About this file

This document is a Questions and Answers file for the Illinois Emergency Management Agency (IEMA) and Office of Homeland Security's 2024 F550 Service Body Open Market Bid (26-588IEMA-MGMTA-B-48839). The solicitation seeks a vendor to provide a service body for a Ford F-550 truck, with multiple specification revisions addressed through a series of 14 questions and answers. Key changes include upgrading the generator from 5-kilowatt to 6-kilowatt, removing the generator pull-out tray, confirming aluminum drawer unit specifications, removing the window pass-through requirement, and specifying LED lighting configurations. The solicitation's question period will remain open until August 28, 2025, at 3:00pm CT, with proposals expected to be submitted accordingly.

The procurement no longer includes small business set-aside requirements, which were previously limited to subcontracting no more than 49% of contract value to non-qualifying businesses. Specifications require a service body with detailed features including locking storage compartments, LED lighting, an onboard diesel generator, roof-mounted heat/AC, interior jump seats, shelving, exterior light bars, rear camera system, aluminum drawers, a mechanics vise bracket, ladder rack, and a Class V hitch. The contract mandates that all equipment must be new and unused, with manufacturer warranties, and installation services must be completed by June 30, 2026. The agency will transport the vehicle to and from the vendor's location within 150 miles of Springfield, Illinois, for installation.

1. Question: Could you please confirm the size requirement for the generator?

Answer: 5-Kilowatt Generator.

2. Question: Can the Agency provide the specifications for the 2024 F550 Chassis?

Answer: Attached to the solicitation is a document labeled “2024 F550 Chassis Specifications”. This document provides the requested information.

3. Question: Can you clarify the following statement: "A small business awarded a contract procured as a small business set-aside may subcontract no more than 49% of the value of the contract to a business that does not meet the criteria in subsection (e)."

Answer: This solicitation is no longer subject to small business set-aside requirements. The statement has been removed from “Attachment A – Service Body Specifications”. Please find revised document attached to the solicitation.

4. Question: Would the Agency consider a 6-Kilowatt Generator? The 6K has a better setup for ventilation with the exhaust location on the generator.

5. Question: Would the Agency consider removing the pull-out tray for the generator? The recommendation is not to use a pull-out tray to provide a better seal.

Answer: Yes. The Agency would like to remove the pull-out tray from the specifications and confirm that the generator shall be installed in the compartment with the front panel facing outward, so that it can still be serviced. “Attachment A – Service Body Specifications” has been updated.
