About this file

This is a Statement of Work for the Yellowstone National Park Canyon Village Wastewater Treatment Plant PLC and HMI system upgrades. The National Park Service requires the replacement of an obsolete Programmable Logic Controller (PLC) and modernization of the Human Machine Interface (HMI) system currently installed in 2011, which operates on an unsupported Windows CE platform using Phoenix Contact's Think and Do Software. The existing system comprises three nine-slot Automation Direct D2-09B-1 racks with a WinPLC CPU, housing 7 discrete output cards (60 outputs), 4 discrete input cards (48 inputs), 2 analog input cards (13 inputs), and 1 analog output card (5 outputs). The current HMI consists of 26 operator interface screens containing over 400 address tags that control plant operations and data collection.

The awarded contractor shall develop a fully functional ladder logic-based program that replicates current system capabilities using Automation Direct's latest "Do-More Designer" and "C-More" software. The contractor must utilize the existing CM5-T15W touchscreen HMI's current layout and design to ensure seamless transition for personnel. The Park Service will provide all operational programs, supporting documentation, and replacement hardware components including a new CPU and ERM cards. Deliverables include a fully programmed and tested operational package loaded on NPS equipment, live function and operation tests performed with park personnel assistance, one digital copy of operational programs, and one digital copy of all schematics, as-builts, and address tags. The period of performance requires completion of all work no later than November 1, 2026.

Yellowstone National Park Canyon Wastewater Treatment Plant PLC & HMI Program Upgrades

The National Park Service (NPS) Yellowstone National Park has identified a requirement to upgrade the Programmable Logic Controller (PLC) and Human Machine Interface (HMI) systems at the Canyon Village Wastewater Treatment Plant. This project involves replacing obsolete and unsupported hardware components and modernizing the control software to ensure improved reliability, maintainability, and long-term operational sustainability. The upgraded system shall also provide secure and seamless communication capabilities with current Yellowstone National Park infrastructure, ensuring compatibility with existing network standards and supporting future technology integration.

Current System Overview:

The existing industrial control system was installed in 2011 and operates utilizing Phoenix Contact’s Think and Do Software. This system is running on a Automation Direct H2-WPLC3 (WinPLC) CPU, on the obsolete and unsupported Windows CE platform. The system's Flow Logic program is comprised of over 40 flowcharts (programs and subroutines) with various functions including timers, counters, PID loops and mathematical functions.

Programable Logic Controller (PLC):

The PLC hardware setup includes 3, nine-slot Automation Direct D2-09B-1 (DL 205) racks, housing the WinPLC CPU, H2-ERM, H2-EBC modules, and multiple discrete and analog input/output cards. Specifically, the configuration consists of 7 discrete output cards (60 outputs), 4 discrete input cards (48 inputs), 2 analog input cards (13 inputs), and 1 analog output card (5 outputs). All Racks, Cards and wiring are in proper working order and shall remain in service.

Human Machine Interface (HMI):

The HMI program consists of 26 individual operator interface screens containing over 400 address “tags” that communicate with and control the PLC operation. This user interface is critical for the plant's operation, management, monitoring and data collection functions. The existing HMI was recently upgraded to an Automation Direct CM5-T15W touchscreen and will remain in service.

Upgrade Requirements:

The Park Service will provide the Awarded Contractor with the operational programs and all supporting documentation of the current system build.

The Park will provide all necessary replacement hardware components.

· New CPU

· ERM Cards The awarded contractor shall develop and provide a fully upgraded and functional ladder logic-based program that replicates the current system's operational capabilities. The contractor shall utilize the existing HMI’s layout and design. Utilizing the current design and layout will allow for a streamlined transition to the new interface for personnel familiar with the current version. These newly created programs shall be created using the latest version of Automation Directs “Do-More Designer” and “C-More” software ensuring compatibility and future support.

Solicitation Requirements:

1. Awarded contractor shall provide fully functional Ladder Logic programming package loaded with Park Service owned equipment.

2. Perform live function and operation tests, with the assistance of park personnel, to the satisfaction of the owner's representative

3. Submit 1 digital copy of each newly created operational program to the owner’s representative

4. Submit 1 digital copy of all schematics, as-builts, and address tags of the newly created operational programs to the owner’s representative.

Period of Performance:

All work Shall be completed no later than November 1, 2026
