About this file

This is Amendment 0001 to a Request for Proposal (RFP) for the installation of an analog phone line to Building 6 at VA Northern Indiana Health Care's Fort Wayne Campus.

The solicitation number is 36C25026Q0789, issued by the Department of Veterans Affairs Network Contracting Office 10 in Indianapolis, Indiana. The revised deadline for receipt of offers is September 10, 2026, at 11:30 AM EDT (extended from the original August 9, 2026, deadline). This is a 100% Total Small Business set-aside with NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors). The solicitation is evaluated on a Lowest Price Technically Acceptable (LPTA) basis, though preference will be given to firms located within 200 miles of the facility to minimize costs. The amendment removes SDVOSB-specific clauses (VAAR 852.219-73, FAR 52.219-27, and VAAR 852.219-75) and replaces them with FAR 52.219-6 (Notice of Total Small Business Set-Aside) and FAR 52.219-14 (Limitations on Subcontracting), establishing standard small business requirements. Contractors performing construction work must not pay more than 75% of government payments to non-similarly situated subcontractors.

On-site work is expected to be completed within one week, with the overall contract period potentially extended due to submittal processes and material lead times. Work may be conducted during normal business hours Monday through Friday, 0700 to 1630, with VA staff providing an escort for cable termination and building access. Vaults are located in open grounds. The contractor is responsible for cable installation and termination but not for blue call pole repair. The solicitation is an all-or-nothing request; partial proposals will not be considered. Offerors must include Attachment XI (Confined Space Entry Permit) with their final proposals.

QUESTION AND ANSWER (RFI)

CORRECTION AND CLARIFICATION

Disclaimer: Questions that have not received a response were either unclear or lacked sufficient specificity for an answer. All questions must be submitted by 11:30 am on August 28, 2026, to be recorded.

Question 1: What is the correct due date for this solicitation?

Answer 1: The original due date for this solicitation was August 9, 2026, at 1:30 pm EST. The due date has been revised to August 10, 2026, at 11:30 am EST. A typographical error appears on the SF 1449; refer to the front page correction, which must accompany all submitted quotes.

Question 2: What is the correct NAICS code for this project?

Answer 2: The applicable NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors.

Question 3: The Attachment IV (RFI Form) references solicitation number 36C25026Q0541, which does not match this solicitation number (36C25026Q0789).

Please confirm whether an updated RFI form will be issued.

Answer 3: An updated RFI form has been posted to SAM.gov.

Question 4: The solicitation explicitly states this is a 100% Total Small Business set-aside; however, several incorporated clauses (852.219-73, 52.219-27) reference SDVOSB-specific set-aside requirements. Could you confirm that the solicitation is, in fact, a Total Small Business set-aside and not restricted to SDVOSB concerns?

Answer 4: This solicitation is a 100% Total Small Business set-aside. Refer to the following for the applicable clauses.

Question 5: Please clarify whether the stated preference for firms located within 200 miles of the facility is?

Answer 5: Preference will be given to firms located within 200 miles of the facility to minimize costs. However, as this is a Lowest Price Technically Acceptable (LPTA) solicitation, any proposal meeting all requirements will be considered.

Question 6: What, if any, work-hour, escort, building-access, or vault-access restrictions should contractors account for when developing their schedules and pricing?

Answer 6: The offeror must utilize the provided VA CSEP form and is responsible for all other requirements.

Question 7: The notice identifies permitted confined-space underground access vaults along the cable route. What is the VA's role in providing or coordinating the required facility-specific entry documentation, access procedures, and vault access, or whether the contractor should include those responsibilities in its future price.

Answer 7: Work may be conducted during normal business hours, Monday through Friday, 0700 to 1630. VA staff will provide an escort at one end for cable termination. The VA will provide building access. Vaults are located in open grounds.

Question 8: Please provide the anticipated performance period or required completion timeframe, if currently available.

Answer 8: On-site work is expected to be completed within one week. The overall contract period of performance may be extended due to submittal processes and material lead times.

Question 9: What, if any, required service-restoration deadline or outage-coordination requirements are associated with the pedestrian blue call pole communication line?

Answer 9: The relevant blue call poles are currently out of service. Communication restoration is expected upon cable installation. The contractor is responsible for the cable and its termination, but not for the blue call poles themselves.

NOTE: This solicitation is an all-or-nothing request for proposal. Partial proposals will not be considered. All offerors are required to perform all aspects of the work.

For the revised solicitation

Action Clause/provision What to do

REMOVE

VAAR 852.219-73 — VA Notice of Total Set-Aside for Certified SDVOSBs

Remove because the new solicitation is no longer restricted to SDVOSBs. VAAR

819.7011 specifically prescribes this clause for SDVOSB/VOSB acquisitions.

REMOVE

FAR 52.219-27 — Notice of Set- Aside for, or Sole-Source Award to, SDVOSBs

Remove because the acquisition is no longer an SDVOSB set-aside. FAR 19.1408 makes this clause applicable to SDVOSB set-asides/sole-source acquisitions.

REMOVE

VAAR 852.219-75 — VA Notice of Limitations on Subcontracting— Certificate of Compliance for Services and Construction

Remove the VA veteran-specific version if it was included solely because of the SDVOSB set-aside.

A.1 52.219-6 NOTICE OF TOTAL SMALL BUSINESS SET-ASIDE (NOV

2025) (DEVIATION)

(a) Definition. Small business concern, as used in this clause—

(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standards in this solicitation.

(2) Affiliates, as used in paragraph (a)(1) of this clause, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.

(b) Applicability. This clause applies only to-

(1) Contracts that have been set aside for small business concerns; and

(2) Orders set aside for small business concerns under multiple-award contracts as described in 8.4 and 16.5.

(c) General.

(2) Any award resulting from this solicitation will be made to a small business concern.

(End of Clause)

(2) Is considered small for the size standard under the North American Industry Classification System (NAICS) code the prime contractor assigned to the subcontract.

(c) Applicability. This clause applies only to—

(1) Contracts that have been set aside for any of the small business concerns identified in 19.000(a)(3);

(5) Orders, regardless of dollar value, that are set aside in accordance with sections 19.105, 19.106, 19.107, and 19.108 under multiple-award contracts, as described in 8.4 and 16.5; and

(6) Contracts using the HUBZone price evaluation preference to award to a HUBZone small business concern unless the concern waived the evaluation preference.

(d) Independent contractors. An independent contractor shall be considered a subcontractor.

(e) By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for—

(1) Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract;

(2) Supplies (other than procurement from a nonmanufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 50 percent subcontract amount that cannot be exceeded. When a contract includes both supplies and services, the 50 percent limitation shall apply only to the supply portion of the contract;

(3) General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 85 percent subcontract amount that cannot be exceeded; or

(4) Construction by special trade contractors, it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 75 percent subcontract amount that cannot be exceeded.

(f) The Contractor shall comply with the limitations on subcontracting as follows:

(1) For contracts, in accordance with paragraphs (c)(1), (2), (3) and (6) of this clause—

[] By the end of the base term of the contract and then by the end of each subsequent option period; or

[] By the end of the performance period for each order issued under the contract.

(2) For orders, in accordance with paragraphs (c)(4) and (5) of this clause, by the end of the performance period for the order.

(g) A joint venture agrees that, in the performance of the contract, the applicable percentage specified in paragraph (e) of this clause will be performed by the aggregate of the joint venture participants.

(1) In a joint venture comprised of a small business protégé and its mentor approved by the Small Business Administration, the small business protégé shall perform at least 40 percent of the work performed by the joint venture. Work performed by the small business protégé in the joint venture must be more than administrative functions.
