About this file

This is Amendment 1 to Solicitation 1240BH26Q0011 issued by USDA-FS CSA Northwest 6 (Corvallis, OR) with an effective date of April 15, 2026. The amendment extends the quote submission deadline to April 21, 2026 at 1600 PDT.

The amendment provides three categories of clarifications and corrections to the original solicitation scope of work: (1) Battery storage specifications are corrected to require Lithium Iron Phosphate batteries rated at 700 Ahr (33kWhr) with communications capability compatible with the Sol Ark 15k LV charge controller, removing previous references to lead acid batteries; (2) Photovoltaic collector replacement details clarify that contractors must reuse existing 4-inch diameter mounting poles (capable of supporting up to 90 square feet of solar modules) for west and east arrays, and correct the existing array specification to 60-watt modules with 8 modules per array; and (3) Responses to contractor questions establish that Item 1001 covers South Array panel testing, Item 1002 addresses West Array complete replacement, Item 1003 covers East Array complete replacement, and Item 1005 addresses individual panel replacement for failed South Array panels. The amendment further confirms that both replacement generators (Items 0002 and 1004) must be powered by propane fuel, the 3-phase 15kW replacement generator must match existing voltages and currents of 120/208V at 52A and 240/416V at 26A, and all material and equipment must be new (though long lead-time items may be ordered before the 60-day contract performance period begins).

1. The Scope of Work for replacing the existing off grid battery storage is corrected to remove language regarding lead acid batteries. The batteries shall be Lithium Iron Phosphate, 700 Ahr (33kwhr) and should include communications capable of integrating with the Sol Ark 15k LV charge controller.

2. For Scope of Work for replacing existing off grid photovoltaic collectors (optional items), the following additional information is provided:

a. For the west and east arrays, it is the intention to reuse the existing mounting poles. Poles are 4” diameter and can support up to 90 sq ft of solar module. Size new modules to provide the largest array that can be supported using the existing poles.

b. Correction: The existing west and east arrays are 60watt modules with 8 modules each.

3. The following answers are provided to questions received:

• In SOW section 3. Replace existing off grid photovoltaic collectors (optional items).

a. The contractor shall remove, dispose of, and replace two existing PV array systems. Each existing array is 2400 Watts. Replace the racking, the arrays and wiring to connect the system.

Additionally, test PV panels in an existing array, if panels are damaged or have insufficient output contractor shall remove and replace PV panels in kind.

Does this mean the electrical contractor is to test PV panels NOT associated with section a (replacement of 2 existing pv array systems each 2400 watts)?

Item 1001 – South Array Panel Testing

Item 1002 – West Array Replacement – complete array replacement, provide the largest array that can be supported using the existing pole.

Item 1003 – East Array Replacement - complete array replacement, provide the largest array that can be supported using the existing pole.

Item 1005 – Individual Panel Replacement – this item is intended to replace any or all of the South Array panels that fail testing in item 1001.

• In SOW section 4, details: Replace the generator with a 15kW generator that uses propane fuel.

a. In attachment 4 Plans, page 5 picture of the current nameplate denotes a diesel engine generator. Are you requesting that the new generator be powered by propane fuel and not diesel, or was that a typo and you require the new generator to be fueled by diesel as well and not propane?

1240BH26Q0011

Amendment 1

Both new generators (Items 0002 and 1004) will be powered by propane fuel.

• Does the replacement 3 phase 15Kw generator need to reflect the existing voltages and current: 120/208V | 52A, and 240/416V | 26A respectively or can it be limited to just a single phase either 120/208 OR 240/416V?

Yes, the replacement 3 phase generator must match existing voltages and currents.

• Can the contractor source a "like new" generator that meets the specifications (voltage/amps/watt hours/Hz) that has low running hours < 122 operational hours ?

(These generators are rated to last over 10,000 hours.)

No, all material and equipment installed under the contract needs to be new. If there is a long lead time on any of the equipment, it can be ordered before 60 day contract time begins.
