About this file
This document is Appendix A of a Performance Work Statement detailing fueling operation requirements at Libby Army Airfield for IMCOM. The contractor must provide aviation fuel to various military aircraft including units 2-13th, 214th, 139th, TDY units, Government Contracted Carriers, and other U.S. Government agency aircraft, excluding civil aircraft.
Key operational requirements include: fuel delivery using "overwing" or "single point" nozzles, maintaining defuel event logs, employing operators with Class A CDL with tanker and hazmat endorsements, coordinating with the COR for defueling operations and equipment maintenance, conducting DLA/HQ IMCOM quality assurance evaluations, processing fuel test samples, providing Aqua-Glo and Millipore test kits, obtaining DD Form 1898 fuel receipts, and refueling in-place lift stations and generators. The contractor must adhere to flightline safety procedures and cannot attach nozzles to commercial aircraft due to liability concerns. The government acknowledges that when POL services are provided to in-place generators, flightline/aviation support will be limited due to operational constraints.

Provide aviation fuel to aircraft at Libby Army Airfield including but not limited to 2-13th, 214th, 139th, TDY unit aircraft, Government Contracted Carriers, and other U.S. Government agency aircraft. This does not include civil aircraft. Fuel Operators will deliver fuel to customers on various locations on the flightline, using “overwing” or “single point” nozzles. Due to liability purposes contract personnel will not attach a nozzle to commercial aircraft. Overtime requirements must be coordinated in advance with the COR, require KO approval and contractor concurrence.
2.1 The contractor shall coordinate with COR for tenant/non-tenant unit requests to defuel and stored fuel due to the fuel chain of custody and the volume of fuel to be defueled and storage requirements.
Contractor will perform a visual fuel sample test to ensure there isn’t a fuel contamination issue. At NO time will contaminated fuel be defueled. Defueling operations are to be coordinated and approved by the COR prior to commencement.
2.2 The contractor shall track and maintain Fiscal Year log for defuel events to include the following data: Date, Unit, Aircraft tail number, Amount of fuel downloaded, Start time, End time, and When fuel was transfer back to unit.
2.3 Tanker trucks are to be operated only by contracted personnel who possess a CLASS A CDL, WITH A TANKER AND HAZMAT ENDORSMENT that have been fully trained.
2.4 Notify the Contracting Officer’s Representative (COR) when equipment is OTS for maintenance or as needed. This can be accomplished via phone or email to ensure equipment availability and mission needs are synchronized.
2.5 The contractor will adhere to all flightline driving requirements, communications, and safety procedures.
2.6 Conduct annual DLA/HQ IMCOM Quality Assurance Evaluation inspections. Current checklists will be provided by the COR or Airfield Manager and executed as directed by the contractor.
2.7 Process and ship fuel test samples within established LRC procedures.
2.8 Contractor shall obtain and provide Aqua-Glo and Millipore test kits.
2.9 Contractor shall obtain and provide DD Form 1898 (Fuel Receipt). Forms can be obtained via email to J63E DLA Document Services Navy Forms DD1898 <dd1898-forms.docsvcs@dla.mil>. There is no associated cost other than labor to request the forms.
2.10 The contractor shall with approval/coordination of the COR refuel in-place lift stations and generators. The Government acknowledges that when POL is providing services/fuel to in place generators (TD-11), fuel support to the flightline/aviation will be limited or suspended, due to the hours of operation and manpower. It is not expected that POL provide simultaneous support. The government will deconflict mission priorities.
