About this file

This document is a specification for North Zone House Repairs at Wallowa Whitman National Forest, detailing requirements for generator and battery replacement at the Sled Springs Work Center located approximately 20 miles north of Enterprise, Oregon, at 4,470 feet elevation.

The project comprises three primary work components: replacement of an existing off-grid battery storage system (PowerSafe DDm100-25 with 1,200 Ah capacity) with a new Lithium Iron Phosphate system rated at 700 Ahr (33 kWh) compatible with the existing SolArk 15k LV charge controller; replacement of an existing Winco PSS30F4-03/1 28 kW propane generator with a new 28 kW propane-fueled generator featuring autostart capability compatible with the SolArk controller; and optional replacement of existing photovoltaic collectors (west, east, and south arrays totaling 60 watts with 8 modules each), with new N-type monocrystalline modules sized to maximize output on existing 4-inch diameter mounting poles supporting up to 90 square feet. The contractor must remove and dispose of existing equipment, program controllers for manufacturer-recommended settings, and conduct system winterization and spring startup procedures. The project has a 60-day performance period following Notice to Proceed; however, the site is inaccessible November through March. All products must meet Buy America Act requirements and comply with applicable standards including NEC, NFPA 37, NFPA 110, UL 1703, and emissions requirements from the Oregon Department of Environmental Quality. The contractor must provide equipment catalogs, installation and maintenance instructions, written startup/shutdown and winterization procedures, and operator training. Manufacturer warranties include two years for generator equipment, five years for battery equipment, and 20 years for photovoltaic panel minimum power output.
