About this file

This is a Request for Task Order Proposal (RFTOP) document issued by the District of Columbia Department of General Services, Contracts and Procurement Division, for multiple construction and renovation projects at District schools and facilities. The solicitation addresses various scopes of work across different elementary schools, including door replacement at Bunker Hill ES, a welcome center at Ketcham ES, miscellaneous work at Bruce Monroe, and HVAC system installation at Tyler Elementary School's cafeteria. Each task order proposal requires contractors to provide detailed bid forms, lists of key personnel (field superintendents and project managers with qualifications), potential subcontractors and suppliers, project management plans with preliminary schedules, bid bonds in the form specified in Attachment E, and subcontracting plans per Attachment H. The District intends to award single task orders to responsive and responsible offerors with the lowest lump sum bids as described in the respective bid forms.

All work performed under the proposed task orders is subject to Davis-Bacon wage determinations (Attachment D), the Living Wage Act, and the Service Contract Act in effect at the time of task order execution. Contractors must provide performance and payment bonds prior to commencing work in accordance with Article 11.5 of the underlying IDIQ contract. Additionally, contractors and subcontractors must comply with mandatory subcontracting requirements, residency hiring requirements (51% of new positions for District residents), apprenticeship act provisions, and First Source Employment Agreement obligations. The solicitations include requirements for tax certifications and affidavits for those registered to conduct business in the District of Columbia, and contractors must demonstrate compliance with District procurement policies including the District of Columbia Small and Local Business Enterprise (DSLBD) provisions.
