About this file

This is a Cost Proposal Rate Sheet for an RFP issued by the California Department of Aging (CDA) for consulting services related to the implementation of Senate Bill 1249 and Older Americans Act requirements. The contract involves creating and delivering Area Agency on Aging designation process mapping, risk analysis mapping, and contract development services. The rate sheet covers two fiscal periods: FY 23/24 (May 1, 2024 to June 30, 2024) and FY 24/25 (July 1, 2024 to April 30, 2025), with a contract term spanning approximately one year. Proposers are required to complete all sections of the bid sheet, including labor rates, operating expenses, evaluation expenses, and administrative expenses, with any blank entries or "N/A" responses grounds for bid rejection.

The rate sheet establishes that all quoted prices are fixed for the term of the Agreement with no allowance for cost-of-living adjustments, tiered rates, or rate increases. Proposers must submit hourly labor rates for each team member role, with rates to include salary, fringe benefits, and taxes. Operating expenses must cover licenses, fees, technology, and IT support, while evaluation expenses cover comprehensive program evaluation activities and third-party contractor costs. Administrative expenses may include employee travel, courier services, postage, and equipment or facility rental. All payments shall be made monthly in arrears, and proposers must include every direct and indirect expense in their quoted rates.
