About this file

This document is an Addendum (#2) to a Request for Proposal (RFP) for the Illinois Work Zone Activity Data Program, issued by the Illinois Department of Transportation (IDOT) under solicitation number B-42615 / 24-BSPE-R-199727. The document contains responses to vendor questions regarding the RFP, addressing various clarifications about submission requirements, hours, pricing, and Disadvantaged Business Enterprise (DBE) participation goals.

The contract involves a work zone activity data program with an estimated 4,200 total labor hours over a 24-month initial term, to be compensated on a work order basis using fully-loaded hourly rates. There is a mandatory 25% DBE participation goal, and vendors must submit a PDF pricing table with an average inclusive hourly rate. The project's primary deliverable is a pilot system capable of generating a WZDx-compliant data feed, with all expected expenses to be incorporated into the hourly rates. Vendors are required to use the provided RFP forms without modification and submit specific documentation, including DBE-related forms and samples demonstrating similar work scope.

Illinois Work Zone Activity Data Program – RFP ReBid

B-42615 / 24-BSPE-R-199727

Addendum #2 Response to Offeror’s Questions to RFP Below are the responses to the questions that the Agency received regarding this RFP:

1.We are not clear as to what the DBE goal is. There does not appear to be a goal in the body of the RFP, but the form shows a goal. Can you clarify what the actual project goal is?
Response: There is a 25% DBE goal, please reference BOBS 2574 and BOBs 2575 that is attached in Bidbuy, these forms must be completed and submitted.
2.The Pricing Table B-42615 has a Total Hours of 4,300 hours. Can the bidder submit a price offer that contains less hours to complete the work?
Response: No, the bidder must comply with submitting a Total Hours of 4,200. These hours are estimated. The total hours is 4,200.00.
3.Section F.4.1.7 of the RFP states the proposed estimated hours must equal 4,200 hours. The Pricing Table B-42615 has a Total Hours of 4,300 hours. Please confirm that the Total Hours should equal 4,200 hours, and not 4,300 as listed in the table.
Response: The total hours is 4,200, the pricing table has been revised and attached in bidbuy.
4.Section C.1 of the RFP list 4 required documents to complete and submit. The DBE Participation Statement and the DBE Utilization Plan are not listed under the required documents. Is there a DBE utilization goal of 25% and are the DBE Participation Statement and the DBE Utilization Plan required documents?
Response: See response to Question #1.
5.RFP document ReBid, Section F.4. Pricing states “A total of 4,200 labor hours have been estimated in the initial term of 24 months to complete these tasks inclusive to all expenses. Compensation will be on a work order basis.”. The attached Pricing Table lists in cell C14 the Total Hours as “4,300”. Could IDOT please confirm which is the correct total of labor hours estimated?
Response: 4,200 Hours, see responses to questions #2 and #3
6.RFP document ReBid, Section F. Proposal Forms – can we recreate and reformat tables F.1 to

F.3 for the purpose of completion?

Response: No, Bidder must use the tables provided in the RFP.

7.RFP document ReBid, Section F.4.1.7. states “The Vendor must enter their proposed estimated hours for each task which MUST EQUAL 4,200 Hours.” Can we propose less than the provided total 4,200 hours?
Response: See response to Question #2
8.RFP document ReBid, Section F.2.4. states “Samples shall be included with your response.” Please clarify exactly what is required in terms of samples.
Response: Samples provided must be similar to the scope of work of this RFP.
9.On Pricing Table – How would you like us to take into account the multiple labor rates that would be part of this project?
Response: The vendor may determine an average cost per hour that is all inclusive. The hour allocation per task may account for the involvement of different staff that may have different rates to determine an estimated cost per task. Invoicing after the award may be handled differently.
10.Is the Pricing Table required to be submitted in excel format as is, or can it be extracted into a PDF document?
Response: PDF document is preferred.
11.RFP document Rebid, Section F.4.1.5. states that “All task description for the awarded contract will be billed on a Work Order basis using Offeror’s provided fully-loaded hourly rates.”. The anticipated contract deliverable of a pilot system capable of populating a WZDx-compliant data feed will require non-labor costs such as system hosting, software licensing, etc. Is section F.4.3 “Expenses are not allowed.” only applicable to the RFP response offer, and the expectation is that any costs to furnish the pilot system will be included in the subsequent Work Orders to the successful proponent?
Response: Yes, the hourly rate shall include all expected expenses to deliver the scope of work in the proposal.
12.RFP document Rebid, Section F.4.1.5. states that “All task description for the awarded contract will be billed on a Work Order basis using Offeror’s provided fully-loaded hourly rates.”. Are the Work Orders expected to align with the tasks in the Pricing Form?
Response: No, if the vendor determines a different approach, it must be outlined in the proposal. The vendor is encouraged to identify where the presented tasks may be addressed within the proposed approach.
13.Additional note on the DBE/BEP information. There is a form expecting 25%, but the main BidBuy page has the following:

Is there a BEP/VBP Participation Goal? No Response: Yes, there is no BEP/VBP Goal on this project, but there is a 25% DBE Goal.
