About this file

This document contains monthly electricity billing statements from Southern California Edison (SCE) and Clean Power Alliance (CPA) for the City of Thousand Oaks' customer account 700207595808, covering the period from September 5, 2024 through August 25, 2025. The bills detail charges for electricity service to multiple municipal facilities across Thousand Oaks and Newbury Park, California, including the Lang Ranch Pump Station/Reservoir located at Sunset Hill Boulevard and Amaranth Drive. The billing statements document monthly electricity usage ranging from approximately 12,705 kWh to 26,313 kWh, with corresponding charges varying from $43,451.54 to $65,820.01 per month depending on seasonal demand rates and usage patterns. The Lang Ranch Pump Station specifically consumed between 12,705 kWh and 26,313 kWh monthly during this period, with demand charges reflecting a maximum demand capacity of 101-102 kW. Service rates applied include time-of-use (TOU) rate schedules TOU-PA-2-E for most facilities and TOU-PA-3-E for the Sunset Pump Station, with both SCE delivery charges and CPA generation charges itemized separately on each statement.

The electricity billing reflects a dual-supplier arrangement where SCE provides delivery services at rates established by the California Public Utilities Commission, while Clean Power Alliance supplies 100% green power generation. Monthly delivery charges to the Lang Ranch Pump Station ranged from approximately $1,411 to $1,518, while generation charges from CPA ranged from approximately $1,522 to $3,128, resulting in combined monthly costs for this facility ranging from approximately $2,737 to $3,097. The bills include various regulatory charges including Power Charge Indifference Adjustment (PCIA) surcharges, wildfire fund charges, California Tax Credit (CTC) adjustments, and fixed recovery charges related to catastrophic wildfire mitigation bonds. The facility experienced consistent monthly demand peaks between 4:00-4:15 p.m. and off-peak periods during early morning hours (4:00-8:00 a.m.), with usage comparisons indicating the facility's electrical demand has remained relatively stable throughout the billing period, though trending slightly higher than historical norms based on comparative annual data presented in the statements.

Your rotating outage group number may change at any time. For more information, visit www.sce.com/rotating outage.

What is the Power Charge Indifference Adjustment (PCIA)?

The PCIA is a charge to ensure that both SCE customers and those who have left SCE service to purchase electricity from other providers pay for the above market costs for electric generation resources that were procured by SCE on their behalf.

'Above market' refers to the difference between what the utility pays for electric generation and current market prices for the sale of those resources.

Things you should know Fixed Recovery Charge SCE has been permitted to issue bonds that enable it to recover more quickly certain costs related to preventing and mitigating catastrophic wildfires. Your bill for electric service includes a Fixed Recovery Charge that has been approved by the CPUC to repay those bonds. The right to recover the Fixed Recovery Charge has been transferred to a separate entity (called the Special Purpose Entity) that issued the bonds and does not belong to SCE. SCE is collecting the Fixed Recovery Charge on behalf of the Special Purpose Entity.

Micro-business Certification Pursuant to CPUC D.10-10-032 and D.10-11-037, customers who meet the definition of a "micro-business" as defined by California Government Code Section 14837, may be rebilled for a maximum of three months rather than three years for an undercharge resulting from a billing or meter error. To learn more and what you can do to self-certify as a "micro-business" please call 1-800-990-7788 or visit us at sce.com.

SCE's APA Locations Are Changing August 16, 2024 Beginning on August 16, 2024, Western Union will be SCE's new Authorized Payment Agency (APA) for in-person payments (no fees charged). Only cash payments will be accepted.* Locations other than Western Union will charge a fee for SCE payments.

Visit sce.com/apa to find an APA near you or review the requirements for APA payments. We offer other payment options, including debit and credit card payment, at sce.com/billpay.

*Federal requirements apply for identification on large value transactions..

What is a rotating outage?

Rotating outages are controlled electrical outages used to avoid widespread or uncontrolled blackouts. Your Rotating Outage Group number is located on page 1, upper left, of your SCE bill.

You may notice a change in your billing statement Effective 10/1/2024, the billing rates used to calculate your bill have been modified. For more information, please visit www.sce.com/bill_change.

• Unable to pay: If payment arrangements were not extended to you by SCE pursuant to SCE’s filed tariffs, you may contact the California Public Utilities Commission.

• For safety reasons, if service is disconnected, please ensure any sensitive or potentially hazardous equipment is unplugged on the day of reconnection. For additional home safety tips, visit www.sce.com/safety or call SCE at 1-800-655-4555.

What is a rotating outage?

Rotating outages are controlled electrical outages used to avoid widespread or uncontrolled blackouts. Your Rotating Outage Group number is located on page 1, upper left, of your SCE bill.
