About this file

This is an as-built drawings attachment for a Design/Build microgrid project at the Lang Ranch Pump Station in Thousand Oaks, California. The attachment contains technical record drawings and electrical upgrade documentation spanning pages 2-36, including 1982 record drawings and CI 5329 electrical upgrades that serve as baseline reference materials for the project. The City of Thousand Oaks is seeking a Design/Build contractor to design and construct a microgrid system that enables off-grid autonomous operation, utility energy arbitrage, and peak demand reduction at the pump station located at 2237 Peak Place. Key deliverables include comprehensive design services (civil, structural, and electrical), procurement of microgrid equipment including a 200kW diesel generator, 500 kWh Battery Energy Storage System (BESS), switchboard, and meters, as well as full system construction and integration encompassing data acquisition, electrical infrastructure, controls, monitoring software, and SCADA integration. A mandatory pre-proposal meeting is scheduled for December 2, 2025, at the project site, with proposal submissions due by January 8, 2026, at 3:00 pm through the city's eProcurement Portal. The successful contractor must execute the project beginning in March 2026 with completion by March 2027, and will be responsible for one year of operations and maintenance with an optional three-year renewal period.

Qualified proposers must hold a Class A license, Class C-10 Electrical Contractor license, and employ California-licensed Professional Engineers in Civil, Structural, and Electrical Engineering, as well as a certified Ignition SCADA integrator. The City will evaluate proposals based on project understanding, key personnel qualifications, relevant experience, creativity, schedule reasonableness, and cost. The project is partially funded through a FEMA grant and is eligible for clean energy tax credits under the Inflation Reduction Act offering 30 percent credits (or 40 percent with an energy communities bonus) contingent on meeting prevailing wage and apprenticeship requirements. The contractor must provide a 1-year comprehensive labor and material warranty, 5-year manufacturer warranties for generator and electrical equipment, and a 15-year manufacturer warranty for the battery storage system. While no explicit set-asides for disadvantaged enterprises are designated, the city encourages compliance with federal procurement guidelines promoting small and minority business utilization.
