About this file

This document is a set of Questions and Answers (Q&A) related to an Invitation for Bids (IFB) for passenger buses issued by the Illinois Department of Central Management Services (CMS). The IFB covers the procurement of various sizes of conventional commercial passenger buses as well as school buses, including wheelchair-accessible models. Bidders are required to provide unit pricing and percentage discounts off MSRP for the buses and related options. The state will evaluate bids based on the low-cost total for each bus type, but reserves the right to award by line item. New exhibits separating commercial and school buses will be provided in an addendum. Bidders may submit quotes on any or all buses and options requested, but must complete all associated line items. Delivery costs are stated at $1.30 per mile, which will be revised in an addendum.

Regarding pricing, the state will review any pricing or percentage discounts deemed too low, too high, or inconsistent across bidders, as this may be seen as an attempt to manipulate the evaluation. The state will use pre-determined options and accessories as a baseline for initial assessment of MSRP listings to determine best value. Unbalanced pricing or discounts may result in bid rejection. The state has not provided specific minimum acceptable discount percentages, but will review them relative to what other bidders propose.

B-27266 JPMC Passenger Buses Questions and Answers #2

Illinois Department of Central Management Services JPMC Passenger Buses B-27266 Questions and Answers #2 10/11/22

Q1
Looking at Line Item #1, are we entering the total dollars for the buses in the Offer document or in BidBuy?
A1
Please enter the Unit Cost of one bus in BidBuy in the unit cost column. BidBuy will automatically calculate the total cost for the given estimated quantity number.
Q2
For Line-Item numbers requiring a percentage such as Line Item #2, are we using each for the Unit of Measure (UOM)? Are adding up all the options listed for the total nit Cost and then giving a percentage off that Unit Cost?
A2
Please reference State of Illinois IFB, Section 1. Part A. Instructions and General Information, Section A.23.3.3.

Bidder will enter the Unit Cost indicated on the line item; Bidder will enter the percent discount being proposed off the Manufacturer’s Suggested Retail (MSRP) price.

For Line Items requiring you to enter a percentage (%), we are seeking a percentage of the MSRP list for the requested bus options.

Please enter the percentage discount you have decided to give the State off the requested bus option.

Please attach the MSPR list in BidBuy you are providing for the requested bus options.

Q3
We only carry up to a 32-passenger school bus. And some are not available in diesel. How do we identify these details?
A3
Please reference State of Illinois IFB, Section 1. Part A. Instructions and General Information, Section A.23.3.4.

Bidder may submit a quote on any or all buses or options requested.

Bidder must complete all line items associated with each bus being proposed, plus the delivery line item in BidBuy.

For example, if quoting the 72 Passenger School Bus, Diesel Engine, complete lines 37-40, and 49.

If quoting 72 Passenger School Bus, Hybrid Engine, complete lines 45-48, and 49.

We will have separate Line Items for the Diesel Engine Option Cost.

If a bus of a certain fuel type is not available, mark as “No Bid”.

Q4
For Line Item #3 and Line Item #4 requesting two separate Wheelchair Packages, do we fill them out separately using a percentage or each as the UOM?
A4
For Line Item #3, we are seeking the cost for a right rear mounted wheelchair lift and restraint/tie down system for a single wheel chair; that must meet all ADA and FVMSS standards; rear lift door with upper window, fully automatic wheelchair lift with 51-inch x 34-inch (minimum) platform, one wheelchair position in left rear with fully automatic wheelchair restraint system, lift door dome light, green flashing lift door warning light for driver.

For Line Item #4, we are seeking the cost for a for right rear mounted wheelchair lift and restraint/tie down system for two wheelchairs; that must meet all ADA and FVMSS standards; rear lift door with upper window, fully automatic wheelchair lift with 51-inch x 34-inch (minimum) platform, one wheelchair position in left rear with fully automatic wheelchair restraint system, one wheelchair position in right rear with fully automatic wheelchair restraint system, lift door dome light, green flashing lift door warning light for driver.

Please reference A2 above.

Q5
Will the awards be based on the base Bus, or the base bus and options?
A5
Please reference State of Illinois IFB, Section 1. Part A. Instructions and General Information, Section A.23.3.2 and Section A23.3.5.

Low-cost total includes the basic bus, and the option line items (per A.22.3.5) associated with that bus, plus delivery.

Pre-determined options and accessories will be used as a baseline for an initial blind assessment of the submitted MSRP listings. This baseline tool is expected to reflect the best value to the State.

Please reference State of Illinois IFB, Section 1. Part A. Instructions and General Information, Section A.19.

The award will be made to the responsive and responsible bidder submits the low-cost total for each passenger bus (per Section A.22.3).

However, the State reserves the right to award by line item.

The State will post a notice to the Bulletin identifying the apparent low-cost bidder.

Q6
If one bidder gives a percentage discount on one Line Item and another does not give a percentage discount on the same Line Item, how will that be evaluated?
A6
Pleas Reference A5 above.

Pricing for the basic buses and discount percentages will be reviewed for the following:

Any pricing or percent discount on the line items and MSRPs which is deemed too low, too high or availability from one bidder to the next in relation to the prices, percent discounts and availability bid by others, may be seen as an attempt to manipulate the evaluation process or otherwise structure the bid to the unfairness of other bidders and to the disadvantage of the State.

The award will be made to the responsive and responsible bidder submits the low-cost total for each passenger bus (per Section A.22.3).

Q7
Looking at the various Exhibits and understanding that different manufacturers have different specifications, are the stated requirements minimums or what is exactly required?
A7
Looking at the various Exhibits and understanding that different manufacturers have different specifications, the stated requirements are the minimums requirements for each exhibit.

Please note that the State is seeking conventional commercial passenger buses as well as school buses.

We will issue new Exhibits in the addendum separating the commercial buses from the school buses and clarifying which we are seeking by bus size.

Q8
For the Transport Passenger Bus Bulkhead Partition for People Convicted of Crimes, does the State just want the separate line items identified rather than a complete Transport Passenger Bus for People Convicted of Crimes?
A8
We will issue new Exhibits in the addendum separating the commercial buses, school buses and Transport Passenger Bus for People Convicted of Crimes, clarifying which we are seeking by bus size.
Q9
Delivery of any bus to governmental unit or qualified not-for-profit agency is listed at $1.30 per mile, is this negotiable?
A9
This will be revised in an addendum.
Q10
Line Items #62 and #63 seem written for commercial conventional buses, if a bidder does not have these for school buses are these required?
A10
These are options. Please reference State of Illinois IFB, Section 1. Part A. Instructions and General Information, Section A.23.3.4. Bidder may submit a quote on any or all buses and options.
Q11
Would an amount discount be subject to the same too low or too high disqualification process?
A11
Please reference State of Illinois IFB, Section 1. Part A. Instructions and General Information, Section A.23.3.5. Unbalanced pricing or percent discounts may be cause for rejection of the bid in whole or in part.
Q12
Would it be possible to provide the average acceptable percentage discount or amount discount for clarity?
A12
T Please reference State of Illinois IFB, Section 1. Part A. Instructions and General Information, Section A.23.3.5. Pre-determined options and accessories will be used as a baseline for an initial blind assessment of the submitted MSRP listings. This baseline tool is expected to reflect the best value to the State.

The acceptable percentage discount will be reviewed across all bidders to determine from one bidder to the next in relation to the prices, percent discounts and availability bid by others.

Q13
Would it be possible to provide the minimum acceptable discount whether submitted in percentage or amount?
A13
Please reference State of Illinois IFB, Section 1. Part A. Instructions and General Information, Section A.23.3.5.

The minimum acceptable percentage discount will be reviewed across all bidders to determine from one bidder to the next in relation to the prices, percent discounts and availability bid by others.

Q14
Section “Items” – Item #48-#49 – Bus, 72 Passenger School Bus Wheelchair Accessible Package for Electric Engine. In order to meet the necessary wheelchair space requirements, it is not possible to build a 72-passenger bus with 1 or 2 wheelchair positions. We would therefore like to propose a 52-passenger bus with 2 wheelchair positions, and a 57-passenger bus with 1 wheelchair position. Will you accept either of these reduced passenger configurations to allow for 1-2 wheelchair positions?
A14
We are fine with both modifications.
Q15
Section “General Tab” – Fillable Cells

Are bidders required to enter data into each available cell in order to successfully submit a bid response, or only those which have an asterisk beside them? Some of the requested information will be dependent upon when the vehicle is ordered.

A15
You actually do not fill out anything on the General Tab. You can leave that blank.

File details come from the government source that posted it. Updated .
