About this file

This is a Supplemental Solicitation Document for a federal construction contract to replace generator and battery systems at Sled Springs on the Wallowa-Whitman National Forest in Wallowa, Oregon. The project is located on the Wallowa Mountains Ranger District, with total construction magnitude under $150,000. The contractor must commence work within 14 calendar days of receiving the Notice to Proceed and complete all work within 60 days, with an estimated start date of May 12, 2026. Technical specifications are incorporated from three attachments: Generator and Battery Replacement Specifications, Sled Springs Power System Replacement Plans, and a detailed scope of work summary.

Key contract requirements include a mandatory post-award conference to be held online via Microsoft Teams within approximately 15 business days after contract award. Identified safety hazards include heavy equipment operation, electrical hazards, mechanical hazards such as pulleys and springs, and manual heavy lifting. The contractor must clean all equipment of weeds and seeds prior to entry onto National Forest lands, with special attention to 24 Oregon-listed noxious weed species, and prevent petroleum contamination of work site water sources through daily inspection and equipment cleaning. Performance and payment bonds must be retained by the Government for a minimum of one year after work acceptance. No formal site visit is planned, though contractors are encouraged to visit the location prior to bidding at their own expense. Product substitutions are permitted only after contract award with Contracting Officer approval and are the contractor's responsibility without adjustment to contract price or schedule.
