EXECUTIVE SUMMARY
SEH Engineers, Inc. contacted Shannon & Wilson to assist with a supplementing the water available to the La Posa Plains, Tyson Wash RV camp which is located on Bureau of Land Management (BLM) property located roughly 125 miles west of Phoenix, AZ (Figures 1 & 2).
Our efforts included the drilling, construction, and capacity testing of one well, advanced to approximately 680 feet deep. We performed visual descriptions of retrieved cuttings samples from the boring.
Based on the results of our field efforts, we offer the following observations and conclusions:
The new well was drilled to 680 feet below ground surface (bgs), using the air rotary method. The well was constructed using 8-inch steel casing from 2.5-ft above ground surface (ags) to 560 ft-bgs. It includes a surface seal (8-inch-diameter steel casing cemented in place to 60 feet bgs, within a 12-inch-diameter borehole) and an 8-inch-diameter steel liner installed from +1.5 ft-ags to 560 ft-bgs. The 8-inch casing has a manufactured .040-slot screen from 520 to 480 ft bgs. The manufactured screen was made by Johnson Screens™.
The static water level at the time of testing was 394.4 ft-bgs.
Analysis of the previously run 24-hour pumping test by Azca Drilling, Inc. indicated a maximum drawdown of 40 feet at 15 to 18 gallons per minute (gpm) and a theoretical specific capacity between 0.375 and 0.45 gallons per minute per foot of drawdown (gpm/ft).
24-hour pumping rate conducted by Shannon & Wilson yielded a constant pumping rate of 17 gpm with maximum recorded drawdown of 48.6 feet, a specific capacity of 0.35.

1 INTRODUCTION
This report presents our hydrogeologic observations and conclusions for the drilling, construction, and testing of a new source well for the La Posa Plains, Tyson Wash RV Camping Grounds within Bureau of Land Management (BLM) land located off State Route 95, Quartzsite, Arizona. The Site is shown in relation to surrounding features on the Vicinity Map, Figures 1 & 2.
The purpose of this study was to design, install, and capacity-test a production or water supply well at the Site. This report summarizes the subsurface hydrogeologic conditions encountered at the new well. Our scope of services included:
Drilling and designing a new well capable of providing water to the Tyson Wash RV Camping Grounds.
Performing a capacity (stepped-rate pumping) test on the new well.
Performing a 24-hour aquifer stress (pumping) test.
Collect water quality samples for laboratory testing.
2 SITE DESCRIPTION
The Site is in La Paz County, about 125 miles west of Phoenix, AZ and roughly 17 miles east of the Colorado River off State Route 95. After consultation with the BLM, and Azca Drilling, Shannon & Wilson selected the location for the new source well (Figure 1). The project site is in the broad basin of Tyson Wash at the northern end of the La Posa plain; in southwestern Arizona, between the Plomosa Mountains on the east and the Dome Rock Mountains on the west.
The Site is undeveloped, consisting of unpaved roads and trails. At the site, subsurface soils consist of two main units. From the ground surface to a depth ranging between 60 to 70 ft-bgs, soils consist of interbedded layers of well-cemented gravels, sand, silt, and clay. The upper 20 to 25 feet of this unit generally contain silty sand and silty gravel.
According to topographic mapping available at the U.S. Geological Survey topoView website (https://ngmdb.usgs.gov/topoview/), the Site grade is approximately 990 feet.
Based on this information and using cellphone derived elevation data, we estimated an approximate grade elevation of 920 feet.

3 WELL DRILLING, INSTALLATION, AND DEVELOPMENT
3.1 Well Drilling
Our subcontracted driller was Azca Drilling, Inc., based in Ehrenberg, Arizona. Azca drilled the new source well using the mud rotary method and the well was developed with a combination of swabbing, bailing, and airlifting. The boring was drilled on the Site between March 22 and May 31, 2020. Azca used American-made steel to construct the well, advancing the borehole with a truck-mounted, Epiroc DR rig (Exhibit 3-1).

The only drilling additive used was Aquaclear™ PFD with water. Aquaclear™ PFD is an environmentally friendly foaming solution that helps bring up the drill cuttings produced during drilling activities to the surface. During drilling, our representative collected drill cuttings samples on approximately 10-foot intervals to facilitate our interpretation of subsurface conditions.

The well was drilled through mostly sedimentary layers, alternating between layers of gravels, sands, silts, and clays. The formations drilled through were likely; Tyson Wash deposits, Colorado River deposits, and Bouse Formation deposits. Water was first noted on drillers logs to be around 390 ft-bgs. Appendix A presents the Well Report that Azca Drilling submitted to the Arizona Department of Water Resources; it includes his interpretation of the stratigraphy, along with the well construction details.
Based on the Well Report and our collected samples and observations, as well as using published references for the geology in the area (House et. al, 2008), we interpret the subsurface conditions as follows:
0 to 50 feet: Active Tyson Wash deposits, Qyct : Deposits consisting of unconsolidated gravel ranging from pebbles to small boulders, and sand with minor silt and clay.
50 to 360 feet: Colorado River deposits, old silt, sand, and clay, Tcs: Quartz-rich sand, silt and mud deposits, capped by younger Pleistocene units. Unit Tcs exhibits thin to medium bedding and is occasionally massive. Quartz-rich sand beds, thin, laminated, and occasionally massive. Sand grains are typically very well sorted and well-rounded to sub-rounded and commonly exhibit cross-laminations.
360 to 565 feet: Fanglomerate, Tfc: Poorly sorted, light brown to medium gray conglomerate and conglomeratic sandstone with angular to sub-rounded clasts of local metamorphic rocks, granitoids, and other siliceous rocks. The unit is sand-supported with locally abundant sub-rounded pebble size grains of fine grained quartz and lithic sand grains.
565 to 680 feet: Bouse Formation, Tbc: Carbonate-rich deposits including algal limestone, bioclastic limestone hash, massive tufa drapes, on paleo hillslopes, thin-bedded bioclastic-rich marl, and calcareous sandstone.
3.2 Well Installation and Development
Once the borehole and casing were advanced to 680 ft-bgs, Azca began the installation of the 8-inch diameter steel well. A layer of washed gravel was installed via cement truck at the base of the borehole to serve as a foundation for the well, from 680 to 560 ft-bgs. A 40-foot-long, 8-inch diameter sump was welded to the bottom of the screen from 560 to 520 ft-bgs. The 40-foot-long, 0.040-inch slotted Johnson™ made 8 inch-diameter wire-wrapped well screen was welded to the sump and installed from 520 to 480 ft-bgs. 480 feet of blank steel casing was welded to the top of the screen to complete the well from 480 ft-bgs to +2.2 feet above ground surface (Figure 3).

Once the well was situated into place within the borehole, a gravel filter pack was installed around the screened interval. The filter pack consisted of washed pea gravel that would envelop the entire screened interval and more to account for settling during well development. The filter pack was installed via cement truck filled with washed pea gravel to get the filter pack up to approximately 60 ft-bgs and then completed the well by installing the cement surface seal from 60 ft-bgs to grade. Well development occurred after the gravel filter pack was installed but prior to the completion of the surface seal to account for possible drop in the filter pack that can occur during swapping and bailing. During development, there was no indication that there was a drop-in water level nor was there any significant loss of the filter pack, < 1 foot in both cases.
There was an initial pumping test in March that yielded a sustainable pumping rate of 1.5 gpm. Azca used a torch to perforate the casing in a saturated zone identified from geophysical logs previously done, between 100 and 120 feet below grade. Once this was completed, Azca Drilling representative, Gary Hicks conducted a 24-hour pumping test to identify a sustainable pumping rate.
3.3 Initial Constant Rate Pumping Test
Azca Drilling, Inc. performed a 24 hour constant rate pumping test on May 30, 2020. The pump intake was set at a depth of approximately 473 feet below top of casing (btoc). The static water level prior to testing was approximately 394 feet btoc, or 392.5 feet below grade.
Discharge water was routed out of the well via a 1.5-inch galvanized pipe equipped with a pressure gauge and gate valve. The pumped water was discharged to the ground, approximately 3 feet south of the well (Exhibit 3-2). We measured the flow rate through a flow meter that was set up just south of the well, and we controlled the flow rate by adjusting the gate valve.
The initial test was performed by a licensed geologist monitored the constant rate test.
Initially, the pumping test started at a pumping rate between 25 and 28 gallons per minute (gpm) but was not sustainable and was lowered to between 15 and 18 gpm for the duration fo the pumping test. Azca monitored aquifer response to pumping via pressure transducer installed within the well and observed a maximum drawdown of approximately 40 feet within the well pumping at 15 to 18 gpm. After the 24-hour test, Azca turned off the pump, and monitored the water level in the well during recovery until it was within about 90 percent of the pre-pumping static water level.
The constant rate test data indicates a theoretical specific capacity of between approximately
0.38 and 0.45 gpm per foot of drawdown at a pumping rate between 15 and 18 gpm under current aquifer and well conditions (Fig. 3).

3.4 Shannon & Wilson Constant Pumping Test
After Azca Drilling completed their constant rate test and it indicated that the well could be pumped between 15 and 18 gpm for the duration of our 24-hour pumping test. A measured static water level of 394.8 ft-below top of casing, or 393.3 feet below grade. Shannon & Wilson was unable to deploy a pressure transducer in the well prior to the test starting due to an obstruction in the sounding tube. Our initial pumping rate was approximately 20 gpm
103528-001 January 4, 2021 and we were unable to sustain that rate with the drawdown leveling out. The flow rate was dialed back down to between 15 and 18 gpm and the drawdown stabilized at 48.6 feet (Fig. 4).
WATER QUALITY TESTING
4.1 Water Quality Testing Results
Water quality samples were taken on August 21, 2020 by a Shannon & Wilson representative. The samples were sent to Eurofins TestAmerica in Phoenix, Arizona. The samples were analyzed according to EPA procedures. The analytical report can be found in Appendix B. A table below summarizes the results of the contaminants that were detected as well as the EPA maximum contaminant levels (MCLs) and methods used.

4.2 Hydrogeologic Conditions and Recommendations

The static groundwater level well appears to be roughly 395 feet below top of casing, or
393.5 feet below grade. The primary production zones for the well are likely between about 390 and 540 feet below grade. After the three different tests, it is our interpretation that the ideal pumping rate for this well is between 15 and 18 gpm.
4.3 Wellhead Protection Area (WHPA) Delineation
The theoretical Wellhead Protection Area (WHPA) was calculated as per the EPA 1993 Guidelines for Delineation of Wellhead Protection Areas, EPA-440/5-93-001. Two methods, the Calculated Fixed Radius (CFR) and the Simplified Variable Shapes (SVS), were used in this study to assist in development of the WHPA surrounding the newly constructed well outside of Quartzsite, AZ for the Tyson Wash Campgrounds (Figure 5).
4.3.1 Calculated Fixed Radius (CFR) Method
The CFR method is used to determine the circular areas around the source through which groundwater will travel over a given timeframe. Our source is the newly constructed well and the timeframe is 2 and 5 years. The travel time of groundwater from the edge of to the source well is dependent on the radius of the circle.
The CFR technique establishes a cylinder down into the aquifer where the radius of the cylinder is based on the Time of Travel (TOT) to the well. The method is called the CFR because the area it describes is a circle, which has equal radius in all directions. The radius is the distance from the well to the point where groundwater travel time to the well is 2 and 5 years. Below is the equation used to calculate the fixed radius:

Once the equation was completed, the results of the 2- and 5-year TOT zones around the well have a radius of approximately 336.8 feet for 2-year TOT and approximately 532.6 feet for the 5-year TOT. These two zones represent the WHPA.
4.3.2 Simplified Variable Shape (SVS)
According to the Guidelines for Delineation of Wellhead Protection Areas (EPA-440/5-93- 001), the SVS procedure involves generating a set of shapes that represent different hydrogeologic and pumping conditions. The variable shapes are calculated by computing the distance to downgradient and lateral extent of the groundwater flow boundaries around the pumping well. The appropriate shape is then selected for upgradient extent of the WHPA. The principle behind this method is in providing a factor of safety around what would be a good assessment of a WHPA if the data were more accurate, detailed, and reliable. Once the CFR was calculated, the steps for creating the SVS are the following:

3. Draw two lines tangent to the circle and parallel to the centerline. Where these cross the line A-A’, measure outward a distance z/4; show as points B and B’.
4. Draw tangent lines from B and B’ to the circle.
Using the well as the center point, draw an arc from B to B’.
5 LIMITATIONS
We have prepared the document "Important Information About Your Geotechnical/ Environmental Report" to assist you and others in understanding the use and limitations of

This report was prepared for the exclusive use of BCE, the COE, and their representatives for use in the design of fire protection facilities at the Site. This report should be provided to prospective contractors for information of factual data only, and not as a warranty of subsurface conditions, such as those interpreted from the exploration log and discussions of subsurface conditions included in this report.
The analyses, conclusions, and recommendations contained in this report are based on Site conditions as they presently exist. We assume that the results of the exploration made for this project represent the subsurface conditions throughout the Site, i.e., the subsurface conditions everywhere are not significantly different from those disclosed by the explorations.
Within the limitations of the scope, schedule, and budget, the analyses, conclusions, and recommendations presented in this report were prepared in accordance with generally accepted professional hydrogeologic principles and practice in this area at the time this report was prepared. We make no other warranty, either express or implied.
Unanticipated subsurface conditions are commonly encountered and cannot be fully determined by merely taking soil or rock samples or completing subsurface explorations.
Such unexpected conditions frequently require that additional expenditures be made to attain a properly constructed project. There, some contingency fund is recommended to accommodate such potential extra costs.
The scope of our services for this report did not include any assessments or evaluations regarding the presence or absence of wetlands, cultural resources, or hazardous or toxic substances on or below the Site. If a service is not specifically indicated in this report, do not assume that it was performed.

Client was contacted on for the issues listed below from the subcontract lab:
(E505- Heptachlor) H1 -Hydrogen tank ran out in the middle of the night. Gauge did not indicate that tank was low. Samples could not be run within the 24 hour extract hold time. Samples were re-extracted past hold time for heptachlor.
Client is okay to report past HT, re-sample not possible.

(E505- Chlordane) H1 -Closing CCV for chlordane was not analyzed due to hydrogen tank running out overnight before it was analyzed due to vendor error. Client is okay to report past HT, re-sample not possible.
Receipt The samples were received on 8/20/2020 3:20 PM; the samples arrived in good condition, and where required, properly preserved and on ice. The temperatures of the 2 coolers at receipt time were 5.0º C and 13.5º C.
