About this file
The document is a service body specifications file issued by the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS), detailing a procurement for one (1) Knapheide Ford KUVcc Body KC132H2094 or equivalent service body to be installed on a 2024 Ford F-550 chassis. The specification requires a comprehensive service body constructed of 14-gauge galvanized steel with specific dimensions of 133.25" length, 94" width, and 90" height, including features such as double panel rear locking doors, a 6KW diesel generator, onboard roof heat/AC, interior jump seats, shelving, exterior LED lighting, a rear camera system, aluminum drawers, a ladder rack, and a Class V hitch. The contract requires all equipment to be new and unused, with manufacturer warranties, and installation services must be completed by June 30, 2026. IEMA-OHS will transport the vehicle to and from the vendor's location within 150 miles of Springfield, Illinois, and questions regarding the solicitation will be accepted until August 28, 2025, at 3:00 pm CT.
The procurement includes a small business set-aside provision that limits subcontracting to no more than 49% of the contract value to non-qualifying businesses. While the specification references the Knapheide brand name, equivalent products are acceptable if bidders can demonstrate equal quality, performance, and characteristics. The burden of proof for equivalent products rests with the bidder. The contract emphasizes that the brand name is used to describe the standard of quality and performance desired, and is not intended to restrict competition. The solicitation allows for "or equal" submissions with minor differences that do not affect the product's suitability for its intended use.
