1.0 PROJECT INTRODUCTION
Park Acronym and PMIS Number: PEVI 272171 Project Title: Rehabilitate Failing Upper Plaza Perry’s Victory & International Peace Memorial
1.1 Procurement Approach Comment by Halter, Joseph E: Section 1.1 will be contained in sections L and M of the solicitation.
This project will be delivered using a Fixed Price-Best Proposal (FAR 16.403-2) where price proposals must be less than or equal to the stipulated ceiling price to be responsive. Offerors are permitted to base their technical and price proposal on any acceptable design approach that provides all the base technical requirements listed in Section 1.6. All of the requirements must be incorporated into the proposed design approach to constitute a responsive technical proposal. There is also a list of betterments in Section 1.6 that may be included to enhance the technical proposal’s value. The award will be based on the best value portrayed by furnishing the base requirements for the proposed design option and any proposed betterments within the ceiling price. The government’s objective is to get the maximum amount of scope for the available funding.
A modified 2-Step approach to the procurement will be taken to accommodate the Fixed Price-Best Proposal award. The first step will entail the submission of a Statement of Qualifications and a narrative of the proposed design approach. Confidential one-on-one meetings will be held with those proposers who meet the required qualifications and past experience. The meeting will be to discuss the proposer’s approach to completing the design and construction of the project. The one-on-one meeting will furnish an opportunity to gain clarifications on the specific design approach as well as for the government to better understand each offeror’s technical approach before a significant investment is made in preparing the material required in the Step 2 Technical and Price Proposal.

1.4 Location
This project is located at 93 Delaware Avenue, Put-in-Bay, Ohio. This site is situated on South Bass Island in Lake Erie and is approximately two miles from the mainland.
1.5 Background
The Upper Plaza and supporting structure have experienced deterioration in part due to failed waterproofing, condensation, water penetration, and freeze-thaw damage that has compromised its structural integrity. A structural assessment indicated that the condition of the Upper Plaza structure could no longer support the designed live load, resulting in the closure of the Upper Plaza to large groups since 2006. In addition, Upper Plaza finishes have been altered in recent years due to short-term maintenance projects, the planters are devoid of landscape material, and the plaza no longer reflects the historic intent of the Memorial. There is no dedicated route to access the Lower Plaza or Upper Plaza as defined by the Architectural Barriers Act Accessibility Standards (ABAAS).
1.6 Description
This project will reconstruct the structure supporting the Upper Plaza and the associated waterproofing of the structure while being sensitive to the historic design intent. Interior spaces below the Upper Plaza will be modified to the extent possible given the current budget to meet current needs, satisfy current code requirements, and improve functionality. Public restrooms and exterior plaza spaces will be made compliant with ABAAS. Building systems will be installed to meet current demands and address condensation issues below the Upper Plaza and underside of the tower domecolumn rotunda. The Upper Plaza finishes will be restored by reusing historic materials to recreate the paving pattern, stairs and parapet walls to historic design intent. The sSurface finishes at the Lower Plaza will be removed and reset to address tripping hazards. Accessible routes shall be installed to access the Lower Plaza and Upper Plaza. The surrounding parking area and sidewalks will be moved outside of the primary viewshed and provide improved visitor access to the Memorial. Restoration of Tthe vegetation at the perimeter berm and within the planters of the Upper Plaza will be restored to strengthen the historic integrity of the Memorial. Fire alarm systems and security systems will be improved for safety. Comment by Garton, Mackenzie K: Hugh O'Grady: "Where is the scope defined?"
MKG: Need to better delineated where project stops. Herb - we should chat about this and how we define where the HVAC scope stops… i.e. if the leak investigation provides more detail on the requirements of HVAC in the monument, does the scope of this end at the elevation of the bottom of the rotunda, tying in to the old system/ducts/vents and we size the HVAC system according to the recommendations, but any additional work in the monument (adding ducts/vents etc) would be a different project?
The project’s ultimate design approach will be determined by the successful design-builder. As such, this procurement is dependent on the competing design-builders' ability to propose design concepts that meet the following key technical requirements (1-7 below) within the available budget. The paramount mission of this project is to rehabilitate the failing upper plaza and allow visitors back on to the plaza, which ties in closely with how to achieve this structurally from below.
The key requirements are:
1. Repair, retrofit, or replace the structure supporting the Upper Plaza to meet current building code loading requirements.
2. Waterproof the structure supporting the Upper Plaza to prevent future deterioration of the structure.
3. Repair, retrofit, or replace mechanical and utility systems to meet current code requirements, deficient conditions, and present-day needs. Including upgrading the HVAC systems for current demands and addressing condensation issues in the memorial. Provide code-compliant, appropriate spaces for mechanical and utility systems beneath the Upper Plaza.
4. Remove, salvage, preserve, and reinstall the historic fabric of the upper and lower plazas. Provide new matching granite pavers to restore the historic paving pattern, provide drainage, and remove tripping hazards during re-installation.
5. Include ABAAS accessibility from parking to lower and upper plazas and restrooms.
6. Minimize non-historic, visual impacts to the memorial viewshed from the park visitor center by incorporating any new, large structures such as maintenance access to the lower level, restrooms, or access ramps on the east side of the memorial.
7. Maintain the aesthetics of the symmetrical landscape and structure.
A best-value selection will be made based the effectiveness of the solution on the key technical requirements above. Betterments are encouraged if they are feasible to do within the available budget. NPS is the sole judge of what constitutes a “betterment.” If the offeror is unable to propose any betterments within the available budget, it should state that. The following is the list of currently identified betterments. The importance of the respective betterments is shown in descending order of importance with the most favorable at the top of the list and reducing in importance to the bottom. Comment by Halter, Joseph E: Betterments should become priced options.
1. Replace restrooms with ABAAS-compliant restrooms Comment by Garton, Mackenzie K: Should rephrase to meet design standards. In D&C meeting today, Cherie Shepard mentioned that the ICC codes tend to be more stringent and incorporates a lot of ABAAS and ABAAS specific will only govern where there aren't requirements outlined in ICC. Check linked to design standards and all three are listed under Accessibility and Universal Design.
2. Provide a connection of north-south access on the east side of the memorial to the south seawall sidewalk for maintenance vehicles.
3. Reconfigure lower-level interior spaces to meet current maintenance needs, improve functionality, and meet ABAAS.
a. Provide a minimum of 10,000 SF of dry storage space.
b. Maximize dry storage space.
c. Provide increased headroom for storage areas beneath the monument.
d. Provide usable, conditioned spaces.
i. Provide one office space
ii. Provide men’s and women’s staff locker room space with a private restroom
iii. Provide locked storage space
4. Remove the existing parking area and provide an ABAAS-accessible landscape to the lower plaza. Provide additional parking to the east and west of the memorial along Bay View Ave (OH State Route 357) with ABAAS-compliant accessibility to the memorial.
5. Provide north-south pedestrian access on the west side of the memorial connecting north and south sidewalks.
6. Replacement of removed vegetation around the perimeter berm with new low-growing landscape plantings.
1.7 Schedule
The period of design and construction performance is intended to be competitively rated with preference being given to shorter schedules that minimize impact on the park during construction. The schedule must be realistic to allow for NPS input and review during design, and the logistics for construction seasons (island is not accessible all year round) and working on an island. The island ferry typically starts running in mid-March (St. Patrick’s Day) and runs until the winter shuts it down. The official close is early December, but it will continue to run on a limited schedule pending weather. There is the availability of flying there if the winter is mild. Residents stay on the island during the winter, but there are limited facilities open for visitors. Living and working on the island during the winter will take pre-planning. Refer to Section on Special Construction requirements for more details on work hours and restrictions.

Submit DB Design Development (DD) Documents Allow 15 calendar days after submitting DB SDD for NPS review. Comment by Garton, Mackenzie K: Hugh: "After receiving DB Schematic Design Documents review comments, address and incorporate comments in DB Design Development Documents."
MKG: I looked into this more because it would seem its applicable to every submittal. I added language based on the more explicit procedures listed in the requirements for the designs below. Basically we should be receiving a draft for review and they should be incorporating the review comments for every phase of documents with the exception of the DDs, where they move from the draft DD into the draft CDs and there is no final DD submittal, hence the language in the 100% draft CD to incorporate the DD comments.

· Additional data to be provided to the selected design-builder when ongoing investigations are completed:
· DSC is contracting 3D scans and HAER documentation (some combination of measured drawings, photographs, and/or a historic report) of the pedestrian plaza and undercroft. This will be provided upon completion for use in design, completion will likely following selection.
· WJE is collecting data on environmental related water leakage from within the concrete monument walls which may result in recommendations that would affect the design of the HVAC system. Any data and recommendations relevant to the HVAC system will be provided for use in the design upon completion of the study. It is likely the study will be completed following selection. Comment by Kupfer, Herbert: @O'Grady, Hugh M since this report is still in progress, I don't think we can provide it to the bidders. Also, fixing leaks is out of scope for the Upper Plaza project (for now). Comment by Garton, Mackenzie K: I'm going to chat with Hugh about this a little more. I think the concern is any recommendations on the HVAC system that come out of that report. Can we treat this with similar language to the 3D scan and HAER which I'm guessing won't be completed in time for the RFP, but will be useful to the selected designer? Seems like the Eureka SOO example did something similar with a forthcoming modelling study.
All contractors will acknowledge in writing to the Contracting Officer that all documents shall beare permanently deleted if not selected for this award.
The data and materials provided are for reference, background information and data. Surveys, tests, and reports will require verification, ground-truthing, and potential redo as needed for the DB team to become the Designer of Record.

Fully develop construction portion of project schedule and submit to Contracting Officer on NPS/DSC SharePoint Project website before Preconstruction meeting or construction begins. Update project schedule monthly throughout contract period until project substantial completion. Status date of each schedule update shall be 10 days before progress payment request date.
Construction work cannot begin until Government approval is obtained for either:
· Entire set of 100% Complete DB Construction Documents.
· Fast track construction: 100% Complete DB Construction Documents affecting work to be constructed.
Purpose: Project schedule ensures adequate planning, coordinating, scheduling, and reporting of DB Contractor’s design and construction activities. Project schedule will assist DB Contractor and Contracting Officer to monitor work progress, evaluate proposed changes, and process DB Contractor's monthly progress payment requests.
Software: Latest version of Microsoft Project, Primavera Project Planner, SureTrak, or approved equal.
Schedule Development: Project schedule shall cover entire contract period. Late finish date is same as contract’s established completion date.
DB Contractor shall use Critical Path Method (CPM) with limited use of lead or lag durations between schedule activities. DB Contractor's project schedule shall consist of procurement activities (including mobilization, submittal, and fabrication and delivery of key and long-lead procurement items) and construction activities.
DB Contractor's project schedule shall consist of, but not be limited to, the following for each activity:
· Identify activities and numbers numerically (maximum 5-digit). Number activities in increments of 10.
· Concisely describe work represented by activity (maximum 48 characters). Avoid using non-standard abbreviations. Limit work related to each activity to one work trade.
· Activity duration shall be in whole working days with maximum duration 15 work days each, unless otherwise approved by Contracting Officer, except for non-construction activities including mobilization, shop drawing and sample submittals, fabrication of materials, delivery of materials and equipment, and concrete curing.
DB Contractor shall ensure project schedule includes own work and Subcontractor work.
Project schedule shall show sequence and interdependence of activities required for complete performance of work and shall be cost and resource loaded. DB Contractor shall ensure work sequences are logical and project schedule shows a coordinated work plan. Proposed durations assigned to each activity shall be DB Contractor's best estimate of time required to complete activity, considering scope and resources planned. Resource loading of each activity shall list personnel by labor category and equipment type, and capacity proposed to complete activity in duration shown. Include permit requirements and constraints. Consider and include seasonal weather conditions in planning and scheduling of work influenced by high or low ambient temperatures and wind and/or precipitation, to ensure completion of work within contract time.
Project Schedule Updates
Monthly updates: Monthly updates of project schedule shall be an integral part and basic element of estimate upon which progress payments shall be made under this contract. If, in judgment of Contracting Officer, DB Contractor fails or refuses to provide schedule of values and complete schedule update or revision as specified hereinafter, DB Contractor shall be deemed to have not provided required information upon which progress payment may be made and shall be subject to retainage of a portion of the payment.
Narrative: Include in report:
· Brief description actual progress made during update period.
· Actual and potential delaying activities.
· Impediments to progress.
· Issues related to inclement weather.
· Progress toward established milestones.
· Project float.
· Brief description of work anticipated to be performed in next month.
· Identify minor revisions to schedule for evaluation and accepted or rejected.
As work progresses, indicate Actual Completion percentage for each activity. If schedule update shows late finish date after contract completion date, at a minimum, include the following in narrative with submission:
· Known delays.
· Actions taken to get back on schedule.
· Pending modifications.
· Impediments or constraints affecting progress.
Progress Payments: Update currently accepted construction schedule monthly. If DB Contractor fails to provide monthly updates or revisions to currently accepted construction schedule, a portion of monthly payment may be retained until updates/revisions made.
Time Impact Analysis for Contract Modifications, Changes, Delays, and Contractor Requests Requirements: When contract modifications or changes are initiated, delays are experienced, or DB Contractor revises project schedule, DB Contractor shall submit to Contracting Officer a written time impact analysis illustrating influence of each modification, change, delay, or DB Contractor’s request on the contract time.
· Time Extensions: Activity delays shall not automatically mean an extension of contract time is warranted or due to DB Contractor. It is possible that modification, change, or delay will not affect existing critical activities or cause non-critical activities to become critical. A modification, change, or delay may result in only absorbing a part of available total float that may exist within an activity chain of the project schedule, thereby not effecting the contract time. Time extensions will be granted according with terms of contract.
· Float: Float is not for exclusive use or benefit for NPS or DB Contractor. Extension of contract time is granted only to extent the equitable time adjustments to activity or activities affected by modification, change, or delay exceeds total (positive or zero) float available on a particular activity.

Prepare Class C Uniformat Construction Cost Estimate for each Schematic Design Alternative utilizing the Class C Uniformat Construction Estimate template.
Conduct Value Methodology (VM)
Value Methodology exercises that occur at the conceptual/schematic stage of project development must consider project scope, needs, alternatives, and cost. All the various solutions or alternatives available to meet the identified need are considered and a preferred alternative is selected. Recommendations provided by the methodology to develop the selected alternative have a high probability of being included in subsequent stages of project development. At the conclusion of the exercise, project scope is well defined and major activities required for further project development have been identified.
· A Value Methodology Exercise may take several forms: Classic single, multi-day study and report focused on proposals to improve the conceptual/schematic design,
· Study designed to select a preferred alternative from a broad range of alternatives, or
· Study combining both approaches.
These exercises/studies will be guided by and targeted on high-cost centers from a project cost model and how to improve performance and/or reduce cost for the project. Alternatives should be considered on all major cost centers. Life Cycle cost should be considered where possible. Evaluation methods should allow benefit-cost comparisons and decision-making.
Final submission of the Value Methodology Report will be made with the Schematic submission to the Investment Review Board (IRB). As the use of Value Methodology has grown within the National Park Service, the Value Methodology Program Office (VMPO) has standardized the reports, templates, and guidance for use in all NPS projects. Contact the VMPO at value_methodology@nps.gov.
