About this file
This document is a question and answer document related to a Request for Qualifications (RFQ) issued by the Illinois Department of Innovation and Technology (DoIT) for Professional Fiber Engineering Services. The RFQ seeks to establish a master contract for these services throughout the state of Illinois in accordance with the Architectural, Engineering and Land Surveying Qualifications Based Selection Act (QBS). The document provides responses to vendor questions regarding the submittal requirements, specifically that offerors may provide supporting attachments and documents beyond just the narrative boxes provided, and that there is no strict page limit for responses. The agency also notes that the due date for the RFQ has been extended to December 7, 2021 to allow offerors time to review the questions and answers.
The RFQ does not provide details on pricing terms, set asides, incumbents, funding sources, or other salient commercial details. It is focused solely on clarifying the submittal requirements for the qualifications-based selection process.

Illinois Department of Innovation and Technology B-19877 QBS DoIT Professional Fiber Engineering Question and Answer 3
1. Vendor Question: From the language in the Bid it sounds like we can put together attachments that follow the form of the submittal, rather than just entering text in the box provided. That would be our preference – but we wanted to check and make sure that was the intent of the language.
Agency Response: Please see the following in Section D.6: Offerors must use the “Offeror Narrative” section to explain how they specifically meet the specification. The Offeror must provide proposed solution responses within the boxes provided for evaluation purposes.
Follow Up Questions:
Vendor Question:
1. Confirming that the “Offeror Narrative” Box should be considered the limit of allowable response? For Example, D.6.3 High-level and Engineering, Planning prompt is longer than the provided Offeror Narrative response section. Therefor it is understood that every item may not be addressed in its entirety. Is there an additional location or Attachment we can include to provide a comprehensive response.
Agency Response: Please see following in Section D.6: Offerors should detail their ability to provide each of the Desirable Specifications. Offerors must use the “Offeror Narrative” section to explain how they specifically meet the specification. If appropriate, the Offeror should reference other supporting information provided in its QBS response.
The Offeror Narrative Box should not be considered the limit of allowable response. If the AE requires additional space for response, the AE may: (1) Expand the box to allow for additional space for the response; or (2) Within the Offeror Narrative, as noted within Section D.6, the AE may reference supporting information provided in the Offeror Narrative Box response as an attachment submitted with the QBS. The AE should use the Offeror Narrative Box where possible to detail the response with supporting attachments as a supplement to the Offeror Narrative Box response.
Vendor Question:
2.Can any additional images or examples be added to the QBS? For Example: D.6.8 Example Work Print, requires example plans to be included which cannot fit in the offerors narrative box. Can additional pages be added to answer this prompt?
Agency Response: Please see Agency response question 1.
2. Agency Note: The Agency is extending the due to the date for B-19877 QBS DoIT Professional Fiber Engineering Services to Tuesday, December 7, 2021, 11:00 a.m. (CST), to allow the AE to review the Questions and Answers and respond accordingly.
