About this file

This is a Financial Solvency Certification document required by the California Department of Aging (CDA) for RFP Number RFP-2324-06 regarding HICAP Modernization services. The certification requirement applies to all proposers responding to the state and local contract opportunity for SB1249 Consulting services, which seeks a contractor to create and deliver Older Americans Act Area Agency on Aging designation process mapping, risk analysis mapping, and contract development services pursuant to the requirements of the Older Americans Act and Senate Bill 1249, informed by CA2030 planning and engagement efforts. The proposer's authorized official must certify that the organization is financially solvent and will remain so throughout the contract term, with an obligation to notify the CDA representative in writing of any material solvency concerns.

The certification document requires the proposer to provide identifying information including the printed name and signature of an authorized official with contracting authority, the company name, address, city, state, zip code, and Social Security Number or Tax Identification Number. The CDA emphasizes that this certification constitutes a material representation of fact upon which the agency will rely when making the award decision, and any false certification may result in contract termination in addition to other available remedies. Substantial solvency concerns that must be reported include depletion of cash reserves, use of cash reserves for payroll obligations, inability to meet accounts payable obligations, deteriorating accounts receivable collection, delinquency in IRS or payroll tax payments, evidence of fraud or mismanagement, co-mingling of accounts, and misuse of grant funds.

1. The Proposer’s organization official with contracting authority certifies, to the best of his/her knowledge and belief, that the organization is financially solvent, and will remain so during the life of any contract Agreement awarded. The official will notify the Department representative in writing of any substantial solvency concerns such as depletion of cash reserve accounts, use of cash reserves to meet payroll obligations, inability to meet obligations for accounts payable, evidence of deteriorating accounts receivable collection, evidence of delinquency in payment of IRS or payroll taxes, evidence of fraud or mismanagement, co-mingling of accounts, and/or use of grant funds for non-grant purposes.
