About this file

This is a Request for Task Order Proposal (RFTOP) issued by the District of Columbia Department of General Services Contracts and Procurement Division for multiple construction and renovation projects at various District facilities, including Bunker Hill Elementary School door replacement, Ketcham Elementary School welcome center construction, Bruce Monroe Recreation Center miscellaneous work, and Tyler Elementary School HVAC installation at the cafeteria. The RFTOPs specify that contractors must comply with provisions established in underlying IDIQ contracts and require submission of completed bid forms (Attachment B), bid bonds (Attachment E), key personnel lists including Field Superintendents and Project Managers with detailed qualifications, subcontractor and supplier information, project management plans with preliminary schedules, and subcontracting plans (Attachment H). All work is subject to Davis-Bacon wage determinations, the District's Living Wage Act, and Service Contract Act requirements. Contractors must provide performance and payment bonds prior to commencing work in accordance with the underlying IDIQ contract Article 11.5. The District intends to award task orders to the responsive and responsible offeror with the lowest lump sum bid price, though the Department reserves the right to consider non-price factors. Award decisions will be made based on the lowest total amount as specified in the bid form.

Prevailing wage compliance is mandatory, with specific wage rates established in Attachment D and living wage requirements set at the rates in effect at task order execution. Contractors and all subcontractors must comply with First Source Employment Agreement requirements mandating 51 percent hiring of District residents for new positions created by the project. A Revised First Source Employment Plan requiring documentation of hiring strategies, community outreach partnerships, and recruitment timelines must be submitted. Tax certification affidavits are required for all entities registered to conduct business in the District. Mandatory subcontracting requirements are outlined in sections 5.1-5.9, including compliance reporting, annual meetings with the Department of Small and Local Business Development (DSLBD), and enforcement provisions for plan breaches. The procurement includes multiple project specifications and product cutsheets (Exhibit 3) for equipment such as SL-17 and SL-19 door systems. All offerors must submit signed certifications regarding tax compliance and employment obligations, with liquidated damages assessable for schedule delays and replacement fees applicable for unauthorized removal of key personnel.
