About this file

This is a Request for Information (RFI) Log documenting vendor questions and National Park Service (NPS) responses for the Canyon Wastewater Treatment Plant PLC and HMI Program Upgrades at Yellowstone National Park, dated May 15, 2026. The project involves upgrading the existing Think & Do V.8 PLC system to Do-More Designer V.1.0 running on a government-furnished Automation Direct H2-DM1E CPU, along with updating the HMI program on existing CM5-T15W hardware. The NPS will provide three pieces of hardware (H2-DM1E CPU, H2-ERM100 Ethernet Remote Master, and two H2-EBC100 Ethernet Base Controllers); the contractor is responsible for installing this hardware with no rewiring or field terminations anticipated. The system consists of three backplanes with one remote rack located approximately 500 feet away, controlling an aerated lagoon wastewater treatment process with flocculators, clarifiers, and multimedia sand filtration.

The awarded contractor must convert all existing ladder logic from the legacy system, recreate approximately 26 HMI screens and 400+ tags to match current functionality, perform full operational validation, and deliver PDF documentation of all ladder logic with tags and descriptions plus electronic copies of both PLC and HMI programs. The wastewater plant will be shut down for approximately one week between October 31 and November 30, 2026, to facilitate the upgrade and testing. The NPS will provide all available existing documentation including program files, hardware photographs, and network configuration settings, though no legacy programming software is available. The project includes basic alarming functions, some instrument calibrations, and Site Acceptance Testing (SAT) to verify the new system looks and operates similarly to the existing system. Payment will be made upon completion and acceptance of services through ACCP in accordance with DOI contracting procedures, with no progressive Net 30 terms, payment or performance bonds, or bid bonds required. Award is anticipated one to two weeks after the quote due date of June 1, 2026.

The system contains basic alarming actions (high/low levels, generator failure, low soda ash Etc.) there are no specific audit/trend/reporting requirements.
23
The provided Department of Labor hourly rate schedule does not provide a rate for an automation engineer. Which hourly rate should be used for this project as we are expecting to utilize a Senior Automation Engineer.
Since the DOL hourly rate schedule does not include a specific labor category for “Automation Engineer,” vendors should utilize the hourly rate associated with the labor category that most closely aligns with the duties, experience, and qualifications of the proposed Senior Automation Engineer personnel.

Please ensure the selected classification is appropriately justified and consistent with the level of effort required under the scope of work.

2) 1 ea. H2-ERM100 Ethernet Remote Master

3) 2 ea. H2- EBC100 Ethernet Base Controller All other hardware is ETR

31
Should the new PLC program be integrated with an existing SCADA system, or is communication required only with the local HMI?
HMI only, currently this system is stand alone with no network connectivity outside the plant.
32
Please provide recent photographs of the existing PLC control panels, remote I/O panels, communication modules, and the local HMI installation.
Yes, photos of the HMI screens and photos of the 3 PLC Racks with Cards and HMI display will be available.

These will be provided.
34
Since the existing HMI hardware (Automation Direct CM5-T15W) has already been installed and will remain in service, please clarify whether the HMI scope is limited to updating the existing C-more project by remapping tags and communication settings, while retaining the current screen layouts, graphics, alarms, trends, and navigation.
The expectation is the awarded contractor update the PLC program from Think & Do to Do-More and then update the existing HMI (replaced in June of 2024) with similar functionality to the existing screens that are currently operating. Retaining the current screen layouts, graphics, alarms, trends, and navigation is critical future operational functionality. The existing programs for the PLC and HMI will be made available, but not the programming software.
35
Alternatively, please confirm whether a complete redevelopment of all 26 HMI screens and more than 400 tags in C-more is required.
Because the Conversion from Think & Do to Do-More, the expectation is the screens and tags will have to be recreated.
36
Is the existing C-more project file available and does it exactly match the HMI currently in operation?
Yes.
37
Are all alarms, trends, data logging, recipes, and user security settings required to be retained?
Yes
38
Will any new screens, graphics, tags, or functionality be added as part of this project?
No
39
Are there any known issues with the current HMI application that should be corrected during the upgrade?
No
40
Is the contractor expected to perform only tag remapping and communication updates, or a full validation of all HMI functions?
Full Operational Validation will be required
41
Will historical data files and alarm history need to be preserved?
No
