, or Friday, pick-ups shall move to the day before the holiday.
3. Contractor will be given 7-days’ notice of the collection day change.
4. Any other change to the collection schedule must be agreed to by both parties in writing and processed as a contract modification prior to any change in schedule.
F. Scope of Work:
a. Dumpsters and recycling containers shall be emptied as scheduled. Contractor shall collect and dispose of BICA solid waste & recyclable materials in a manner such that the bear-proof dumpsters are maintained in a sanitary manner, free of dirt, debris, odor, and pests.
b. Contractor shall take measures to prevent spillage of solid waste & recyclable materials during removal operations.
c. Contractor shall be responsible for all spills, materials, debris, etc., after collecting the waste and recycling prior to leaving the site.
d. Contractor shall pick up and remove all litter and waste on the ground within a 10-foot radius of each dumpster during collection.
e. Contractor shall completely empty each dumpster of all contents each time it is scheduled for pick-up.
f. After emptying each dumpster, the Contractor shall return the containers to their proper stations and ensure each dumpster is in an upright position with the lid securely in place and closed, and the bear lock system is engaged.
g. Contractor shall report any waste or recyclable materials that was not properly inserted into the dumpsters to the Contracting Officer Representative (COR). Contractor will not be responsible for waste and recycling materials not properly inserted into the containers.
h. Contractor Vehicles:
1. Contractor shall provide all vehicles that are appropriate for the type and style of dumpster.
2. Contractor shall be responsible for the maintenance of all vehicles necessary to perform the services outlined in the PWS.
3. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicle.
4. Contractor shall keep vehicles clean to present a neat and reputable appearance.
5. All vehicles shall be registered, licensed, insured, and operated in accordance with all applicable local, state, and federal regulations by licensed and qualified drivers.
6. All vehicles used in the performance of waste & recycling services shall be in operable condition in accordance with all applicable, local, state, and federal safety regulations.
7. Vehicles to be found unsafe and or unable to function as designed, shall be restricted from entering BICA.
8. Contractor shall not conduct repairs within BICA.
9. The Government may inspect the contractors’ vehicles at any time and may direct the removal of any unsafe or objectionable vehicle from BICA.
10. Contractor shall supply all necessary equipment of the size and type needed to provide the services outline herein.
11. Equipment shall be outfitted with the proper safety and noise limiting devices to maintained to safe operations.
12. Equipment shall be an enclosed compaction type collection truck designed to prevent loss of waste & recyclable materials in transit.
i. Disposal:
1. At no time shall the contractor make any disposals within BICA boundaries.
2. Contractor shall transport and dispose of all solid waste at a licensed off-site location selected by the contractor.
3. Contractor shall dispose of all recyclable materials at an off-site recycling center.
4. Disposals shall be in accordance with existing local, state, and federal regulations.
5. Contractor shall be responsible for all permits or fees associated with disposal at any and all off-site disposal locations.
j. Vehicle Weight & Ticked Reporting:
1. All vehicles utilized in the collection of waste & recyclable materials shall be weighed on state certified scales at the disposal facility.
2. Incoming and outgoing vehicle weights shall be recorded on weight tickets to determine the amount of waste/recycling (e.g., tonnage) collected within the boundaries of BICA’s North District.
3. Vehicle weights shall be recorded on machine printed weight tickets provided by the operator at the weigh station.
4. Empty vehicle weights shall be on record at any and all disposal locations, and with the COR and Contracting Officer.
5. Contractor shall submit to the COR and Contracting Officer the vehicle weight (complete receipts bearing the name, address, and telephone number of the receiving facility) for every load of materials recycled or disposed of.
6. Weight totals shall be tallied monthly in the Solid Waste and Recycling Report and submitted with the Contractor’s invoice.
k. Reports & Records:
1. Contractor shall provide a monthly Solid Waste and Recycling Report to the COR and Contracting Officer no later than the fifth working day of the month, following the month services were rendered.
2. For Solid Waste: the report shall include the total tonnage of waste collected and disposed of and shall indicate the specific place of disposal (e.g., incinerator, sanitary landfill, or other disposal location). If specific areas of county landfills are designated, this shall be notated.
3. For Recyclables: the report shall show the total weight of each type of recyclable material collected and the gross proceeds received for recyclable sales per type of material.
l. Safety & Protection
1. All contractor personnel shall use approved safety equipment appropriate for the contract work being performed and shall comply with OSHA Safety & Health standards.
2. Contractor shall immediately notify the National Park Service Law Enforcement (by dialing 911) of any and all accidents to which contractor personnel are a party or witness to; and, of any and all accidents involving contractor personnel, vehicles, or equipment providing services on this requirement.
3. For contract-related emergency issues, the contractor shall contact the COR who will be designated at the time of award, or the Contracting Officer.
4. Contractor and all personnel shall confine all activities to the specific areas where the services are to be performed. Damage to, or destruction of, any structure or natural feature by the contractor or contractor personnel shall require repair or replacement to the Governments satisfaction at the Contractors expense, as directed by the Contracting Officer.
5. It shall be the Contractors responsibility to ensure that any and all articles found by contractor personnel are turned into the Government for recording and proper disposition. Items shall be turned in within one business day at the time they are found.
G. Key Personnel:
a. Contractor shall provide and keep current a point of contact list, including name, title, phone number, and email (if applicable) for the following:
1. Emergency Contact for the hours of 6:00 am and 6:00 pm, Mountain Time
2. Emergency Contact for the hours of 6:00 pm and 6:00 am, Mountain Time
3. Contract Administration Contact
4. Billing/Invoicing Contact
5. Solid Waste & Recycling Issues Contact
H. Quality Control & Quality Assurance
a. The Contractor shall be responsible for the quality and accuracy of all work performed.
b. The Government is responsible for quality assurance.
c. This is a performance-based requirement.
d. The Government will monitor the contractor’s performance in accordance with the Quality Assurance Surveillance Plan (QASP) to ensure that the waste & recycling services comply with the PWS.

Section F Maintenance of all equipment & dumpsters in good, workable condition.
Trucks and contractor provided containers should be washed and reasonably free of odors/pests/wildlife.
Visitors & staff can open and shut dumpster doors with normal effort.
A defective unit is one that can’t be used with normal effort by a person; bear latches that do not secure properly, or it does not seal properly to contain odors/smells. Odors/smells are not noticeable by adjacent activities (e.g., boat launches, campsites, picnic areas, etc.)
Defective dumpsters are removed immediately for repair and replaced with one working day upon notification or discovery.

f. The above table relate directly to mission essential items. The performance requirements and standards describe the minimum acceptable level of service required for each Task listed. All are critical to mission success.
g. Quality Control/Work Plan:
1. Contractor shall develop and submit with their quote, a quality control program to ensure continuous, cost effective, and efficient collection and disposal of BICA North District waste & recycling materials.
a) This plan should include:
i. List of equipment to be used and shall include a detailed description, etc.
ii. List of vehicles to include a description, make, model, size, type, etc.
iii. Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.
h. Service Summary:
1. Acceptance of services performed shall be based on compliance with the Performance Standards.
2. Non-compliance with the PWS and Performance Standards may constitute unsatisfactory performance evaluations and will require a corrective action plan to correct deficiencies.
3. Repetitive or continuous failure to meet the contract requirements may result in termination of the contract.
