About this file
This is Amendment 0001 to Solicitation W519TC-26-R-0024, issued by Army Contracting Command – Rock Island on May 27, 2026. The amendment updates proposal submission procedures and incorporates a previously omitted document for a Firm Fixed Price supply contract.
The solicitation is directed exclusively to Pacific Scientific Energetic Material Company (PacSci) and seeks production and delivery of DODIC items, specifically MU26 and MU27 ammunition products. Proposals must be submitted electronically via DoD SAFE to three identified email addresses: Ms. Emily Kundel (PCO), Ms. Aly Bigham, and Ms. Caitlyn Smith. The amendment modifies Section L.1.4 and L.2.3 to clarify that DoD SAFE is the mandatory submission method; mail and hand-carried proposals will not be evaluated. Offerors must request DoD SAFE links from Contract Specialists and confirm receipt with the PCO by the solicitation closing date. The amendment also incorporates Exhibit A—Contract Data Requirements List (CDRLs), which was inadvertently omitted from the initial SAM.gov posting. Evaluation will be conducted using a tradeoff source selection methodology without discussions unless deemed necessary. Award will be based on three evaluation factors: Technical (Qualification Acceptance Package and Proposed Schedule), Past Performance (Previous Production and Delivery Schedule and Adverse Past Performance), and Price. PacSci must submit a Work Breakdown Schedule with milestones and task durations, provide current delivery schedules for similar items, disclose any performance problems or terminations for default within three years, and complete a provided Price Matrix with firm fixed unit prices for two contract line items (CLINs 0001 and 0002). All proposals must include signed acknowledgment of the solicitation and amendments.
