About this file
This is a specification document for the installation of an analog phone line to Building 6 at the VA Medical Center in Fort Wayne, Indiana (Project No. 610A4-26-510). The project requires the contractor to furnish all labor, equipment, materials, and supervision to install cabling that reconnects a pedestrian blue call pole communication line between Buildings 3 and 6 to the VA system. Specific work includes removing the old cable, installing a new 25-pair CAT 3 cable approximately 700 feet in length from the OIT Telecommunication Room in Building 3's basement to Building 6's basement, terminating all cable pairs at both ends to connect to existing equipment (100-pair Building Entrance Protect in Building 3 and 66-block in Building 6), utilizing the existing underground duct bank with confined-space access vaults, and removing and restoring firestopping material in the OIT Telecommunication Room. The performance period is 60 days after the signed notice to proceed. This is a total small business set-aside contract. The document contains comprehensive general requirements and safety specifications covering contractor responsibilities for site operations, security procedures, utility usage, restoration of damaged areas, warranty management, shop drawings and submittals, testing laboratory services, temporary environmental controls, and extensive safety and health requirements including accident prevention plans, activity hazard analyses, infection control protocols, tuberculosis screening, fire safety, and personal protective equipment standards. All submittals must be made in electronic PDF format unless otherwise directed, with initial submittal reviews requiring 15 working days.
