The acceptance test shall not be conducted until the acceptance test plan is approved by the City, and authorization is received from the City.

The acceptance test shall demonstrate shutdown, start-up and parallelling of the BESS and generator. Testing shall confirm transition and system response under simulated operational scenarios.

8.2. Acceptance Test Reports

The Contractor shall provide reports with certification of the results demonstrating performance, all relevant data measured and recorded during the test(s), any calculations that were used in determining test results, any certifications from equipment manufacturers that equipment was operated according to manufacturer’s recommendations, any other available documentation reasonably requested by the City.

8.3 Operator Training

The Contractor shall provide training for the City’s personnel in the operations of the new microgrid, BESS, and generator. Training shall be conducted by the process engineer who is chiefly in charge of the design of the system, or an appropriate designee.

One day of training shall be provided at the Lang Ranch Reservoir facility. A syllabus for the training shall be prepared and submitted for review and approval, prior to the start of training. Training shall be scheduled at a mutually agreeable date, prior to facility acceptance. Training shall cover, at minimum, operations and maintenance of microgrid, BESS, and generator;

troubleshooting; electrical equipment; O&M manual content; and monitoring and control software.

9.0 WIRE, CABLE, CONDUIT, and CONNECTORS

Contractor shall provide submittals for proposed wire, cable, and connectors, including all underground facilities. All electrical wiring shall be copper. All underground conduits shall be identified in the as-built drawings. All exposed conduits shall be galvanized rigid metal conduit. All bends shall follow NEC minimal bend requirements. All cable splices shall be brought above ground and housed in a suitable enclosure or, if below grade, placed in a suitable vault that is clearly marked.

10.0 EMERGENCY SHUT DOWN

As part of the acceptance of the microgrid, BESS, and generator by the City, Contractor shall instruct and provide operations manuals on how to shut down the systems in the event of an emergency. The Contractor shall post appropriate signage at the site and ensure that emergency first responders can easily identify what to do in the event of an emergency and perform these tasks quickly and safely.

11.0 COMMISSIONING

Prior to the commissioning of the system, the Contractor shall:

A. Conduct a walk-through with the City personnel and address comments as necessary to generate a completion punch list and subsequently to confirm all items are complete.

B. Administer and coordinate the project contract closeout process and resolve any warranty provision issues.

C. Report progress of project contract closeout to the City.

The completeness of the construction will be formally verified by the City personnel against design documents. The City shall observe and verify the microgrid, BESS, and generator’s performance. Approvals as required by the Ventura County Fire Marshal and SCE will be a pre-requisite for acceptance and for authorization to energize the system(s). A Notice of Completion will be issued by the City to the Contractor upon the approval of the Commissioning and Acceptance Test.

12.0 WARRANTIES AND GUARANTEES

The Contractor shall provide the following warranties to the City and in the name of the City upon project completion:

A. Full 1-year Labor and Material comprehensive guarantee from Contractor

B. Generator: 5-year manufacturer warranty for parts and materials

C. Battery Energy Storage System: Contractor agrees to provide 15-year manufacturer warranty for BESS for failure in materials, workmanship, or faulty operation within specified warranty period. BESS performance warranty shall be provided guaranteeing at least 85% of battery storage capacity after 10 years and 70% after 15 years

D. Switchgear and Balance of Systems Electrical Equipment: 5-year manufacturer warranty for failure in materials, workmanship, or faulty operation within specified warranty period

E. Isolation Transformer: 5-year manufacturer warranty for parts and materials

F. Microgrid Controller: 5-year manufacturer warranty parts and materials

13.0 OPERATIONS AND MAINTENANCE (O&M)

Contractor shall provide one year of O&M services from Notice of Completion, with option for three additional years (separate agreement). O&M services include:

• Inspection of all generator, BESS, and microgrid controller components

• Cleaning of all generator, BESS, and microgrid controller components

• Generator, BESS, and microgrid performance load testing
