About this file
The document is a Service Body Specification attachment from the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS), detailing procurement requirements for a specialized service vehicle. IEMA-OHS is seeking a vendor to provide and install one Knapheide Ford KUVcc Body KC132H2094 (or equivalent) mounted on a 2024 Ford F-550 chassis, with specific technical requirements including a 14-gauge galvanized steel construction, precise body dimensions, comprehensive interior and exterior features such as an onboard 6KW diesel generator, roof heat/AC unit, interior jump seats, shelving, LED lighting, and a rear camera system. The contract requires all equipment to be new and unused, with manufacturer warranties, and all installation services must be completed by June 30, 2026, with IEMA-OHS providing vehicle transportation within 150 miles of Springfield, Illinois.
The procurement includes a small business set-aside provision limiting subcontracting to 49% of the contract value to non-qualifying businesses. While the specification references the Knapheide brand name, equivalent products are acceptable if bidders can demonstrate equal quality and performance. The vendor is responsible for proving product equivalency, and the contract emphasizes that brand names are used to describe quality and performance standards rather than restrict competition. Additional requirements include compliance with state certification standards, maintenance of financial and legal standing, and adherence to ethical and anti-discrimination policies. The contract is subject to appropriation availability, with the State reserving termination rights with 30 days notice.
