About this file
The document is a Questions and Answers file for the Illinois Emergency Management Agency (IEMA) and Office of Homeland Security's 2024 F550 Service Body Open Market Bid (26-588IEMA-MGMTA-B-48839). The solicitation seeks a vendor to provide and install a service body for a Ford F-550, with specifications evolving through a series of clarifications and modifications. Key changes include upgrading the generator from 5-kilowatts to 6-kilowatts, removing the generator pull-out tray, confirming aluminum drawer unit specifications, removing the window pass-through requirement, and specifying a single-stage white body color to match the cab. The 3-bow ladder rack will remain a requirement, primarily for antenna mounting.
The procurement includes several important compliance and specification details. Initially subject to small business set-aside requirements limiting subcontracting to 49% of contract value, this provision has since been removed. The service body must include specific features such as locking storage compartments, LED lighting, an onboard diesel generator, roof-mounted heat/AC, interior jump seats, shelving, exterior LED light bars, rear camera system, aluminum drawers, a mechanics vise bracket, and a ladder rack. The contract requires all equipment to be new and unused, with manufacturer warranties, and installation must be completed by June 30, 2026. The agency will transport the vehicle within 150 miles of Springfield, Illinois for installation, and vendors must meet comprehensive state certification requirements, including maintaining financial compliance, legal standing, and ethical standards.

Answer: This solicitation is no longer subject to small business set-aside requirements. The statement has been removed from “Attachment A – Service Body Specifications”. Please find revised document attached to the solicitation.
4. Question: Would the Agency consider a 6-Kilowatt Generator? The 6K has a better setup for ventilation with the exhaust location on the generator.
