Questions and Answers #1
1)Q: Can I get a list of plan holders for the subject project?
A: The government does not maintain this information. However, please refer to site visit attendance roster included in this amendment for interested vendors.
2)Q: Can you please confirm whether or not this is smooth, single sided textured, or double sided textured 60 mil HDPE? The table provided in section 334713-5 (page 511) of specification states smooth, but detail 2 on sheet C202 of drawings states textured. Please advise.
A: Provide per Table on Specification Section 334713-4 2.1 C5.
3)Q: Detail 2 on sheet C202 of drawings, notes to install ballast bags. Is this a sand ballast system? Is it permanent? Are there details that can be provided on this?
A: The ballast design shall be per HDPE liner manufacturer recommendations.
4)Q: Detail 4 on sheet C505 of drawings notes, “Liner vents, located as directed by the government in the field”. For bidding purposes, how many vents should be accounted for?
A: The Liner Vent design shall be per HDPE liner manufacturer recommendation.
5)Q: Detail 3 on sheet C510 of drawings, mentions precast concrete used for diffuser ballast. Can you confirm that these will be placed after liner installation has occurred?
A: Diffuser ballast will be placed after liner installation has occurred. The specific ballast design shall be provided by diffuser manufacturer. The diffusers and diffuser piping shall be designed for placement on pond liners without puncture or damage to the liner, per 465122-1 1.2 A. Contractor to coordinate installation of diffuser and diffuser ballast.
6)Q: Can you please confirm the only concrete structures needing batten bar in each pond are the 3’x2’ concrete slabs used for the 2 and 3-outlet air distribution manifold per detail 1 and 2 of sheet C508.
A: Confirmed.
7)Q: Anchor trench dimensions are 2’x2’ per detail 4 on sheet C505. Can you confirm the valve box, per detail 2 on sheet C506, will not intervene with anchor trench?
A: The valve box shown on Detail 2 on Sheet C506 will penetrate the anchor trench. Contractor to follow Detail 1/C505 to seal the vertical penetration.

8)Q: We are requesting that this contract include the following FAR Clauses: 52.216-2 & 52.216-4. This will allow the proposals to not include potential material escalation factors which change daily and can be in excess of 30-40% or more of the materials pricing at times. Contractors will be able to provide an accurate proposal knowing that should factors outside of our control (i.e. material cost increases) impact the project the contracting team will allow for adequate compensatory amounts to account for the cost impacts. Please confirm if these clauses will be included with the subsequent award of this proposal or if we should factor in these discretionary multipliers to absorb the potential risk.
A: The referenced clauses will not be included.
9)Q: SPECIFICATION SECTION 444110 / Summary- There is some conflicting information between the specifications and the drawings for the booster pump(s):1.3 A calls for a dual pump prepackaged skid, while 2.1 B calls for a single pump system.
Drawing Sheet P002 shows two site-built pumps for this section. Please confirm:
• Number of pumps required
• If the pumps will be site built or pre-packaged with a control panel on a skid A: The booster pumps shall be a dual pump packaged skid system with an integral control panel.
10)Q: Will there be water on site for use during construction?
A: Contractor may utilize existing well to be commissioned during construction. Contractor shall provide their own pump during construction, and which shall be replaced with new pump prior to final acceptance.
11)Q: Would it be possible to send me drawings that are useful in AutoCAD for the above referenced project?
A: AutoCAD drawing may be provided to the awardee upon request.
12)Q: I was unable to find a Precast spec in the documents provided. Can you provide a spec for the Precast bar screen vault and septic tank?
A: Precast bar screen vault and septic tanks shall be in general conformance with specifications for pre-cast sanitary manholes. Applicable shop drawings shall be provided to Government for review and approval prior to manufacturing.
13)Q: Does the contractor need to include well development as part of the pump installation scope?
A: No well development beyond that which is required by state well code for disinfection prior to operation.
14)Q: What is the current status of APS and the anticipated schedule for their installation?
A: The BLM/YFO is in communication with APS, no anticipated start date for the power line extension currently.
15)Q: Can you please confirm that the project does not require AIS nor BABA compliance for the equipment?
A: All materials/supplies shall comply with FAR 52.225-9, Buy American – Construction Materials.
16)Q: What Ka is the surge suppression rated at?
A: For 277/480 120/208-volt, 3 phase, 4 wire, type 2, category C3 unit
a. Surge current capacity: 80,000/160,000 100,000/200,000 amps per protection mode/phase
b. Nominal Discharge Current: 20kA
c. Mounting: Refer to the drawings
