About this file
This is an Award Limitation Status document issued by the Greater Orlando Aviation Authority (GOAA) for the Orlando International Airport Concession Program in February 2025. The document outlines the award limitations and proposer restrictions for the North Terminal Concessions Program, which encompasses 201,474 square feet across 17 packages divided into three phases. Phase 1 consists of 8 packages totaling 82,833 square feet, Phase 2 comprises 7 packages totaling 59,861 square feet, and Phase 3 includes 2 packages totaling 19,090 square feet. The Food & Beverage program spans 136,387 square feet while the Retail program covers 65,087 square feet. Six proposers have been awarded Phase 1 packages: OTG Concessions Management, LLC; Areas MCO 2 JV, LLC; SSP America MCO II, LLC; The Marshall Retail Group, LLC; NewsLink of Orlando NTC I, LLC; and VRG Orlando, LLC. Packages 9 through 17 in Phases 2 and 3, along with Future/Other categories including Theme Retail, Duty Free, Experiential & Ad Exhibit Space, and Retail Merchandising Units, remain to be awarded and are subject to GOAA Board approval.
The GOAA has implemented strict award limitation rules to maintain a competitive market and ensure quality service. No proposer, including affiliated entities or those holding a twenty percent or greater equity interest, may be awarded more than twenty percent of the North Terminal Food & Beverage Program or more than twenty-five percent of the North Terminal Retail Program based on square footage. The authority reserves the right to re-evaluate these limitation policies to maintain competitive conditions, attract quality proposers, and ensure adequate financial returns. The document demonstrates the GOAA's strategic approach to distributing concession opportunities across multiple qualified operators while maintaining control over market concentration and financial performance.
