About this file
This document is Attachment 5 of AFI 65-118 (Air Force Instruction), providing an example template of business rules for use with footnotes 2A and 2B in Air Force Interagency Purchase Requests (MIPRs).
The template establishes four key business rules governing MIPR transactions. Rule A specifies that the Air Force anticipates monthly billing from the performing agency unless an alternate billing schedule is provided via DD Form 448-2 or the contract award document. Rule B grants the Air Force the right to cancel, modify, or terminate the agreement, with the Air Force responsible for costs incurred prior to cancellation and negotiable termination costs; the parties may use alternate dispute resolution for disputes. Rule C provides required contact information for three parties: the Program Manager (Josh Stifter), the Resource Advisor/Resource Manager (Scott Kunzler), and the Accounting and Finance Office (75 CPTS/FMAS), including complete mailing addresses, email addresses, and telephone numbers. Rule D establishes that the Business Event Transaction Code (BETC) for the order is DISB (Disbursement), to be provided on DD Form 448-2, Block 13, and notes that most MIPR transactions to assisting agencies are disbursements, with guidance to consult the RA/RM for alternative codes. This is a template document designed to standardize business rules across Air Force interagency purchase requests.
