About this file

This is an attachment document containing site photographs for a Design/Build microgrid project at the Lang Ranch Pump Station (CI 5702) operated by the City of Thousand Oaks, California. The photographs document existing infrastructure including the pump station building, electrical room, transformer installations, aerial views of the facility, a portable generator connection point, and SCE transformer equipment. These visual references support the competitive Request for Proposals/Qualifications process for construction of a backup power system. A mandatory pre-proposal meeting is scheduled for December 2, 2025, at the project site located at 2237 Peak Place, Thousand Oaks, with proposal submissions due January 8, 2026, at 3:00 pm through the city's eProcurement Portal. The selected Design/Build contractor will be responsible for comprehensive design services, procurement of microgrid equipment including a 200kW diesel generator, 500 kWh Battery Energy Storage System (BESS), switchboard, and associated metering infrastructure, as well as complete system construction and integration. The project is scheduled to commence in March 2026 with completion targeted for March 2027, followed by one year of mandatory operations and maintenance with options for three additional renewal years.

The project involves installation of capital equipment and microgrid controls with comprehensive warranty requirements including one-year comprehensive labor and material coverage, five-year manufacturer warranties for generator and electrical equipment, and fifteen-year manufacturer warranties for battery storage systems. Successful proposers must hold a California Class A general contractor license, Class C-10 Electrical Contractor license, and employ California-licensed Professional Engineers in Civil, Structural, and Electrical disciplines, plus a certified Ignition SCADA integrator. The project is partially funded through a FEMA grant and qualifies for federal Inflation Reduction Act clean energy tax credits of up to 30 percent (or 40 percent with an energy communities bonus), provided prevailing wage and apprenticeship requirements are met. While specific set-asides for disadvantaged enterprises are not explicitly designated, the city encourages compliance with federal procurement guidelines including affirmative steps to utilize small and minority businesses. Evaluation criteria include project understanding, key personnel qualifications, relevant experience, innovation, schedule feasibility, and cost.
