About this file
This document is a detailed specification for generator and battery replacement work at the Wallowa Whitman National Forest North Zone Housing facility. The project involves replacing an aging off-grid power system at the Sled Springs Work Center, located approximately 20 miles north of Enterprise, Oregon, at an elevation of 4,470 feet.
The work consists of four primary components: (1) replacement of the existing PowerSafe DDm100-25 battery storage system (1,200 Ah capacity) with a minimum 1,200 Ah lithium iron phosphate (LiFePO4) battery system compatible with the existing SolArk 15k-2P charge controller; (2) replacement of the existing Winco PSS30F4-03/1 28kW propane backup generator with a new 28kW propane generator featuring autostart capability; (3) optional replacement of two existing 2,400-watt photovoltaic arrays with new panels and racking, plus testing of an existing third array; and (4) optional replacement of a 15kW generator powering the well pump, including pouring a new 5' x 10' concrete pad. All work must be completed within 60 days of Notice to Proceed, with seasonal constraints limiting construction from April through October. The specifications require compliance with National Electrical Code standards, manufacturer-provided operation and maintenance manuals, winterization and startup procedures, comprehensive testing protocols, and operator training. Mobilization costs include bonding and insurance, with payment structured in phases tied to project completion milestones.
