About this file
This Statement of Work outlines requirements for reconstruction and water mitigation at Range 27 in Khashm Al Aan, Riyadh, Saudi Arabia for OPM-SANG. The project involves three main components: road reconstruction of damaged northern access roads, storm water prevention through ditch regrading and water flow management, and protection upgrades for six electrical transformers on the range.
The contractor must complete all work within 120 calendar days of Notice to Proceed, working Sunday through Thursday between 0700-1600 hours. Key requirements include restoring roads to UFC 3-250-0 standards, implementing water mitigation channels to prevent erosion, and constructing protective concrete bunkers (8"-10" thick with rebar) around transformers that can withstand 105mm rounds while maintaining 5' clearance for maintenance access. The bunkers must include IR beacons and high-visibility markings. The contractor must submit various plans for COR approval before starting work, including site grading plans, storm water mitigation plans, and quality control plans. As-built drawings are required within 14 days of construction completion. The work requires access to a Saudi military facility, with contractors needing to comply with DoD and local security requirements.

1.2.1 Range 27:
Necessary for OPM-SANG training and efficiency of military personnel. Range is used for heavy vehicle and aviation firing. The Contractor shall perform all work mentioned in this Statement of Work (SOW). Major erosion has occurred due to improper water mitigation. Range shall be operational at end of project.
1. GENERAL INFORMATION
3 January 26, 2025
1.2.2 Location:
The project site is located at Khashm Al Aan, Riyadh, Kingdom of Saudi Arabia
(KSA).
1.3 WORK HOURS
Regular work shall be performed Sunday through Thursday. Work hours within Range 27 shall be between 0700 and 1600 hours. Work during KSA and US holidays are not allowed. Activities requiring formal inspection cannot be schedules during KSA and US holidays. Contractor may submit a waiver request to the Contracting Officer (KO) requesting temporary approval to work beyond the regular working hours. The waiver request shall be submitted in writing at minimum seven (7) calendar day in advance of the proposed work. Contractor shall ensure work conducted outside of regular working hours is still open/exposed such that Government can inspect work during regular working hours. Approval of the waiver will only be provided, if the work is deemed necessary and found to be in the best interest of the Government. The Contractor shall proceed to schedule work during these periods only after receiving written approval from the KO.
1.4 PERIOD OF PERFORMANCE
All work (design and construction) must be completed, and the facility is ready for occupancy no later than one hundred twenty (120) calendar days after Notice to Proceed (NTP) is issued.)
The work herein includes road reconstruction and construction water mitigation channels to prevent range erosion. Plan for potential low water crossings for deteriorated access roads that have encountered rainwater washout over the past years. Water trenching and deflection shall also be constructed parallel to the range to guide rainwater in the direction of low water crossings or away from the range.
Additional construction of overhead protection and visibility of all electrical transformers located within the range shall be constructed. This is to provide visual awareness of transformer locations during direct and aviation live fire exercises.
Provide blast protection from any potential live fire rounds and direct rainwater to mitigate the amount of pooling at the base of the transformer foundation.
Remediation of eroded transformer bases must also be conducted. All stated quantities are required to be field verified.
2. SCOPE OF WORK
4 January 26, 2025
2.1 PRE-CONSTRUCTION SUBMITTALS

The Contractor is responsible for providing comprehensive documentation of all installed materials. Additionally, the Contractor must allow the COR to inspect these materials and work done prior to proceeding with further work or covering the installed areas. All mechanical and electrical systems must be tested by a 3rd party licensed engineer before any remedial actions are undertaken. Following remediation, these systems must be re-tested, and the results submitted to the COR for review and approval. At least a 48 hour notice must be given to the COR prior to inspection.
Non-Conformance Management: The Contractor shall implement a Non-Conformance Management process to identify, document, and address any deviations from project specifications and quality standards. Upon detection of a non-conformance, the Contractor must immediately report the issue to the COR and document it in a Non- Conformance Report (NCR). The Contractor is required to develop and implement corrective actions to resolve the
5 January 26, 2025 non-conformance and prevent its recurrence. All corrective actions must be approved by the COR prior to implementation. Additionally, a follow-up inspection shall be conducted to ensure compliance with the project specifications and quality standards. All records related to non-conformance, including corrective actions and verification of compliance, must be maintained and made available for review by the COR.
- The Quality Control Plan must be presented and approved by the COR prior to any construction or mobilization efforts occurring.
2.1.5 Communication Management
- The Contractor shall establish and maintain an effective Communication Management plan to ensure clear and timely exchange of information among all project stakeholders. 2.2.2 Subgrade
- Utilize in-situ materials if they meet the compaction and stability requirements.
- Remove deleterious material (roots, organic matter, large rocks) exceeding 3 inches (75
mm) in diameter or as directed by the COR.
- Scarify the top [6 to 12 inches] (150 to 300 mm) of subgrade soil.
